 Key Responsibilities

 , and all related Project Agreements.

 Oversee inspection witnessing, punch list clearance, mechanical completion certification, turnover package readiness, and commissioning procedures.

 Ensure EPC Contractor&rsquo;s full compliance with
 
 HSE rules, regulations, approved Method Statements, and Risk Analyses
 
 at all stages of construction.

 Manage site organization including layout, offices, storage areas, and logistics.

 Participate in weekly site meetings, progress meetings, and discipline-specific technical meetings with the EPC Contractor.

 Monitor EPC Contractor activities across all disciplines to ensure timely and coordinated execution of works.

 Provide inputs to the Project Director for monthly progress reports and support invoice verification.
 </li>

 Verify EPC Contractor site logbooks and issue Owner/Owner&rsquo;s Engineer logbooks.

 In coordination with the Schedule Engineer:

 Track actual progress versus planned schedules.
 </li>

 Ensure execution of critical path activities as planned and identify opportunities to create schedule margin.

 Analyze works and enforce optimizations where possible.

 Review and approve recovery plans for delayed activities to protect overall project timelines.

 Support preparation of progress reports for senior management.

 Key Requirements

Primary objective
<ul><li>To implement KOC PMC Safety policies, HSE Management System and Project specific HSE Management Plans as they apply to the project.
</li><li>Ensure that the site complies with the relevant HSE Legislation and KOC HSE requirements.
</li><li>implement the project HSE MS.
</li><li>maintain Statistical data for the Project.
</li><li>Prepare reports as required for the WorleyParsons KOC PMC HSEQ Manager.
</li></ul>Specific Accountabilities
<ul><li>Provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.
</li><li>Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.
</li><li>Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
</li><li>Review EPC contractor Safety Management System and advise of required changes.
</li><li>Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.
</li><li>Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.
</li><li>Other key activities shall include but not be limited to the following:
</li><li>Pro-actively visit site and with the EPC contractor implement safety measures promote/ensure safe work practices.
</li><li>Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings.
</li><li>Assist EPC contractor construction management personnel in identifying hazards and in planning and organising the work such that a safe working environment is maintained.
</li><li>Assist EPC sub contractor Safety advisors and site management in the development and revision of specific site safety programmes.
</li><li>Maintain a HS&amp;E audit and assessment program for the location.
</li><li>Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports.
</li><li>Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.
</li><li>Assist EPC contractor line management and or construction supervisors in accident investigation process and report accordingly.
</li><li>Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives.
</li><li>Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors.
</li><li>Monitor the availability and use of safety apparel and equipment.
</li><li>Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training.
</li><li>Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls.
</li><li>Ensure all lines of communication on HSE-matters remain open and effective between all parties particularly KOC, WorleyParsons, EPC contractors and their sub Contractors.
</li></ul>Mandatory Requirements:
 
&bull; Diploma in Engineering or HSE related Diploma
 
&bull; Must have relevant years of experience post qualification experience;
 
&bull; Must have relevant years of experience in Oil &amp; Gas post qualification experience
 
&bull; Must have relevant years of experience in a HSE supervisor role.
 
&bull; Practical experience in identification and control of HSE issues on construction sites within
 
Oil &amp; Gas or similar industries.
 
&bull; Experience in HSE reporting procedures and familiar with the safety hazards with common
 
construction activities.

 Primary Objective
 
 
 
 Is permanently assigned to the Project&rsquo;s commercial and contractual management. A comprehensive knowledge of the principles governing all terms and conditions of contracts, Company contracts policies, and the Company industry, are prerequisites.
 
 
 <ul>

 Responsible for preparation of tender packages for Assigned Projects for the Client approval in Client's standard terms and conditions format and layout.
 </li>
 <li>
 Responsible for raising requests of contract action once approved by the Client.
 </li>
 <li>
 Monitors and reports the progress of the tender packages for assigned projects.
 </li>
 <li>
 Assists the Client in conducting pre-tender meetings, site visits, replies to tenderers' queries, preparation of supplementary letters to the ITB, evaluation of tenders, recommendations of award, internal and external approvals for award recommendations, preparation of contract documentation for signature.
 </li>
 <li>
 Provides close monitoring of construction activities of awarded contracts with reference to areas of possible claims, review of construction contractor correspondence with respect to contractual impact, production of recommended responses by the Client, evaluation of construction claims as well as other related activities enumerated in the contract.
 </li>
 <li>
 Participates in Company strategic planning for specific projects, i.e., risk assessment, bid/no bid analysis, business plan.
 </li>
 <li>
 Ensures accuracy and timeliness of contract administration by the assigned Contract Administrators.
 </li>
 <li>
 Coordinates with affected groups to ensure proper support in contract administration, proposal preparation, and in negotiations.
 </li>
 <li>
 Reviews requests for proposals particularly to identify risks and terms which may not conform to company policy.
 </li>
 <li>
 Negotiates the more difficult, complex, or sensitive issues with client management
 </li>
 <li>
 Makes staffing assignments, offers training, reviews work produced, completes performance evaluations and counselling as needed.
 </li>
 <li>
 Completes other responsibilities associated with this position as may be appropriate.

 Full-Time Bachelor&rsquo;s Degree from an accredited university.

 Minimum years of total post-graduation experience in contract administration within large, international engineering firm is preferred.

 <li>
 Minimum years of minimum post-graduation experience in oil &amp; gas, refinery, or petrochemical industry
 </li>
 <li>
 Minimum years of minimum experience as Contracts manager in an Engineering Company.
 </li>
 <li>
 Preferably have minimum years experience with a Contractor.
 </li>
 <li>
 Must also have excellent communication skills for interaction with clients &amp; potential clients and capable of independently negotiating complex contractual issues.
