Human Resources Coordinator

JOB GOAL: To develop and manage services for each employee and prospective employee in accordance with District policies and objectives as well as state and federal laws by directing, supervising, coordinating and evaluating all personnel, payroll, and benefits functions of the Human Resources Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES shall include, but not be limited to the following:

  • Manages a variety of processes (e.g. certificated and classified posting process, certified and classified placements, personnel transfers, new employee orientation, departmental procedures, unemployment claims, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and complying with licensing, legal and/or administrative requirements
  • Responsible for new employee processing, orientation, and explanation of benefits and procedures
  • Provides appropriate recommendations in the areas of wages, salary and benefit administration
  • Serves as primary contact for staff on questions concerning the interpretation and implementation of personnel policies adopted by the School Board
  • Monitors staff licensure needs
  • Coordinates and monitors the evaluation process for certified and classified personnel
  • Acts as employee advocate to ensure fair and equitable treatment of all district employees
  • Facilitates the Classified Meet and Confer process
  • Responsible for the substitute teacher and classified substitute programs of the district as the liaison to ESI
  • Coordinates the student teaching program
  • Manages a staff recognition program
  • Participates in the development of the District budget and administers that part of the budget relating to Human Resources
  • Attends School Board meetings and prepares such reports for the Board as the Superintendent may direct
  • Consults with and advises administrators on a wide variety of sensitive personnel issues (e.g. discipline, hiring, promotions, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and regulations.
  • Acts as liaison between district and outside agencies, institutions, state and federal affiliates, and general public regarding inquiries and requests for information relating to the department
  • Develops, communicates, and implements policy in accordance with the district’s efforts to maintain compliance with Governing Board policy, and Federal and State employment laws
  • Administers the employee grievance procedures adopted by the School Board
  • Investigates grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions following state and federal laws and district policy
  • Makes decisions in accordance with the district policies, procedures, and programs using independent judgment
  • Assists the Superintendent in organizational analysis and development
  • Prepares or oversees preparation of research and completion of various federal and state reports concerning requested data relevant to the department
  • Responsible for maintenance of all personnel records, including applications, current and past certificated and classified employee files, professional development files, and substitute files
  • Serves as custodian of all regular and confidential personnel records
  • Periodically evaluates all relevant policies, procedures, and activities and recommends revision when necessary
  • Implements and annually updates a compensation and classification program; rewrites job descriptions as necessary providing administrative, certificated and classified job descriptions
  • Responsible for accurate accounting of position allocations for schools and departments
  • Administers benefits to all qualified employees including medical, dental, life, Sick Leave Bank, COBRA, FMLA, voluntary benefits, etc.
  • Acts as district trustee for insurance consortium
  • Coordinates benefit administration with insurance carriers and consultants; processes billings appropriately
  • Process all workers compensation claims, manages documentation and return to work
  • Maintains and monitors unemployment insurance claims
  • Responsible for the District’s risk management liability insurance program
  • Responsible for the District’s compliance with the Maricopa County Trip Reduction Program
  • Perform other related responsibilities efficiently and willingly, as assigned

QUALIFICATIONS AND REQUIREMENTS

Education/Experience/Knowledge/Skills

High School Diploma or equivalent

Additional college hours and/or specialized training required

Five years professional experience in human resources and insurance required

Experience in Arizona school district human resources and benefits management

Knowledge of state and federal laws related to employment and benefits administration

Knowledge of the principles and practices of human resources and benefits

Knowledge of school district budgets and state accounting procedures as shown in the Uniform System

of Financial Records

Experience with Infinite Visions Human Resources and Benefits Management Software

Knowledge of District policies, procedures, programs and organizational structure

Experience working with MS Access and Excel software programs
