Reporting Lines
Under the overall supervision of the FAO Representative and the direct supervision of Assistant FAOR (Programme), and the technical guidance of FAO technical officers resposible for GEF and GCF, the Climate Specialist will undertake the following activities: 
Technical Focus
Comprehensive technical and policy expertise to support the planning, development and implementation of climate change programmes, projects, products and services, in accordance with regional priorities and objectives, the FAO Strategic Framework and related Programme Priority Areas (PPAs), and in line with the FAO Strategy on Climate Change and other environmental strategies and linked action plans and PPAs. 
Tasks and responsibilities
Technical Support and Coordination<ul><li>Support FAO&rsquo;s climate change and natural resources management portfolio in Pakistan by providing monitoring, reviewing status of project implementation and coordinate technical backstopping, and capacity development across forestry, land use, climate change, biodiversity conservation, and ecosystem restoration.</li><li>Provide technical leadership in rangeland, forestry, ecosystem restoration, biodiversity conservation, and sustainable land and water management. Support performance analysis of the climate portfolio and identify delays and inconsistencies.</li><li>Coordinate collection and consolidation of reporting and operational data with Operations and MEAL teams</li><li>Support the design, formulation, and mobilization of new projects and partnerships in the climate and natural resources sector.</li><li>Support the development and implementation of national monitoring systems related to climate change, land use, and natural resources.</li><li>Ensure timely delivery of work plans, technical outputs, progress reports, and donor-specific reporting requirements.</li><li>Facilitate effective coordination and collaboration with national counterparts, including the Ministry of Climate Change, provincial departments, and other relevant line agencies.</li></ul> 
Policy Support and Advisory Services<ul><li>Provide policy advice and technical inputs to support Pakistan&rsquo;s international commitments under the UNFCCC, UNCCD, Nationally Determined Contributions (NDCs), and other relevant frameworks.</li><li>Contribute to the alignment of national policies and strategies with international climate and environmental commitments.</li></ul> 
Capacity Building and Knowledge Management<ul><li>Coordinate to deliver capacity-building activities, including training programmes and technical workshops, for government counterparts, academia, and other stakeholders.</li><li>Develop technical guidelines, analytical reports, and knowledge products to strengthen institutional capacities and inform policy and programme implementation.</li></ul> 
Resource Mobilization and Programme Development<ul><li>Provide technical inputs for the development of project proposals to access climate and environmental finance, particularly through GEF and GCF mechanisms.</li><li>Identify opportunities to expand FAO&rsquo;s climate and natural resources portfolio in line with government priorities and FAO&rsquo;s Country Programming Framework.</li><li>Build and strengthen partnerships with national stakeholders, development partners, the private sector, and civil society organizations.</li></ul>

ADS possess elaborate experience of policy review and project implementation in the areas of alternative and renewable energy transition, industrial decarbonization, and addresses the effects of global warming, climate change, and environmental conservation on society, economy, businesses, and people&rsquo;s livelihood in general.

ADS envisions generating an enabling environment for informed policy positions, nature-friendly and people-centered development, as well as energy consumption and transition. It is rapidly emerging as a known entity striving to persuade, facilitate, and monitor Pakistan&rsquo;s corporate sector in transitioning from fossil-powered energy to renewable and sustainable sources of energy, such as wind, solar, bio, and other green, clean, and climate-friendly sources of energy. ADS believes in employing alternative sources of energy, not only help minimize global warming and arrest greenhouse gas emissions (GHGs) but also to help in sustainable business growth and profitability as well.

The Alternate and Renewable Energy Campaign (AREC-Pakistan) is ADS&rsquo;s ensuing campaign for transforming the corporate sectors&rsquo; sources of energy towards clean and green ones. ADS strives to encourage the corporate sector specifically textiles, and food and beverage corporate entities, and respective supply chains) and MDBs to switch to Net-Zero by transforming their high-carbon-emitting and polluting sources of power to alternative, sustainable, greener, and cleaner sources of energy.

Duty Station: Islamabad-based with likely travel to Punjab, KP, Sindh, and Balochistan, depending on project requirements.

Role Purpose: The Energy Transition Officer (ETO) will lead and support ADS&rsquo;s technical and analytical work on energy transition and just transition frameworks, with emphasis on advancing clean-energy integration in Pakistan. 


The incumbent will conduct sectoral assessments of energy consumption and carbon emissions, analyze associated environmental and atmospheric impacts, and contribute to the design of low-carbon development and energy transition plans. The role includes preparing analytical reports, policy briefs, and communication materials, supporting evidence-based advocacy with MDBs and government counterparts, and promoting renewable energy, energy efficiency, and sustainability-linked interventions aligned with ADS&rsquo;s objectives on GHG reduction, Net-Zero commitments, and workforce reskilling. 


