Basic Function

Develops, analyzes, and prepares the annual operating budget.

Develops and prepares Annual Capital Budget and Capital Improvement 5 Yr. Plans in conjunction with the Office of Management and Budget (OMB).

Analyzes and updates monthly capital status report; works with Safety & Security, Public Facilities and/or Facilities Maintenance Directors to monitor and update each ongoing capital project activity.

Prepares Journal Entries for Month End and Year End Closing.

Responsible for submitting month end Facilities Maintenance division variance reports to the Office of Management and Budget with financial analyses of each Fund Center, G/L Account, and recommendation for financial impact issues.

Submits department requests for shopping carts for Safety & Security and purchase order change requests as needed.

Prepares budget change requests, including cash flow, for departments as needed.
<br><br>
Monitors and oversees the day-to-day Operating budget and Capital Expenditure activities; analyzes each departmental fund centers and general ledger account to ensure conformance with budgetary limits and Authority’s objective.

Develops and generates management reports for review by Management; identifies areas of concern/trends to improve efficiencies and effectiveness.

Assists and supports Safety & Security, Facility Maintenance and Public Facilities Directors in day-to-day operations activities; conducts analysis of activities such as service quality performance statistics.

Assists Management in preparation of monthly reports for key performance indicators (KPI’s).

Assists in preparation of monthly report of Safety & Security, Facility Maintenance and Public Facilities Headcount.

Maintains necessary documentation and report files for analysis, compliance, and audit purposes.

Oversees the Employee Change Form (ECF) process for Safety, Security, Emergency Management, or Facilities Maintenance divisions; maintains the log to ensure the ECF approval process from beginning to the end is completed

Reconciles monthly Union and Non-Union vacancy report, leave headcounts and current employees for divisions.

Oversees the process to create new job postings; reviews to make sure there is available headcount budget available for positions being posted.

Works closely with Human Resources Staffing Representative when Union vacancies are not filled internally; creates a requisition to post job externally and follows up with Staffing Representative.

Performs other special management projects, such as financial, and/or organizational studies, in coordination with EVP Safety, Security, and Facilities, or other divisions as assigned.

Provides excellent customer service to METRO internal and external customers.

This Financial Analyst position resides within the Kinder Morgan IT Department, reporting to the IT Administration Manager. The successful candidate will be working for one of the largest energy infrastructure companies in North America and will be responsible for the IT department's accounting and planning functions. JOB RESPONSIBILITIES</b></div>

<li>Serve as the primary point of contact for Tier 1 and Tier 2 support for HRIS related issues, including user access, platform navigation, and transactional issues</li>

Responsibilities:</p>
<p>
The Sourcing &amp; Contracts Analyst &ndash; Services/Construction will partner with other Sourcing &amp; Contract professionals to support Venture Global Projects, Operations and Pipeline activities. In this individual contributor role, the Sourcing &amp; Contracts Analyst will learn and execute basic requests for proposals, support development of bid event materials, facilitate the execution of NDAs and draft Task Orders as needed to support the stakeholder schedules and budgets. This position requires knowledge of the procurement function, ability to learn and apply basic contracting concepts, practices and conduct procurement activities. The Sourcing &amp; Contracts Analyst must be able to apply this knowledge when reviewing requisitions to find the best opportunity for Venture Global with respect to cost, quality and on time completion.</p>
<p>
Additional job responsibilities include the following:</p>
<ul>
<li>Learn and apply procurement processes and supply chain best practices to support of business objectives.</li>
<li>Issue and complete Non-Disclosure Agreements (NDAs) with potential bidders/vendors, as required.</li>
<li>Support internal stakeholders with daily contract lifecycle management (CLM) and Procure to Pay (P2P) input activities and processes.</li>
<li>Update, maintain existing CLM records and verify correctness of P2P inputs to avoid inconsistencies to ensure input accuracy.</li>
<li>Prepare, sort and organize CLM and P2P data for reporting.</li>
<li>Support pre-bid meetings, receive and analyze vendor responses, tabulate and evaluate offers, and support in making recommendations for awards aligned with business needs.</li>
<li>Understand and be able to negotiate standard terms and conditions, scope of work, and pricing in agreements to protect the company from risks and liabilities.</li>
<li>Learn to draft Task Orders, contract amendments and contract extensions with the support of Legal.</li>
<li>Apply business requirements in accordance with the Company's policies and procedures.</li>
<li>Learn and apply knowledge of vendor capabilities to build bid lists and bid packages.</li>
<li>Learn the basic principles of terms and conditions, scopes of work, and pricing in agreements/contracts.</li>
<li>Assist internal and external stakeholders to meet objectives of cost, quality, and schedule while maintaining positive working relationships.</li>
<li>Ensure all agreements and purchases follow all company policies and procedures and are compliant with all federal, state and local laws and regulations.</li>

<p>Qualifications:</p>
