Senior Procurement Officer - Construction & Landscaping - Immediate Joiners

About this role:


Strategic Sourcing & Supplier Management

Identify, evaluate, and develop reliable suppliers to ensure quality, price competitiveness, and timely delivery of goods and services.

Lead the sourcing process for high-value or strategic purchases, including preparing RFQs/RFPs, bid evaluations, and supplier negotiations.

Establish and maintain long-term relationships with key suppliers and service providers.


Tendering & Contract Management

Manage the end-to-end tendering process for major procurement packages in compliance with company policies and regulatory requirements.

Prepare and review contract documents, terms, and conditions to ensure clarity, risk mitigation, and value for money.

Coordinate with legal and finance teams for contract approvals and implementation.


Purchase Order Management

Review and approve purchase requisitions and ensure timely issuance of purchase orders in the ERP system.

Monitor open POs, expedite deliveries, and resolve any delays or issues with vendors.

Ensure all purchases are accurately recorded and aligned with budget allocations and project requirements.


Cost Control & Negotiation

Conduct detailed cost analysis and drive procurement cost savings through effective negotiation and value engineering.

Support budget planning by providing accurate pricing information and procurement forecasts.

Track market trends and pricing to improve procurement strategies and decision-making.


Compliance & Risk Management

Ensure adherence to procurement policies, ethical sourcing standards, and relevant local/international regulations.

Evaluate supplier compliance with safety, quality, and environmental standards (e.g., ISO, HSE, ESG).

Manage procurement risks by implementing appropriate mitigation strategies and maintaining vendor performance records.


Reporting & Analytics

Prepare regular procurement status reports, cost summaries, and KPI dashboards for management review.

Analyze supplier performance, delivery timelines, and quality metrics to support continuous improvement.

Maintain accurate procurement records, contract databases, and audit-ready documentation.


Stakeholder Coordination

Collaborate with internal departments including Projects, Finance, Operations, and Legal to align procurement activities with business needs.

Attend project and planning meetings to forecast procurement needs and resolve challenges proactively.

Provide procurement support for mobilization, shutdowns, and urgent or unplanned requirements.


Team Mentorship & Support

Guide and support junior procurement officers or administrators in daily operations and ensure process compliance.

Share knowledge, tools, and best practices to enhance team capability and efficiency.

Participate in training and development programs for the procurement function.

Inventory & Material Planning Support

Coordinate closely with inventory and warehouse teams to ensure accurate forecasting of material requirements based on project timelines and consumption patterns.

Assist in planning reordering cycles, safety stock levels, and just-in-time deliveries to avoid overstocking or shortages.

Monitor material usage trends and provide input for optimizing stock control and procurement schedules.


Sustainability and Local Procurement Initiatives

Promote and support sustainable procurement practices by sourcing environmentally friendly products and engaging with local suppliers where possible.

Ensure alignment with the company’s CSR, ESG, or sustainability objectives, particularly in terms of ethical sourcing and reducing carbon footprint.

Track sustainability metrics related to supplier selection, packaging, and logistics practices.


Continuous Improvement & Process Development

Identify gaps or inefficiencies in procurement processes and recommend solutions for automation, simplification, or enhancement.

Lead or participate in procurement process improvement initiatives, including system upgrades, workflow standardization, or policy revisions.

Stay updated on industry best practices and procurement innovations, applying relevant improvements to internal procedures.


Occupational and workplace Health and Safety responsibilities:

In addition to all job-specific responsibilities, all employees are required to adhere to all Basatin health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations. All employees are personally responsible to familiarize themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduce new policies, procedures, and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.


Information Security responsibilities:

  • Comply with Basatin Information Security Policies
  • Be aware of and fulfil their information security responsibilities
  • Ensure whoever handles sensitive company information have taken the Security Awareness Training
  • Know how to report a security incident (to IT ServiceDesk or InfoSec).
  • Not Disable his/her OS firewall and/or Antivirus
  • Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
  • Accept accountability of his/her individual user accounts, and maintain confidentiality


Qualifications:

  • Bachelor’s Degree in one of the following fields:
  • Supply Chain Management
  • Procurement and Contracts
  • 5–8 years of progressive experience in procurement or supply chain management, with at least 2–3 years in a senior or supervisory role.
  • Proven track record in strategic sourcing, tendering, contract negotiation, and vendor management for high-value or complex procurement needs.
  • Deep understanding of the end-to-end procurement cycle, including RFQs/RFPs, bid evaluations, contract negotiation, and supplier selection.
  • Strong knowledge of local and international sourcing strategies, market trends, and cost benchmarking.
  • Proficient in drafting, reviewing, and managing procurement contracts, service agreements, and terms & conditions.
  • Familiar with legal aspects of procurement, including contract law, Incoterms, and risk allocation.
  • Skilled in negotiating favorable commercial terms, payment conditions, and delivery timelines.
  • Proven ability to manage vendor relationships, conduct performance evaluations, and resolve
  • Strong commercial acumen with the ability to identify cost-saving opportunities and implement value engineering strategies.
  • Ability to develop sourcing strategies aligned with business goals and sustainability targets.
  • Advanced user of ERP systems such as SAP, Oracle, Microsoft Dynamics, or Maximo for procurement transactions and reporting.
  • Competent in managing digital procurement platforms and e-tendering tools.
