Bidding Manager

We are seeking a highly result-oriented Bidding Manager to spearhead our public sector growth. We are looking for a professional who thrives in the high-stakes environment of government procurement and possesses a deep mechanical understanding of Pakistan’s regulatory framework.

The Bidding Manager is responsible for identifying, preparing, and submitting high-quality technical and financial bids for government and semi-government projects. The primary goal is to ensure all submissions are 100% compliant with the latest PPRA (Public Procurement Regulatory Authority) rules to avoid technical disqualification and secure contract awards.

Key Responsibilities:

  • Tender Monitoring & Identification: Proactively monitor government e-tendering portals (PPRA EPADS), newspapers, and procurement databases to identify opportunities matching company capabilities.
  • Bid/No-Bid Assessment: Analyze tender documents (RFP/RFQ) to evaluate eligibility, compliance requirements, and risks. Lead the internal "Go/No-Go" decision process to determine which tenders to pursue.
  • End-to-End Proposal Management: Lead the full bid lifecycle, including establishing timelines, organizing kickoff meetings, assigning tasks, and managing inputs from technical, commercial, legal, and financial teams.
  • Compliance Management: Ensure 100% compliance with government procurement rules, including PPRA requirements, technical specifications, and formatting rules to avoid disqualification.
  • Proposal Writing & Editing: Write compelling, persuasive narratives and technical responses for proposals, tailored to the government buyer's needs and evaluation criteria.
  • Commercial Strategy & Pricing: Collaborate with the commercial team to develop competitive pricing strategies, including Earnest Money Deposits (EMD) and performance guarantees.
  • Post-Submission & Clarifications: Manage the post-submission clarification process, liaising with government officials to resolve queries.
  • Database Management: Maintain a repository of bid documents, successful submissions, and win/loss analysis for continuous improvement.

Required Skills & Qualifications:

  • Experience: 2–5 years of hands-on experience in bidding, tender management, or proposal preparation, specifically in government/public sector procurement.
  • Technical Knowledge: Deep understanding of PPRA rules, public procurement regulations, and e-tendering platforms such as EPADS, PPRA.
  • Communication: Exceptional written and verbal communication skills to draft clear, persuasive narratives.
  • Project Management: Proven ability to manage multiple bids simultaneously under tight, non-negotiable deadlines.
  • Education: Bachelor’s degree in Business Administration,Finance, or a related field.
  • Software Proficiency: Proficiency in MS Office (Word, Excel, PowerPoint) and PDF editors.
  • Ex Government Servant will be preferred.
