1. الإشراف والمتابعة الفنية على برامج ومشاريع الدائرة ضمن نطاق الاختصاص الوظيفي من خلال وضع الأطر والمنهجيات التي تضمن تحقيق الأهداف الاستراتيجية في مجالات التحول الرقمي، والأنظمة المالية المركزية، واستدامة المشاريع الحكومية ذات الصلة.
2. الإشراف الفني على فرق عمل المشاريع في مكتب ادارة المشاريع ومتابعة تنفيذ الخطط التشغيلية والموازنات، وضمان الانسيابية في التطبيق بين المشاريع والبرامج المختلفة على مستوى الدائرة
3. تقديم الدعم الفني والاستشاري للرئيس المباشر في كافة الجوانب المرتبطة بالتخطيط الاستراتيجي واتخاذ القرارات المتعلقة بالمشاريع الكبرى.
4. إدارة محفظة المشاريع (Project Portfolio Management) وتحديد أولوياتها بناء على العائد المؤسسي وموائمتها مع الرؤية الاستراتيجية للدائرة واستراتيجية حكومة دبي المرتبطة بهذا الشأن
5. تقييم أداء المشاريع الاستراتيجية والتشغيلية من خلال مؤشرات الأداء الرئيسية (KPIs) وتحليل الانحرافات، وتقديم تقارير دورية للإدارة العليا تتضمن التوصيات اللازمة للتحسين.
6. الإشراف الفني المباشر على تطوير سياسات وأدلة إدارة المشاريع وتحديثها بالتنسيق مع الجهات المعنية، بما يتماشى مع أفضل الممارسات العالمية مثل PMI وPMO وCOBIT و ITIL
7. المشاركة الفاعلة في إعداد دراسات الجدوى الشاملة للمبادرات والمشاريع الجديدة ذات الطابع الاستراتيجي، وتقييم عوائدها (ROI) المالية والفنية، ورفع التوصيات للرئيس المباشر.
8. الإشراف على إعداد طلبات العروض والمناقصات (RFPs) وضمان مواءمتها مع السياسات المعتمدة، وتوجيه مدراء المشاريع خلال المراحل المختلفة من الطرح حتى الترسية.
9. تمثيل الإدارة في اللجان الفنية والاستراتيجية المشتركة مع الجهات الحكومية والخاصة، لضمان التكامل بين المبادرات التقنية والمالية على مستوى حكومة دبي.
10. قيادة عمليات التغيير المؤسسي وإدارة المخاطر على مستوى البرامج لضمان تحقيق أعلى مستويات الكفاءة والحوكمة في تنفيذ المشاريع.
11. توجيه فرق العمل متعددة التخصصات (Cross-Functional Teams) في إدارة المشاريع المشتركة بين القطاعات الداخلية والخارجية، وتفعيل التواصل الفعّال بين أصحاب المصلحة.
12. العمل وبشكل مستمر على بناء وتطوير قدرات مدراء المشاريع والفِرق التنفيذية من خلال التدريب والإرشاد وضمان نقل المعرفة واستدامتها داخل الإدارة.
13. متابعة وتقييم أداء الموردين والاستشاريين وضمان الالتزام بشروط العقود والمخرجات الفنية المعتمدة ضمن الأطر الزمنية المحددة.
14. إعداد التقارير الاستراتيجية للإدارة العليا واللجان التنفيذية حول حالة المشاريع، والعقبات، والمخاطر، والتوصيات الخاصة بتسريع الإنجاز وتحسين الأداء المؤسسي.
15. الإشراف على تنفيذ مبادرات التحول الرقمي في إدارة المشاريع لضمان توافقها مع متطلبات النضج الرقمي الحكومي (Digital Maturity Framework) بهذا الشأن.
16. تمثيل الإدارة في الاجتماعات الفنية والمراجعات الاستراتيجية الخاصة بمشاريع الأنظمة المالية، واقتراح الحلول المبتكرة لتحسين الكفاءة التشغيلية.
17. اقتراح واعتماد الأدوات التقنية والمنهجيات الحديثة الداعمة لعمليات إدارة المشاريع والبرامج، بما في ذلك أدوات الذكاء الاصطناعي والتحليل التنبئي لمؤشرات الأداء.
18. المساهمة الفاعلة في ضمان التكامل بين إدارة المشاريع والقطاعات الأخرى (المالية، التقنية، التخطيط، الذكاء الاصطناعي، البيانات)، بما يعزز من فعالية منظومة المشاريع الحكومية
19. لمتابعة المستمرة لأحدث التوجهات والممارسات العالمية في إدارة البرامج والمشاريع، واقتراح مبادرات تطويرية لتحسين الإجراءات، ورفع تقارير دورية عن تقدم سير العمل، والإنجازات المحققة، والتحديات، وآليات المعالجة المعتمدة.
20. تأدية أية مهام أو واجبات أخرى تتعلق بطبيعة العمل حسب التكليف.<div>
