Senior Tender Manager - PPP Transportation Infrastructure

Hill International, Inc. invites a senior procurement professional to manage end to end tender processes for major public private partnership (PPP) transportation infrastructure projects worldwide. The role focuses on developing tender documents, conducting bidder conferences, evaluating technical and commercial bids, negotiating contract terms, and ensuring compliance with PPP procurement laws and policies.

Key Responsibilities
  • Lead end to end procurement and contracting for PPP transportation projects, including roads, bridges, tunnels, railways, ports, and airports.
  • Develop comprehensive tender documentation (EoI, RFQ, RFP, ITB, Heads of Terms) and coordinate inputs from financial, technical, legal, and advisory teams.
  • Organize and conduct bidder conferences, and manage the full lifecycle of competitive tender processes for EPC and O&M contractors.
  • Serve as the SPV's primary point of contact for pre bid and post bid clarifications, Q&A, and risk management to protect bid integrity.
  • Lead technical and commercial bid evaluation, ensuring rigorous compliance with evaluation criteria, and prepare evaluation reports and recommendations.
  • Negotiate technical, commercial, and financial terms across EPC, interface, and O&M contracts, and recommend preferred bidders for award to senior management.
  • Oversee final contract award and ensure alignment with project objectives and tender requirements.
Qualifications, Experience, and Skills
  • Bachelor's degree in engineering, construction management, law, or equivalent.
  • 10-15 years of progressive experience in procurement and contract management, with a minimum of 5-7 years of direct PPP or large scale EPC/O&M experience.
  • Mandatory experience as a construction consultant and deep knowledge of PPP procurement laws, policies, and governance frameworks.
  • Profound understanding of EPC and O&M contracting principles, FIDIC contract forms, and PPP structures.
  • Leadership and decision making skills in high value, high stakes procurement environments.
  • Track record of managing end to end tendering for major projects, from document preparation to bid evaluation, negotiation, and award.
  • Strong multidisciplinary team leadership experience and proven ability to collaborate with government entities and private sector investors.
  • Prior involvement in transportation infrastructure projects (roads, bridges, tunnels, railways, airports, ports) is essential.
