NEOM Green Hydrogen Project is part of the most complex capital project and a flagship project at scale for Air Products. Air Products is executing a EPC Contract with the customer &ndash; NEOM Green Hydrogen Company (NGHC). Air Products have the responsibility to design, build and delivery Process Controls / Process Automation System and IT/Digital Technology infrastructure scope. This scope shall comply with the local laws and regulations on cybersecurity, which is a crucial part in the project&rsquo;s safety, security and overall compliance.
The incumbent in this position based at project site, as ICS Cyber Security Engineer, plays a key member of a Cybersecurity task force team to undertake the field verification of the cyber assets to comply with the project specifications and the site acceptance criteria.
The Engineer is also responsible for coordinating with Engineering, Pre-Commissioning, Commissioning and Client operations team related to Cyber Security field verifications.
The Cyber Security engineer acts as the technical interface between Air Products project execution, commissioning teams and the vendors, during the field verification of cyber assets.
Experience in supporting large scale construction, pre commissioning, commissioning, startup and handover phases, ensuring cybersecurity controls are implemented without impacting schedule critical activities
The position is based out of Duba, Tabuk Region, Saudi Arabia working on rotation of 8 Weeks ON / 2 Weeks OFF.
The position will be a site-based role with the below duties:<ul><li>
Perform the field verification of the design, implementation and testing of the cyber assets to meet the cybersecurity standards, regulatory requirements and technologies, processes/procedures and specifications to transition the project assets to commissioning, start-up and final handover to the client.</li><li>
Develop, document, and maintain cybersecurity asset register and other key deliverables as guided by the Site Cybersecurity Lead or Cybersecurity Manager.</li><li>
Organize and lead/facilitate the resolution and implementation of the cybersecurity risk assessment exercises and implement risk assessment recommendations for Air Products design and also for vendor/ skid package control system</li><li>
Support pre‑commissioning and commissioning teams by validating firewall rules, secure remote access, endpoint hardening, Asset inventory validation, Access control execution, and logging before system energization.</li><li>
Lead and oversee architecture, standards and FAT/SAT/CSAT procedures development, execution and performance testing.</li><li>
Ensure the verification and approval of the 3rd party device access needs as requested by the subcontractor and vendors as part of the commissioning and start-up requirements on the vendor packages.</li><li>
Participate in technical coordination meetings with cross-functional teams as guided by the Site Cybersecurity lead.</li><li>
Coordinate with vendors and Air Products engineering team to resolve and liquidate the punch points identified during the field verification of the cyber assets.</li><li>
Coordinate and assist the Site Cybersecurity Lead with the change management activities to ensure design, procurement, installation, commissioning, and startup of cybersecurity scope are reviewed for schedule, and budget compliance.</li><li>
Prepare weekly updates and dashboard to the Site cybersecurity lead and the Project Cybersecurity Collaboration Lead.</li><li>
Identify and escalate risks and opportunities, Collect and report lessons learned during vendor site visits and project execution.</li><li>
Support OT cybersecurity handovers to operations, including procedures, asset inventories, access management, and incident response alignment.</li><li>
Contribute to OT Cybersecurity Operations Model, including monitoring, patching, backup, disaster recovery, and secure remote support.</li></ul>
Minimum Requirements:<ul><li>
Bachelor&rsquo;s degree in engineering (electronics &amp; communication, (or) instrumentation / process automation background is preferred) or equivalent.</li><li>
Minimum 10 to 15 years&rsquo; experience in Operational Technology (OT), or related field with at least 3 years focused on designing (or) building (or) validating the design/implementation of the cybersecurity for industrial control systems and networks.</li><li>

The Cybersecurity Manager (NGHP) is the program&rsquo;s overall technical authority for OT/ICS cybersecurity across all the elements (Power Generation, Power Transmission and Green Hydrogen Production) of the flagship NEOM Green Hydrogen project in the Kingdom of Saudi Arabia. The is a key role, accountable for OT/ICS cybersecurity compliance strategy, execution, integrated testing and oversight of the team to deliver the cybersecurity scope to obtain the final compliance from permitting authorities in KSA.
The Cybersecurity Manager leads a functional team of cybersecurity engineers and professionals and also expected to manage and deliver the end-to-end scope of cybersecurity of the project with focus on proof-of-compliance, closure of design gaps, and implementing the cyber-risk assessment recommendations. Oversight on the implementation of DMZ engineering, cyber services integration, and hardening procedures at all network layers required for compliance submittals.</li></ul><ul><li>
Integrate cyber work packages and prerequisites into project schedule and ensure the readiness of HCIS Stage-4 milestone is in line with the project commissioning and start-up milestones.</li><li>
Accountability in definition and maintaining the deliverable list and proof of compliance, and their verification before transmittal to Facility Operator/Customer.</li><li>
Publish and maintain all required OT/ICS cybersecurity related plans, procedures that are required to be issued in the capacity of the EPC Contractor and Integrator.</li><li>
Lead vendor and sub-contractor coordination for their delivery of respective OT/ICS cybersecurity scope, their validation, punch closure and turnover for commissioning and start-up.</li><li>
Actively pursue technical rigor to bring consistency in technical solutions wherever possible to create uniformity in order will facilitate ease of maintenance of the project asset when handed over to Facility Operator (NGHC).</li><li>
Ensuring a proper handover and handoff to the facility operator including necessary training as identified and aligned in the cyber oversight committee liaise with the Air Products Subject Matter Experts (SME) as required to resolve the technical issues</li><li>
Maintain the alignment on the cross functional team and advise on schedule, budget impacts and change orders.</li><li>
Primary office base is project site office in Duba, KSA, with frequent travel to PWE sites (Solar/Wind/Transmission) and vendor locations as required. Site engagement is essential during pre-commissioning, commissioning, and CSAT phase of the project.</li></ul>

