The Role
 Our Global Engineering consultancy client has a new requirement for a well experienced consultant QHSE Engineer to join their team in Abu Dhabi, on a to work on new projects in the Emirate. Successful candidates will have a proven background as a consultant QHSE Engineer on construction and fit out projects in the UAE or the wider GCC region and will have worked for a recognised engineering consultancy or PMC company previously. This role is available for immediate joining and is an initial 3 month contract position employed as outsourced staff through J10 Consulting. Key Responsibilities: • Implement the health, safety and environmental arrangements for the project against the QHSE Management System requirements, to ensure the protection of all staff. • Lead HSE Inspectors to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and client requirements. • Develop and deliver health, safety and environmental training to employees including but not limited to; induction, safe working practices. • Review and approve contractor’s health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out. • Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begins. • Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel and ensure all the corrective/preventive actions are closed out. • Organise HSE meetings with clients, project staff, and contractors. • Initiate and test emergency response plans and ensure the drills are carried out as per the project schedule and performance standards. • Ensure HSE Inspectors follow up on contractor’s incident investigation reports are completed and corrective actions are identified and closed out to prevent a recurrence and provide necessary technical guidance for accident protection. • Conduct regular site safely reviews. • Liaise with enforcement authorities (PCFC, EHS Checks) prepare and submit monthly HSE reports in conjunction with contractor personnel and to the client.
 
Requirements
 Consultant QHSE Engineer Experience: • Proven track record of working as a consultant QHSE engineer on construction projects in the UAE • Previous Engineering consultancy experience is essential • 5-8+ years of relevant experience as a QHSE engineer • Degree / Diploma in Civil Engineering or related • Minimum of NEBOSH IGC certification • IOSH, IIRSM or CSP accreditation is preferred • UAE Driving license is essential

About the Role 
We are seeking a highly skilled and experienced HSE Engineer to join our dynamic site team in Abu Dhabi.
The Consultant HSE Engineer will act as a liaison between the PMC/Client and the Contractors. They will ensure that Contractors implement and adhere to the approved HSE Plan, applicable procedures, and all relevant legal requirements. The Engineer will play a proactive role in identifying potential project risks and communicating them to the Contractors, ensuring that appropriate and effective control measures are implemented in advance to eliminate or mitigate those risks.
Key Responsibilities:<ul><li>
 Actively involve themselves in the various site meetings including HSE.</li><li>
Develop and implement an effective HSE proactive monitoring program. This includes joint inspection with Contractors, Audits, Quarterly audits, Fire safety audits, meetings, and presentations, in addition to producing all relevant HSE reports as per the client's HSE representative request.</li><li>
Participate with relevant parties during the HSE incident investigation process and ensure reportable incidents as per the statutory requirements (ADOSH-SF) are reported by the concerned parties to the appropriate regulatory authority.</li><li>
Ensure project HSE monthly reports are reviewed and forwarded to project management in the previously accepted format and time period. This will include KPIs, statistical information for analysis and proactive trending.</li><li>
Prepare and disseminate HSE alerts using the client-approved template, in coordination with and subject to the approval of the Project Management HSE Representative.</li><li>
Evaluate, monitor and manage the HSE behavior and performance of the principal contractor. Also, take suitable steps to ensure that a positive HSE culture is developed at the site.</li><li>
Generate, review and approve project HSE documents such as HSE plans, HSE enforcement notes and close out, Inspections, HSE Management walk and Audit close out.</li><li>
Review and approve all risk assessments and method statements and give the necessary advice to the PMC / Client</li><li>
Ensure that contractors have carried out task-specific risk assessments and method statements for all site activities.</li><li>
Ensure that contractors communicate all controls in the risk assessment and method statement to their personnel who are involved in carrying out the task.</li><li>
Ensure, in case of non-compliance with the approved procedure, an HSE Enforcement Notice is issued and closed within the accepted time frame.</li><li>
Chair regular HSE Meetings at the site and ensure that the minutes are prepared, maintained and distributed to all concerned parties.</li><li>
Positive engagement with competent authority during any site visit.</li><li>
Participate in the selection process of HSE staff in line with Client's OSH competency guidelines and obtain the final approval from the Client's OSH Team.</li><li>
Ensure all concerned parties HSEMS - ADOSH are registered with the competent authority.</li><li>
Ensure all HSE permits and NOCs are obtained and up to date.</li><li>
Ensure all project-related HSE documents are up to date such as HSE Plan etc.</li><li>
Ensure that all applicable federal laws, local laws and ministerial orders are followed by all concerned parties on the site. Also, research and distribute all revisions and legislation that will affect the site.</li><li>
Provide recommendations to the PMC/Client Team to issue HSE appreciation certificates to recognise good HSE performance and achievements.</li><li>
Generate, review and approve project HSE documents and procedures, such as HSE plans and pertinent project-specific procedures, HSE Objectives and Targets, Legal Compliance Register, HSE enforcement notices, HSE Inspections, Management walk reports and Audit reports and ensure follow-up to close all the outstanding issues/reports within the agreed timeframe this includes updating all HSE documents and reports on the system (E.g., Asite, Aconex, etc.)</li></ul> 
What do we need from you 
The candidate shall have a minimum of 12 years of vivid experience in the HSE domain.<ul><li>
Minimum 3 years of relevant work experience as an HSE Engineer accompanied by HSE related Master&rsquo;s Degree from an accredited University; or</li><li>
Minimum 4 years of relevant work experience as an HSE Engineer accompanied by HSE-related Bachelor&rsquo;s Degree from an accredited University; or NEBHSE Diploma.</li><li>
