Job Description:

This is a senior-level budget position within State Emergency Management Agency that is accountable for analyzing legislation, governing policy, administrative rules, fiscal policy actions, and performance standards. This position will also develop proposals for program area(s), or for the agency. Duties may be in specialized areas such as accounting, auditing, budgeting, or may encompass responsibilities in one or more fiscal-related or administrative support areas.

Responsibilities - What you’ll do

• Assist Fiscal Manager in applying for and maintaining non-disaster Grants.
• Review and/or revise programs in area of responsibility to ensure compliance of operations with laws, regulations, policies, plans, and procedures.
• Assist Fiscal Manager in budget preparation for grants and monitoring of expenditures according to budget allocations/appropriations and recommends and/or initiates cost saving measures.
• Assist in reviewing and approving accounts payable, accounts receivable, cash receipts, journal vouchers and fixed asset transactions in SAMII Financial System and MoBuys.
• Provides supervision and guidance to professional staff performing accounting and internal payroll functions.
• Exercises significant independence, judgment, and initiative in the performance of assignments within established policies and procedures.
• Perform other related work as assigned.

Qualifications - All you need for success

Qualifications:

A Bachelor’s degree from an accredited college or university with specialization in Accounting or Finance, or a closely related field; and, Four or more years of professional experience. (A combination of education from an accredited college or university and experience in auditing, grant administration, compliance review, and/or in an area that affords a knowledge of public safety programs and services may substitute for the stated qualifications.)

• Comprehensive knowledge of governmental budgeting and fiscal management.
• Comprehensive knowledge of general governmental accounting, auditing, and/or procurement principles, procedures and related fiscal practices.
• Ability to provide leadership and supervision to professional staff.
• Intermediate knowledge of research methodology.
• Extensive knowledge of Excel, Access, and Sam II.
• Intermediate knowledge of contracts, grants, and related fiscal documents.
• Ability to communicate effectively orally and in writing.
• Ability to plan, organize, and complete complex assignments

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
