Brief Job Description:

The Data Analyst III performs moderately complex data analysis work. Analyzes HR data and produces custom workforce reports on a recurring and ad-hoc basis. This role uses SQL, SQR, and SuccessFactors to extract recruitment data, maintains an Access-based repository for report tracking, and implements automation to improve report production. The analyst supports data validation, visualization, documentation, and small improvements to day-to-day operations, collaborating with stakeholders to ensure timely and accurate reporting. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

EJF 1 — Custom workforce reporting, scheduling, and distribution (25%)
  • Creates and runs custom workforce reports on a recurring (daily/weekly/monthly) and ad-hoc basis.
  • Develops reports using SQL and SQR; validate results and ensure alignment with stakeholder needs.
  • Documents each report’s purpose, data sources, and main metrics; maintains a distribution list.
  • Manages reports in an Access database for tracking and governance.
  • Explores and implements automation to reduce manual reporting effort.

EJF 2 — Recruitment data extraction (10%)
  • Extracts recruitment data from SuccessFactors (SAP) and other data sources to support reporting needs.
  • Validates recruitment data accuracy and completeness for hiring analytics.

EJF 3 — Data design, storage, and maintenance (15%)
  • Designs, creates, and maintains Access, Oracle, and other relational databases for data extraction and tracking.
  • Compiles, queries, and modifies databases to support reporting and analysis needs.

EJF 4 — Data quality, validation, and governance (15%)
  • Monitors data quality; identifies discrepancies and coordinates remediation.
  • Validates data changes, especially during fiscal year-end periods, and ensures data integrity across systems.

EJF 5 — Data visualization and analytics (20%)
  • Analyzes visualization needs; prepares data sets and tables; uses Tableau or other tools as needed.
  • Supports basic dashboard creation and refinement; stays informed about visualization best practices.

EJF 6 — Documentation, training, and collaboration (15%)
  • Creates and maintains documentation of processes, reports, and data flows.
  • Collaborates with colleagues on reporting procedures, data governance, and tools used.
  • Collaborates with stakeholders to gather feedback and improve processes.

Knowledge, Skills and Abilities (KSAs):

Knowledge of common practices and techniques for the electronic exchange of data.
Knowledge of database management systems such as Microsoft Access, Oracle, and SQL Server/SQR query tools.
Knowledge of relational databases. Knowledge of Internet Information Server (IIS)
Knowledge of and familiarity with personal computer hardware and peripheral equipment.
Knowledge of data processing practices and theory.
Knowledge of research design, methods, principles, techniques and philosophies.
Knowledge of data visualization tools.

Skills in database management systems such as Microsoft Access, Oracle, and SQL Server/SQR query tools. Skills in utilizing Microsoft Office Suite of products, including Excel, Access, SharePoint. Skills in planning, scheduling and prioritizing work assignments.
Skills in written and verbal communications.
Skills in writing and testing code, including new and maintenance.
Skills in using data visualization tools.

Ability to prepare ad hoc reports. Ability to develop and review functional design documents, write SQL statements and interpret screen results.
Ability to analyze complex procedures and data.
Ability to evaluate technical data and develop logical conclusions.
Ability to prepare and present comprehensive reports and recommendations in written and oral form.
Ability to communicate, coordinate and gain rapport with external and internal business partners.
Ability to analyze functional/design requirements and to develop solutions to implement the requirements.
Ability to perform detailed work accurately and in accordance with standards.
Ability to meet deadlines and work on projects with changing priorities.
Ability to draft concise reports, with visual representations.
Ability to extract, organize, quality check and manage datasets.

Registrations, Licensure Requirements or Certifications:

NA

Initial Screening Criteria:

Graduation from a four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, or a related field is generally preferred. Experience performing any of the following functions: data analysis, research, data compilation, data reporting, structured query language and query tools for developing ad hoc and recurring reports and education may be substituted for one another on a year for year basis.

Experience performing any of the following functions: data analysis, research, data compilation, data reporting , structured query language and query tools for developing ad hoc and recurring reports, is required.

Experience reviewing and developing functional design documents, writing sequel statements and interpreting screen results.

Experience using Microsoft Office products, including MS Excel and MS Access.

Experience with data visualization software. Experience using Tableau is preferred.

Experience using PeopleSoft/Oracle human capital management systems preferred.

Experience with business intelligence packages, software programs and data visualization tools generally preferred.

Additional Information:

This position has the capability to telework on a part-time basis. Selected candidate must have the ability to provide a personal home internet service. The selected candidate must also have a home office location free from distractions that will provide the ability to ensure confidentiality of work product.

Salary Note: The salary offered will follow HHSC starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
