Virtelligence is seeking a Senior Proposal Manager / Proposal Writer to lead complex, high-value

proposal efforts across federal, state, county, healthcare, and commercial sectors.

This is a senior, hands-on role for a proposal professional who has successfully delivered winning

responses across RFPs, RFIs, RFQs, IDIQs, and Task Orders, and can translate technical solutions into

compelling, compliant, and differentiated proposals.

What You Will Own

• Lead end-to-end development of responses to RFPs, RFIs, RFQs, IDIQs, and Task Orders across

multiple industries

• Analyze solicitations and define compliant proposal structures, requirements, and response

strategies

• Develop and articulate win themes, differentiators, value propositions, risks, and mitigation

strategies

• Write and integrate content across technical, management, staffing, and past performance

volumes

• Collaborate with internal teams, subcontractors, and partners to build complete proposal responses

• Conduct compliance reviews, identify gaps, and ensure alignment with evaluation criteria

• Consolidate contributions from multiple stakeholders into a single, cohesive narrative voice

• Interview SMEs and translate complex technical input into clear, client-focused messaging

• Ensure consistency in messaging, tone, and positioning across the entire proposal

Proposal Strategy & Execution

• Manage proposal timelines, priorities, and deliverables to meet strict deadlines

• Support capture planning and pre-RFP preparation activities

• Perform market research and competitive analysis to strengthen proposal positioning

• Maintain and expand a proposal content library (case studies, resumes, technical content,

templates)

• Track upcoming opportunities and support pipeline development efforts

Tools, Systems & Modern Capabilities

• Utilize tools such as GovWin, GovTribe, SAM.gov, FPDS, CRM systems (Salesforce/HubSpot)

• Leverage AI tools (ChatGPT, Copilot, generative AI) to enhance content development and

efficiency

• Use Microsoft Office and collaboration platforms to produce high-quality deliverables

Required Qualifications

• 7–10+ years of experience in proposal writing and management across public and/or commercial

sectors

• Proven experience responding to small to large RFPs, IDIQs, and Task Orders

• Strong understanding of government and enterprise procurement processes

• Demonstrated ability to produce compliant, competitive, and winning proposals

• Excellent writing, editing, and storytelling skills

• Strong project management and organizational skills

• Ability to work in a fast-paced, deadline-driven environment, including extended hours when

needed

• Experience working with cross-functional teams, partners, and subcontractors

Preferred Experience

• Experience across healthcare, IT consulting, digital transformation, or enterprise services

• Familiarity with regulated environments (federal, state, healthcare, financial services)

• Exposure to proposal methodologies (e.g., Shipley, APMP)

• Experience supporting technical solutions such as EHR/ERP, cloud, infrastructure, data, or

managed services
