Procurement Manager – Mobility & Passenger Services

We are seeking a Procurement Manager – Mobility & Passenger Services with extensive experience in managing high-value procurement, fleet maintenance, and operational projects. The ideal candidate will be highly proactive, autonomous, and capable of anticipating needs, identifying risks and opportunities, and driving initiatives with minimal supervision.


The role offers hands-on leadership across multiple procurement categories. Working closely with operations, maintenance, engineering, finance, commercial, and systems and technologies teams, the position plays a central role in supporting service delivery, operational performance, sustainable procurement, and digital procurement transformation, offering a unique opportunity to contribute to a high-profile national mobility initiative. This role offers visibility and the opportunity to influence procurement strategy on a national-scale project, contributing directly to the success of Etihad Rail Mobility.


Key Responsibilities

  • Lead and directly manage procurement activities across multiple operational categories, including fleet maintenance services, spare parts, passenger services, and operational support contracts.
  • Drive procurement transformation initiatives, adopting the latest technologies, digital tools, and analytics to improve efficiency, transparency, and supplier collaboration.
  • Implement sustainable procurement practices in sourcing strategies and supplier management, aligning with environmental and corporate responsibility objectives.
  • Manage end-to-end procurement processes, including sourcing strategies, tendering, bid evaluations, contract negotiations, and supplier management.
  • Ensure industrial supplier qualification and evaluation processes are applied to guarantee high-quality and compliant suppliers.
  • Coordinate closely with operations, maintenance, engineering, finance, commercial, and systems and technologies teams to ensure procurement supports operational needs, service delivery, and sustainability goals.
  • Oversee a diverse portfolio of suppliers and service providers, including OEMs and specialized contractors.
  • Drive Total Cost of Ownership optimization and cost-efficiency initiatives across procurement categories.
  • Monitor supplier performance, manage procurement risks, and ensure contract compliance
  • Contribute directly to procurement execution while providing leadership and guidance to the procurement team.
  • Plan, organize, and prioritize procurement activities to ensure deadlines and milestones are consistently met.
  • Manage budgeting, cost control, and procurement performance through KPI monitoring and reporting.
  • Engage with suppliers onsite and remotely to ensure compliance with industrial qualification standards and service level agreements.
  • Support continuous improvement initiatives across procurement and supply chain activities.


Key Competencies

  • Technical and Domain Expertise: Fleet and industrial equipment lifecycle support, spare parts management, OEM and service provider evaluation, industrial supplier qualification.
  • Procurement and Contract Management: Strategic sourcing, tendering, Total Cost of Ownership analysis, contract negotiation, risk management, ERP-based procurement (Oracle), sustainable procurement, digital procurement transformation, and adoption of innovative procurement technologies.
  • Operations and Project Management: Maintenance planning, inventory management, strong planning and organizational skills, and project management capabilities to ensure deadlines and milestones are met.
  • Financial and Analytical Skills: Budgeting, cost control, forecasting, KPI monitoring, and performance analysis.
  • Leadership and Communication: Team leadership, stakeholder management, reporting, and cross-functional coordination.
  • Compliance and Quality: ISO standards, safety requirements, regulatory compliance, and sustainability requirements.
  • Soft Skills: Strong proactivity, commitment and dedication, problem-solving, negotiation, strategic thinking, adaptability, and the ability to work independently while driving initiatives forward.


Experience and Qualifications

  • Educational Background: bachelor’s or master’s degree in engineering (e.g., Industrial, Mechanical) or Supply Chain Management, with relevance to mobility systems, or industrial procurement.
  • Professional Experience: Minimum 15 years in procurement and supply chain roles within mobility, aviation, automotive, industrial equipment, ports, or fleet maintenance environments
  • Procurement Expertise: Proven track record in managing complex procurement portfolios, service contracts, supplier negotiations, sustainable sourcing initiatives, and industrial supplier qualification.
  • Digital Transformation: Experience driving digital procurement initiatives leveraging modern technologies and ERP systems (Oracle preferred).
  • Leadership & Execution: Demonstrated ability to combine strategic procurement leadership with hands-on operational execution, optimizing cost, efficiency, and supplier performance.
  • Professional Certifications: Possession of a CIPS certification is highly desirable.
