Job Responsibilities<ul><li>
Performs site qualification, site initiation, interim monitoring, site management activities and close-out visits (performed on-site or remotely) ensuring regulatory, ICH-GCP and/or Good Pharmacoepidemiology Practice (GPP) and protocol compliance. Uses judgment and experience to evaluate overall performance of site and site staff and to provide recommendations regarding site-specific actions; immediately communicates/escalates serious issues to the project team and develops action plans. Maintains a working knowledge of ICH/GCP Guidelines or other applicable guidance, relevant regulations, and company SOPs/processes.</li><li>
Verifies the process of obtaining informed consent has been adequately performed and documented for each subject/patient, as required/appropriate. Demonstrates diligence in protecting the confidentiality of each subject/patient. Assesses factors that might affect subject/patient&rsquo;s safety and clinical data integrity at an investigator/physician site such as protocol deviation/violations and pharmacovigilance issues.</li><li>
Per the Clinical Monitoring/Site Management Plan (CMP/SMP): Assesses site processes. Conducts Source Document Review of appropriate site source documents and medical records. Verifies required clinical data entered in the case report form (CRF) is accurate and complete. Applies query resolution techniques remotely and on site, and provides guidance to site staff as necessary, driving query resolution to closure within agreed timelines. Utilizes available hardware and software to support the effective conduct of the clinical study data review and capture. Verifies site compliance with electronic data capture requirements.</li><li>
May perform investigational product (IP) inventory, reconciliation and reviews storage and security. Verifies the IP has been dispensed and administered to subjects/patients according to the protocol. Verifies issues or risks associated with blinded or randomized information related to IP. Applies knowledge of GCP/local regulations and organizational procedures to ensure IP is appropriately (re)labelled, imported and released/returned.</li><li>
Routinely reviews the Investigator Site File (ISF) for accuracy, timeliness and completeness. Reconciles contents of the ISF with the Trial Master File (TMF). Ensures the investigator/physician site is aware of the requirement of archiving essential documents in accordance with local guidelines and regulations.</li><li>
Documents activities via confirmation letters, follow-up letters, trip reports, communication logs, and other required project documents as per SOPs and Clinical Monitoring Plan/Site Management Plan. Supports subject/patient recruitment, retention and awareness strategies. Enters data into tracking systems as required to track all observations, ongoing status and assigned action items to resolution.</li><li>
For assigned activities, understands project scope, budgets, and timelines; manages site-level activities / communication to ensure project objectives, deliverables and timelines are met. Must be able to quickly adapt to changing priorities to achieve goals / targets.</li><li>
May act as primary liaison with study site personnel, or in collaboration with Central Monitoring Associate. Ensures all assigned sites and project-specific site team members are trained and compliant with applicable requirements</li><li>
Prepares for and attends Investigator Meetings and/or sponsor face to face meetings. Participates in global clinical monitoring/project staff meetings (inclusive of Sponsor representation, as applicable) and attends clinical training sessions according to the project specific requirements.</li><li>
Provides guidance at the site and project level towards audit readiness standards and supports preparation for audit and required follow-up actions.</li><li>
Maintains a working knowledge of ICH/GCP Guidelines or other applicable guidance, relevant regulations, and company SOPs/processes; completes assigned training as required. For Real World Late Phase, the CRA II will use the business card title of Site Management Associate II. Additional responsibilities include:Site support throughout the study lifecycle from site identification through close-out. Knowledge of local requirements for real world late phase study designs.Chart abstraction activities and data collection 
Collaboration with Sponsor affiliates, medical science liaisons and local country staff. The SMA II may be requested to train junior staff. Identify and communicate out of scope activities to Lead CRA/Project Manager. Proactively suggest potential sites based on local knowledge of treatment patterns, patient advocacy and Health Care Provider (HCP) associations.</li></ul>

The incumbent ensures that quality communications products showcasing WHO&rsquo;s impact at country level are produced, and that country offices have the tools, products and know-how to develop quality, timely and appropriate communications materials to key audiences. S/he works closely with Corporate Communications team members, and with communications colleagues in other divisions/units outside CCP. S/he develops and maintains effective working relations with WHO and UN communications groups. Raising awareness that a human rights and gender equality perspective is incorporated in policies, workshops and activities.

Under the supervision of the Press and Media Relations Officer and guidance of the Communications Manager, the incumbent undertakes routine communications tasks independently, drawing on technical skills and knowledge of WHO work at country level and communications style, ensuring the efficient delivery of timely, appropriate communications products. S/he seeks answers to queries and provides recommendations to country offices independently.

a) Communications Manager, CCP: for purposes of guidance and supervision; to decide on the orientation of the work; to brief and appraise on the development; to receive policy guidance; to solve special problems arising; and to collaborate and harmonize work.
b) As part of the team, the incumbent works very closely with communications staff in technical units and with staff from country offices.

DESCRIPTION OF DUTIES</h2>
The Communications Officer, (External Communications) is responsible for: (i) producing, in a timely manner, quality communications products that accurately illustrate WHO&rsquo;s work and impact in countries, (ii) developing and adapting global and regional communications products and activities for use at country level, and (iii) building communications capacity in country offices.
 Under the supervision of the Press and Media Relations Officer and guidance of the Communications Manager the incumbent performs the following duties.
Key duties:
1. Communicating WHO impact at country / regional level
a) Produces news stories, features, event notices, and other intelligence and information materials , of WHO&rsquo;s work at country level for internal/external audiences;
b) Develops, quality controls and posts country-focused social media content, in collaboration with team;
c) Works with select countries on national media relations and advises on media opportunities at national level.
2. Strategic communications support to EURO Country Offices
a) Assists in handling requests for communications support and guidance from country offices;
b) Works with country offices on strengthening and maintaining their social media presence at national level;
c) Supports country offices in developing and implementing their communications strategies and action plans; reviews communications components of country strategies in conjunction with the wider team.
d) Maintains contacts list for communications focal points at country level.
3. Communications capacity building
a) Builds and maintains portfolio of strategic communications templates and tools for country offices (communications campaign materials, country office brochures, templates, advocacy materials, factsheets, new guidance, etc.);
b) Supports in coordinating the Country Office Communications Network and regular meetings and capacity building for staff who have communications tasks/responsibilities;
c) Supports the development of training materials including onboarding pack and provides training for country office staff where relevant;
4. Other relevant duties as necessary and appropriate.
REQUIRED QUALIFICATIONS
Education
Essential: University degree (Bachelor's level ) in communications, journalism or related social science. 
Desirable: University degree (Master's level ) in any of the above fields. Public health or international relations qualifications. 
Experience
Essential: At least 2 years of professional experience in communications and/or international relations, with at least 1 year in an international environment. Demonstrated experience in developing and implementing communications strategies for public sector organizations; coordinating the development, writing and delivery of multilingual communications products/materials, such as news stories, brochures and social media content; organizing virtual meetings and coordinating professional networks; developing and disseminating campaign and advocacy materials; developing and delivering communications training; and analyzing communications activities and campaigns and drafting outcome reports. 
Desirable: Relevant experience within WHO, the United Nations or other international organizations with focus on development/public health.

REMUNERATION</h2>
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 56,046 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2046 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.<h2 class="jobSectionHeader">