Bachelor&rsquo;s degree in engineering (Electronics/Instrumentation/Automation preferred) or equivalent; advanced ICS/OT cybersecurity qualifications (ISA/IEC 62443, NIST CSF).</li><li>
15+ years leadership in ICS/OT cybersecurity on CNI-class facilities (KSA preferred); proven delivery through HCIS Stage-4.</li><li>

Reimagine What&rsquo;s Possible<div> 
NEOM Green Hydrogen project is part of the largest and most complex capital project for Air Products. It will be the first industrial scale giga sized project providing a green energy carrier around the world to contribute to the decarbonization of industry. Air Products engaged several Sub-Contractors to execute the works, where most of the sub-contractors have large execution scope and yet they have critical interfaces at their scope boundary with other sub-contractors. 
 
The incumbent in this position is therefore accountable for the managing the interface coordination, facilitation and delivery of the contractor scope associated to the facility operator (FO) permits as per the Saudi Arabia Government laws/regulations. This requires the incumbent to seamlessly coordinate with engineering, project controls, project management, commissioning, Commercial and Interface teams of Air Products, consultants, sub-contractors and also closely with Facility Operator/customer for permit application packages and approvals. 
 
Incumbent therefore required to have a good understanding and hands-on experience in KSA laws/regulations such as HCIS-SAF, HCIS/SAIS-Security, Environment Permit for Operations etc. The incumbent should ensure the customer&rsquo;s scope and their accountabilities are well followed through in accomplishing smooth coordination and prioritizing the associated application readiness processes. 
 
To manage these scope and responsibilities, the incumbent must possess proficiency of applied project management skills, permitting process, Compliance requirements, contracting knowledge, planning/scheduling, risk management and change management. The incumbent should possess excellent communication, influencing skills and organization skills with self-motivation, focus on safety, delivering results with integrity. The project is executed utilizing global capabilities, necessitating a robust cross-cultural competency.</div><div></div><div>
This is a site-based position based out of Duba, Tabuk Region, Saudi Arabia working on rotation of 8 Weeks ON / 2 Weeks OFF.</div>
The role will be a site-based role with below duties:<ul><li>
Managing the following tasks as individual contributor &amp; influencer, multi-functional team coordination, coordinate the resolution of Request for information (RFI), change management, management of consultants/contractors, conflict resolution, reporting and closeout of project upon completion.</li><li>
Ensures the sub-projects assigned are being delivered to project critical success factors</li><li>
Track project deliverables using business tools used in the project and support the Sr. Project Manager with the risk management and interface management aspects with other sub-projects</li><li>
Ensure that all internal and external stakeholders are involved during the stage gate approval process prior to the submission of the permit applications appropriate under the project work undertaken</li><li>
Develop, coordinate and track the micro-schedule for each of the employer permits final approval package readiness</li><li>
Actively identify and facilitate the risk management of the scope undertaken through early identification, planning, and selection of best possible proactive Project Management practices which focus on prevention of problems.</li><li>
Coordinate with engineering, process safety, project management, procurement, cybersecurity, asset protection (security) closely and with the interface manager in ensuring the compliance of the KSA regulations and permitting authorities requirements to deliver the contract obligations.</li><li>
Coordinate with contracting, procurement in managing the consultants and any third parties that are hired to support the employer permitting application package development and review.</li><li>
Coordinate with customer representative (facility operator) in ensuring the requirements of the permitting process are fulfilled during the permitting process of related scope (HCIS / SAIS, NCA, NCEC etc.), and ensuring the required application documentation is consolidated, reviewed and transmitted.</li><li>
Coordinate with commissioning manager and training coordinator ensuring the sub-contractor specialized equipment were provided with necessary training as required for the permit final application package submission.</li><li>
Coordinate with commercial and legal teams as required to consult and provide appropriate guidance in execution as well as managing the stakeholder requirements.</li></ul>
Qualifications / Requirements:<ul><li>
The role requires an experienced project professional who has worked in large scale EPC projects in the Kingdom of Saudi Arabia.</li><li>
The required candidate should have experience in permits required for facility construction and operation in the Kingdom of Saudi Arabia.</li><li>
Graduate in Science or Engineering Degree
</li><li>Minimum ten years of experience in project execution.
</li><li>Deep knowledge of current HCIS regulations and all stages of SAF and SEC/SAIS directives.
</li><li>Applied experience in permitting process in Saudi Arabia is essential
</li><li>Self-motivated, result-oriented, proactive individual who can work independently as individual contributor and also influence team members and customers at tactical levels.

</li><li>Manage stakeholder relationships to project success, with transparent inclusive and collaborative approach
</li><li>Problem-solving skills
</li><li>Excellent written and verbal communication skills.
