Position Summary

The Senior Estimator – Paving is responsible for the accurate takeoff and pricing of asphalt paving and roadway construction projects, including all direct and indirect costs. This role leads the estimating team through the entire bid process, manages the development of pre-bid schedules and production plans, coordinates subcontractor and vendor coverage, and works closely with the Chief Estimator through final bid submission and closeout.

This position requires strong knowledge of paving production, asphalt materials, milling, MOT, trucking logistics, and self-perform operations in a fast-paced heavy civil environment.

Responsibilities

  • Comply with and actively promote all Safety policies and procedures in alignment with our Number One Core Value – Safety First, in everything we do.

  • Oversee and assist with detailed quantity takeoffs and pricing for asphalt paving, milling, reclamation, grading, drainage adjustments, MOT, trucking, and related roadway scope.

  • Develop accurate production-based estimates for self-perform paving crews, including equipment spreads, trucking cycles, plant coordination, and crew productivity.

  • Ensure all direct and indirect costs are captured, including labor burdens, equipment rates, asphalt escalation, fuel, bond, insurance, and job-specific risk factors.

  • Ensure all bid documents reflect the latest addenda and modifications.

  • Lead and direct estimators working on assigned bids and manage internal deadlines to meet submission requirements.

  • Prepare and manage pre-bid schedules and phasing plans, including coordination of traffic control and sequencing.

  • Solicit, evaluate, and level subcontractor and supplier quotes, ensuring proper scope coverage and competitive pricing, including DBE participation where required.

  • Coordinate with asphalt plants, trucking vendors, and material suppliers to confirm availability and pricing.

  • Recommend and coordinate any pre-bid site visits, testing, or investigation to improve pricing accuracy.

  • Maintain integrity and organization of bid files and documentation.

  • Ensure labor rates, equipment rates, production factors, bond rates, and insurance data are properly maintained in HCSS.

  • Work closely with the Chief Estimator and executive leadership through bid closeout and submission.

  • Assist with budget setup, DBE documentation, and cost transfer on awarded projects.

  • Chair and lead Project Turnover Meetings to ensure a smooth handoff from estimating to operations.

Qualifications

  • In-depth knowledge of HCSS HeavyBid required.

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred.

  • Minimum of 5 years of estimating experience in asphalt paving and roadway construction.

  • Minimum of 3 years in a supervisory or lead estimating role on projects valued at $20M+ (or comparable paving portfolio).

  • Strong understanding of asphalt production, milling operations, paving logistics, and MOT.

  • Experience with public DOT paving projects.

  • Experience with computerized takeoff and design software.

  • Strong computer and technology skills.
