Under the general supervision of the Assistant Payroll Director, assist faculty and staff in meeting their teaching, research and operational needs by providing accounting and management services for all campus and departments and units. The Finance/Payroll Services Division is staffed by 17 FTE with the primary responsibility for the accurate and timely issuance of paychecks to employees. The Division manages all payroll accounting functions, including reconciliation of balance sheet accounts and reporting to various local, state, and federal agencies; interpreting and applying federal and state laws and regulations concerning withholdings and reporting; ensuring compliance with requirements of the Internal Revenue Service, Franchise State Tax Board, Social Security Administration and various other agencies; advising and training campus departmental users on payroll policies, procedures and systems. The Division functions in support of the entire UCD community, including the UC Davis Health System located in Sacramento. This position is charged with managing workloads and evaluating the work of staff, and training teams. These teams are responsible for the timely completion of payroll calculations, activities related to payroll processes, and customer assistance; provide documentation, provide records maintenance and retention services, verify employment and respond to subpoenas in accordance with established policies and procedures. Additionally, this position is responsible for payroll accounting; managing payroll and benefits payments relative to deceased employees; administering and coordinating benefit eligibility and providing oversight of payments to non-resident employees. This position is one of five supervisors in the Payroll Services Division of Finance.

Department Overview
This department is charged with providing the highest quality payroll and financial services to the University community. This highly technical and specialized function is critical to the business continuity of the University and is achieved by facilitating the timely and accurate disbursement of approved employee compensation, satisfying compensation-related employer obligations and ensuring appropriate and accurate accounting and reporting for all University compensation costs. The department consists of two primary teams: the operations team oversees UCPath and payroll policies and procedures, internal controls, time keeping, and provides help desk and FAQ functionality to support customer requirements; the general ledger and systems team oversees the UCPath financial systems including the interface between systems and accurate recording and reporting of compensation and benefits costs for university and non-university stakeholders.
