Facility & Property Director

SECTION I: JOB PURPOSE

The Facility & Property Director is responsible for the strategic management, operation, and optimization of Arclight Services Company’s facility and property portfolio, ensuring sustainable, efficient, and compliant operations aligned with the Group Holding / Abu Dhabi University’s mission and asset management strategy.

This executive role oversees the full lifecycle of facilities and property management — including asset performance, maintenance, property leasing and tenancy operations, sustainability initiatives, vendor management, and regulatory compliance.

The Facility & Property Director ensures that all owned and managed assets deliver optimal value, performance, and user satisfaction through effective maintenance planning, budget control, energy efficiency, and quality assurance programs. The role fosters operational excellence, cost efficiency, and a culture of continuous improvement across all facilities and property functions.

SECTION II: KEY RESPONSIBILITIES

Key Responsibilities:

1. Strategic Leadership & Portfolio Management

  • Define and implement long-term facility and property management strategies aligned with the company’s business goals and sustainability vision.
  • Oversee the full asset portfolio, including educational, residential, and commercial properties.
  • Develop and execute annual operational and capital maintenance plans.
  • Establish performance KPIs for facility and property teams and report directly to the CEO.

2. Asset & Facilities Management

  • Lead preventive and corrective maintenance programs to ensure optimal facility uptime and life-cycle asset management.
  • Oversee MEP systems, HVAC, safety systems, cleaning, landscaping, and general maintenance.
  • Ensure compliance with health, safety, and environmental standards.
  • Optimize space utilization, asset performance, and energy management.

3. Property Management & Leasing Operations

  • Manage all leasing activities including tenant acquisition, rent collection, renewals, and contract administration.
  • Develop property policies covering occupancy, handover, and exit procedures.
  • Ensure tenant satisfaction through timely maintenance and service excellence.
  • Conduct market analysis and recommend rental strategies to maximize revenue and occupancy.

4. Financial Management & Budget Control

  • Develop and manage annual OPEX and CAPEX budgets for facility and property operations.
  • Approve procurement of FM contracts, vendor agreements, and service-level frameworks.
  • Monitor expenditure, cost-saving initiatives, and energy efficiency programs.
  • Ensure all operations achieve financial targets and demonstrate value-for-money.

5. Compliance, Safety & Risk Management

  • Ensure all facilities comply with UAE laws, ADM, DMT, Civil Defense, and sustainability regulations (e.g., Estidama).
  • Implement risk assessment frameworks for property and facility operations.
  • Lead periodic audits, inspections, and emergency preparedness drills.
  • Oversee insurance coverage, incident reporting, and asset protection programs.

6. Risk, Legal & Compliance Oversight

  • Establish a structured risk management framework for project execution.
  • Direct claims mitigation, arbitration, and dispute resolution processes with legal counsel.
  • Ensure adherence to local regulatory approvals and coordination with external authorities.
  • Oversee insurance coverage, bonding, and legal due diligence during project execution.

7. Vendor & Contract Management

  • Oversee selection, evaluation, and management of external service providers.
  • Ensure SLA compliance, performance monitoring, and contractual adherence.
  • Lead contract renewals, negotiations, and vendor optimization initiatives.

8. Sustainability & Innovation

  • Implement sustainability initiatives across all managed assets, focusing on energy reduction, waste management, and smart technology.
  • Promote digital transformation and CAFM/BMS integration for efficiency.
  • Align property operations with UAE green building and sustainability mandates.

8. Stakeholder Relations & Government Liaison

  • Serve as the main contact for government entities, university leadership, investors, and tenants.
  • Coordinate with regulatory bodies for permits, inspections, and renewals.
  • Represent Arclight Services in property forums and professional associations.

9. Executive Reporting & Board Interface

  • Present regular reports to the CEO on asset performance, cost control, occupancy, and maintenance KPIs.
  • Provide insights on risk mitigation, sustainability performance, and compliance.
  • Support audit and strategic committees with asset condition data and improvement plans.

SECTION III: KNOWLEDGE AND SKILLS

Minimum Educational Qualifications Required for the Role

Bachelor’s Degree in Facilities Management, Mechanical/Electrical Engineering, or Property Management.

Master’s Degree in Facilities Management, Real Estate, Business Administration, or related field is highly preferred.

Minimum Years of Experience Required

Minimum 15–20 years of progressive facilities and property management experience, including 7+ years in a senior director or executive role.

Experience managing educational, residential, and commercial assets in the UAE or GCC.

Nature of Relevant Experience Required

· Strong experience in integrated facilities management, property leasing, and asset operations.

· Proven ability in vendor management, contract negotiations, and budget control.

· In-depth knowledge of UAE real estate laws, authority processes, and safety regulations.

· Experience implementing sustainability and energy efficiency programs.

· Expertise in CAFM/BMS systems and facility performance analytics.

· Strong leadership in stakeholder management and coordination with government bodies.

Language Skills

Arabic and English are required

· Advanced knowledge of facilities and property operations.

· Excellent budgeting, negotiation, and reporting skills.

· Strong knowledge of UAE building codes, ADM/DMT requirements, and sustainability frameworks.

· Proficiency in CAFM, ERP, and project management tools.

· Excellent communication, interpersonal, and decision-making abilities.

· Ability to manage large multidisciplinary teams and multiple sites.

· High standards of integrity, accuracy, and problem-solving.
