The Subcontractor Buyer will be responsible for sourcing, evaluating, negotiating, and managing subcontracted servicesacross the group’s business verticals — Infrastructure, Steel Fabrication & Erection, and MEP contracting. The role ensures timely onboarding and management of subcontractors to support project delivery while maintaining cost efficiency, compliance, and long-term vendor relationships.
Key Responsibilities
Sourcing & Prequalification
- Develop and maintain a strong database of subcontractors across infrastructure works (civil, utilities, earthworks), steel (fabrication/erection, galvanizing, blasting/painting), and MEP services (mechanical, electrical, plumbing, HVAC, testing/commissioning).
- Prequalify subcontractors based on technical capability, financial strength, manpower resources, and compliance with HSE/QA standards.
- Stay updated with local subcontractor markets, pricing trends, and new service providers in the UAE/GCC.
Procurement & Negotiation
- Issue RFQs, compare proposals, and negotiate rates, terms, and service agreements.
- Ensure subcontractors provide competitive pricing while maintaining quality and safety requirements.
- Review subcontract agreements, LPOs, and framework contracts.
- Handle services such as equipment rentals, specialist trades, manpower supply, scaffolding, logistics, coating/finishing, and testing services.
Coordination & Project Support
- Work closely with Project Managers, Engineers, and Planning teams across divisions to forecast subcontracting needs.
- Ensure subcontractor schedules are aligned with project milestones and delivery programs.
- Provide regular updates on subcontractor availability, performance, and risks.
- Support site teams in resolving subcontractor-related issues.
Contract & Compliance
- Ensure subcontractor compliance with company HSE, QA/QC, and statutory regulations.
- Track subcontractor insurances, certifications, and renewal requirements.
- Monitor subcontractor invoices, progress claims, timesheets, and ensure timely verification for payment.
Cost & Performance Control
- Monitor subcontracted services against budgets and cost codes.
- Track subcontractor performance and maintain performance records for future evaluations.
- Report monthly on subcontracting cost trends and opportunities for optimization.
Requirements
- Bachelor’s Degree/Diploma in Supply Chain, Business, Civil/Mechanical/Electrical Engineering.
- Minimum 2-4 years’ experience in procurement of subcontracted services within construction/steel/MEP/infrastructure.
- Strong network of subcontractors in UAE/GCC across multiple sectors.
- Proven vendor management skills.
- Familiarity with ERP/Procurement systems.
- Strong organizational, analytical, and communication skills.
