Role Purpose:
To ensure optimal utilization of site manpower by efficiently allocating workers, tracking productivity, managing manpower costs, and forecasting workforce needs across ongoing and upcoming projects. The role will also oversee logistics and manpower coordination teams to ensure seamless deployment, mobility, and utilization of site assets and labor resources.
Key Responsibilities:
1. Workforce Allocation & Deployment
- Allocate manpower (from Project Engineers to Helpers) across sites based on project priorities, skill requirements, and timelines.
- Maintain daily/weekly deployment rosters in coordination with Project Directors and Site Engineers.
- Ensure compliance with working hours, site safety, and attendance protocols.
2. Site Productivity Monitoring
- Track and analyze daily productivity by trade and project.
- Generate weekly productivity reports highlighting variances and improvement areas.
- Coordinate with Site Engineers and Planning team to align manpower output with project schedules.
3. Manpower Cost Monitoring
- Monitor and control manpower cost per trade and per project.
- Support the Commercial team in validating cost-to-output ratios for workforce efficiency analysis.
- Highlight any cost deviations, overtime trends, or underutilization issues proactively.
4. Workforce Forecasting
- Forecast manpower requirements based on project pipeline, closures, and new project mobilization.
- Liaise with the HR Recruitment team to ensure timely sourcing of skilled and unskilled labor.
- Maintain a rolling 3-month workforce forecast report aligned with project start and end dates.
5. Logistics & Asset Utilization
- Oversee worker logistics including transport, accommodation, and site movement schedules.
- Ensure all assets (buses, equipment, tools) are efficiently utilized with minimal idle time.
- Maintain coordination between site teams, accommodation, and logistics coordinators.
6. Team Leadership & Coordination
- Lead the Logistics Coordinator and Manpower Coordinator teams, providing direction and daily priorities.
- Set clear KPIs for team performance and monitor adherence to operational targets.
- Coordinate closely with the HSE team to ensure worker safety, compliance, and welfare standards.
Qualifications & Experience
- Bachelor’s degree in engineering
- 5–7 years of experience in workforce administration or construction manpower planning.
- Strong understanding of manpower cost control and site logistics operations.
- Proficient in Excel dashboards.
- Excellent communication and coordination skills with site teams.
