A. Position Summary
The
Procurement Engineer
is responsible for handling all procurement and material control activities related to project requirements. This includes sourcing, vendor evaluation, price negotiation, purchasing, expediting, and ensuring the timely delivery of materials and services in compliance with project schedules, technical specifications, and company policies.
The role requires strong coordination with engineering, planning, and construction teams to guarantee the availability of required materials within budget and time constraints.
B. Key Responsibilities
1. Procurement Planning and Strategy

Develop and implement procurement plans aligned with project needs and timelines.

Review project drawings, specifications, and BOQs to forecast material requirements.

Identify long-lead and critical materials to ensure timely ordering and delivery.

Coordinate with the Project Manager, Engineering, and Planning teams to confirm procurement priorities.
2. Vendor Management
-
Source, evaluate, and qualify suppliers, subcontractors, and service providers.

Negotiate prices, payment terms, and delivery schedules to ensure cost-effective procurement.

Maintain a database of approved suppliers and regularly assess their performance.

Ensure all vendors meet company quality, HSE, and compliance standards.
3. Purchasing and Contract Administration

Prepare and issue purchase orders, RFQs, and contracts in line with company procedures.

Verify technical and commercial compliance of supplier offers before award.

Track PO status and follow up with vendors to secure timely delivery of goods and services.

Review and process supplier invoices, delivery notes, and payment applications.
4. Logistics and Material Control

Coordinate material deliveries to site, ensuring proper transportation and customs clearance where applicable.

Supervise material receiving, inspection, and storage in coordination with the warehouse team.

Monitor inventory levels to prevent shortages or overstocking.

Liaise with logistics teams to optimize material flow to project sites.
5. Coordination and Reporting

Serve as the liaison between the site team, project management, and head office procurement.

Participate in project meetings to report procurement progress, risks, and upcoming requirements.

Prepare and maintain procurement logs, tracking reports, and supplier performance summaries.

Escalate potential delays and propose corrective actions.
6. Compliance and Documentation

Ensure all procurement processes comply with company policies, ISO standards, and ethical practices.

Maintain accurate and complete documentation for audits and internal reviews.

Support cost control and budgeting processes by providing procurement-related data.

Promote transparency, accountability, and integrity in all procurement activities.
C. Qualifications and Experience
Education:
-
Bachelor’s degree in Mechanical / Electrical / Civil Engineering, Supply Chain Management, or related field.
Experience:
-
Minimum
5–8 years
of experience in procurement engineering or project procurement (preferably in construction, oil & gas, or infrastructure sectors).

Strong knowledge of project procurement cycles, tendering, and contract administration.
Technical Knowledge:

Familiarity with construction materials, project specifications, and technical documentation.

Experience with ERP systems (SAP, Oracle, or equivalent) and strong Excel/Office skills.
