Job Description

Location - Karachi Pakistan

The DP World HSSW Assurance Assistant Manager will provide oversite of Site Engineer and Contractors activities to ensure that they are aligned with DP World requirements for construction and are abiding by their contract conditions. The role will work closely with the DP World site Project Manager and other DP World staff assigned to or involved in the Project

Leadership

JOB ACCOUNTABILITIES:

  • Act as an ambassador for DP World at all times when working; promoting and demonstrating positive behaviors in harmony with DP World’s Principles, values and culture; ensuring the highest level of safety is applied in all activities; understanding and following DP World’s Code of Conduct and Ethics policies;
  • Demonstrates and articulates what a safe working culture is and means. Applies these principles in the way work is done

Health, Safety & Welfare Aspects

  • Ensure that project consultant and contractors have plans in place to manage Health, Safety, Security and Welfare performance on site. This includes, but is not limited to, Construction Health and Safety Management Plan and Construction Environmental Management Plan
  • Review submitted plans for gaps and make recommendations for improvements;
  • Ensure that the project consultant and contractors are regularly monitoring performance against their approved HS&W plans;
  • Undertake sampling of monitoring activities undertaken to ensure project consultant and contractors are meeting the requirements of their plans;
  • Undertake daily inspections of the site activities, focused on high risk activities identified and the identified controls, with the project consultant and contractor HS&W representatives;
  • Undertake weekly inspections with DP World Project Management of high risk activities and their controls;
  • Support timely Project Manager monthly progress reporting within the project and to the head office;
  • Support the Project Manager and team in correct and timely reporting of HS&W related performance;
  • Ensure weekly HS&W meetings and associated minutes of meetings are undertaken with Project Management, Project Consultant and Contractors on site;
  • Review incident investigations undertaken by the project consultant and contractor and determine if the investigation, including findings and actions are adequate to prevent reoccurrence;
  • Monitor Project Consultant and Contractor timeliness of incident reporting and approval of incidents investigations and associated actions;
  • Upload incidents to DP World systems where requested and ensure that all incidents are recorded on local systems;
  • Report serious incidents (Serious Injury/Fatality) using DP World Group HS&W Emergency Protocols;
  • Ensure Risk Assessments are developed for all identified site activities;
  • Ensure HSE Risk register is in place and is being monitored by the Project Consultant & Contractor;
  • Initiate and drive regular risk review sessions to ensure an up-to-date risk register and that adequate mitigation measures are taken;
  • Monitor and support a strong and proactive culture of health and safety including continual improvement;
  • Regularly review processes for the onboarding of individuals, teams or parties to the Project with regards to HSS&W and ensure that inductions are being undertaken for new staff, 3rd parties & visitors as required;
  • Ensure that the contactor is undertaking training as per the training requirements identified in their plans;
  • Review and ensure project emergency preparedness and crisis communication protocols internally and externally are in place and are tested at least every month;
  • Regularly review programs for communication of HS&W requirements such as (but not limited to):
  • Toolbox talks;
  • Pre-meeting safety-shares;
  • Project culture & behaviour program to ensure the right behaviors and climate develops
  • Ensure that the project consultant and contractors capture and communicate leading and lagging KPI indicators from the overall projects against agreed targets and objectives during weekly HS&W meetings;
  • Ensure roles and responsibilities for HS&W are included in HS&W related plans, are communicated and understood and delivered against by accountable persons;
  • Ensure HSS&W arrangements are in place for the project offices;
  • Review current and future contract documentation when tendering packages of work to ensure suppliers understand the minimum HS&W requirements prior to their arrival and are competent to deliver when they are onboarded;
  • Evaluate tender submissions for HS&W related requirements and make recommendations on preferred contractors related to HS&W information provided;
  • Ensure and review return to work processes for injured workers when they are utilized.

Others

  • Adhere to proper implementation of QA/QC procedures on the projects; as well as Environmental, Health and safety;
  • Support timely Project Manager monthly progress reporting within the project and to the head office;
  • Support the Project Manager and team in correct and timely reporting of HS&W related performance;
  • Ensure filing of all environmental documents is via the project SharePoint site.
  • Prepare any other periodic/ad hoc reports;
  • Conduct literature searches on topics of interest;
  • Perform other related duties as assigned

Financial / Cost Control

  • Coordinate and engage with contractors, subcontractors and consultants for delivery of studies and monitoring in line with budget
  • Report any concerns to the PM Team.

Training/Qualifications

QUALIFICATIONS, EXPERIENCE AND SKILLS:

  • University or higher vocational degree/diploma and certification in health & safety; alternatively, a technical education with additional high-quality training in the field of HS&W;
  • Experience or Qualification or certification in project professional disciplines such as project management, project controls, risk management;
  • Minimum 10 years of experience of being responsible for setting programs, implementing process and directing and monitoring the health and safety performance on a major project including third party suppliers in construction sector.
  • Experience – Essential
  • Experience of working on projects
  • Experienced of working in a matrix organization;
  • Experience working in expansion projects with interface of existing operations;
  • Good working experience of implementing technical knowledge of project-related procedures, processes and delivering management plans

Experience – Preferred

  • Experience of working on construction projects;
  • Qualified in HS&W related Standards;
  • Experience working in an assurance and compliance role.

  • Broad knowledge on all aspects of construction activities in a port environment and in heavy industry operations and activities

  • Good communication skills, where excellent level of English is a must. Other local languages are an advantage
