Job Description:
Parsons is looking for an amazingly talented HSE Manager to join our team! In this role, you will lead Health, Safety, and Environment (HSE) initiatives for a major railway project in the UAE, ensuring compliance with all statutory regulations, client requirements, and Parsons&rsquo; internal standards. You will play a key role in developing, implementing, and monitoring HSE policies, fostering a culture of safety excellence, and driving continuous improvement. This role requires extensive experience in rail infrastructure projects, with a strong preference for candidates who have worked in the UAE or GCC region.
What You'll Be Doing:<ul><li>
Develop, implement, and maintain HSE policies, standards, and procedures to ensure compliance with local regulations and international best practices.</li></ul><ul><li>
Conduct internal and external audits, identifying areas for improvement and ensuring corrective actions are implemented.</li></ul><ul><li>

Coordinate with internal departments, contractors, consultants, and client representatives to align HSE objectives and ensure effective implementation.</li></ul><ul><li>
Ensure proper incident investigation, reporting, and implementation of lessons learned to prevent recurrence.</li></ul><ul><li>
Support tender and contract preparation by reviewing HSE requirements and compliance strategies.</li></ul><ul><li>
Ensure emergency response plans are in place and conduct regular drills to test their effectiveness.</li></ul><ul><li>
Monitor HSE key performance indicators (KPIs) and provide regular reports to senior management and the client.</li></ul><ul><li>
Collaborate with design and construction teams to ensure safety considerations are embedded into engineering and operational processes.</li></ul><ul><li>
Maintain up-to-date knowledge of UAE HSE regulations, international safety standards (e.g., OSHA, ISO, ANSI), and industry best practices.</li></ul><ul><li>
Represent Parsons in client meetings, regulatory discussions, and public engagements related to HSE matters.</li></ul>
What Required Skills You'll Bring:<ul><li>
Bachelor&rsquo;s degree in Engineering, Industrial Safety, Environmental Science, or a related field.</li></ul><ul><li>
15+ years of experience in HSE management roles, preferably in large-scale rail or metro infrastructure projects.</li></ul><ul><li>
Lead Auditor Accreditation is an advantage.</li></ul><ul><li>
Strong familiarity with UAE/GCC statutory health and safety standards and regulatory requirements.</li></ul><ul><li>
Demonstrated expertise in risk assessment, hazard management, and incident investigation.</li></ul><ul><li>