Corresponding to the project requirements, ADS is looking for a &lsquo;Energy Transition Officer (ETO)&rsquo; to assume the following responsibilities:

<ul><li>Lead ADS&rsquo;s technical and advocacy work to accelerate decarbonisation in Pakistan&rsquo;s export-oriented industries by scaling grid-connected VREs, enabling clean electrification, and reducing dependence on captive fossil-based generation.</li></ul>
<ul><li>Design and implement practical transition pathways for targeted sectors (textile/apparel and selected food &amp; beverage), combining clean power procurement options with energy efficiency measures and phased adoption plans.</li></ul>
<ul><li>Maintain a strong understanding of power market reforms and regulatory frameworks relevant to industrial energy procurement, including market design, transmission and wheeling arrangements, settlement mechanisms, loss allocation, and commercial considerations affecting corporate renewable energy offtake.</li></ul>
<ul><li>Research and synthesise Pakistan&rsquo;s energy mix, sector-specific energy use patterns, and viable transition pathways, including tracking progress relevant to corporate renewable commitments and procurement targets.</li></ul>

Background
The Revenue Mobilisation, Investment and Trade (REMIT) Programme, funded by the UK&rsquo;s Foreign, Commonwealth &amp; Development Office (FCDO) and implemented by Adam Smith International (ASI), provides technical assistance to the Government of Pakistan to improve the business environment, attract investment, and support sustainable economic growth.
Pakistan&rsquo;s Special Economic Zones (SEZs) programme involves multiple layers of fiscal incentives, infrastructure investments, and contractual commitments across federal and provincial jurisdictions. However, fragmented and incomplete financial and operational data, combined with limited analytical consolidation, has constrained the Government&rsquo;s ability to accurately assess fiscal exposure, incentive effectiveness, and reform options.
As part of the IMF-mandated SEZ Phase-Out Implementation Plan, the Government of Pakistan is required to undertake rigorous fiscal costing, calibration analysis, and scenario modelling to support the transition from profit-based incentives to cost- and performance-based incentive frameworks. This requires robust data consolidation, validation, and modelling capacity. In this context, REMIT seeks to engage a Data &amp; Financial Modelling Specialist to provide specialised technical expertise in data management, fiscal modelling, and analytical support across Phase A (Planning and Assessment) of the IMF mandated SEZ phase out Implementation plan. 
Job Summary
The objective of the assignment is to provide technical expertise to support the Government of Pakistan in data consolidation, fiscal modelling, and quantitative analysis underpinning the SEZ Phase-Out Implementation Plan, with a focus on Phase A (Planning and Assessment) of the IMF-mandated reform programme.
The Data &amp; Financial Modelling Specialist will support the Board of Investment (BoI) and the Special Investment Facilitation Council (SIFC) by leading the collection, validation, consolidation, and analysis of financial and operational data from SEZ developers, zone authorities, and enterprises. The role will focus on developing fiscal exposure matrices, incentive costing models, and scenario-based calibration tools to inform evidence-based policy decisions.
The Specialist will work closely with the SEZ Policy &amp; Governance Lead, Fiscal &amp; Incentives Expert, Senior Economist, and Legal &amp; Contractual Expert to ensure analytical consistency across fiscal, legal, and policy reform components. 
Duties and Responsibilities
The Data &amp; Financial Modelling Specialist will be responsible for providing quantitative and analytical support for the SEZ Phase-Out Implementation Plan. Position: Contracts &amp; Procurement SpecialistIndustry: Construction &ndash; Commercial, Industrial, GovernmentEmployment Type: Full-Time On-SiteJob Functions: ConstructionTime: 5:00 PM &ndash; 1:00 AM PSTJob Description &ndash; Contracts &amp; Procurement SpecialistA Construction Contracts and Procurement Specialist is responsible for managing contracts, sourcing materials and subcontractors, mitigating risk, and ensuring compliance throughout the lifecycle of a construction project.This role bridges legal, financial, and operational functions to protect the company while ensuring projects are delivered on time and within budget.Key Responsibilities1. Contract Management<ul><li>Draft, review, and negotiate prime contracts, subcontracts, and purchase orders</li><li>Ensure compliance with federal, state, and local regulations</li><li>Manage change orders and contract modifications</li><li>Identify and mitigate contractual risks</li><li>Track insurance, bonding, and lien requirements</li><li>Review pay applications, timesheets and assist in the project permitting process</li><li>Review subcontractor invoices and purchase orders invoices</li><li>Develop internal weekly project reports for the executive management team</li><li>Lead weekly subcontractor meetings and write meeting minutes</li><li>Assist and support the project team with daily project coordination activities</li><li>Understand the scope of work, drawings, and specifications</li></ul>2. Procurement Management<ul><li>Develop procurement strategies aligned with project schedules</li><li>Source and prequalify subcontractors and suppliers</li><li>Prepare and issue RFQs/RFPs</li><li>Evaluate bids and conduct leveling analysis</li><li>Negotiate pricing, terms, and delivery schedules</li><li>Maintain vendor relationships and performance evaluations</li><li>Purchase all materials, procure all equipment and coordinate between the field to ensure proper delivery of materials/equipment and call vendors to pick-up rented equipment when no longer needed on project sites</li></ul>3. Cost &amp; Risk Control<ul><li>Monitor procurement budgets and cost forecasts</li><li>Analyze market pricing trends</li><li>Ensure compliance with DBE, MBE, WBE, or other participation goals</li><li>Manage supply chain risk and material lead times</li></ul>4. Compliance &amp; Documentation<ul><li>Maintain procurement logs and contract files</li><li>Coordinate with legal, accounting, and project management teams</li><li>Lead all aspects of the company&rsquo;s safety and quality culture and creates awareness by demonstrating commitment to an injury-free work environment through individual actions</li></ul>Required Skills &amp; Qualifications<ul><li>Bachelor&rsquo;s degree in Construction Management, Business, Engineering, or related field</li><li>5+ years of experience in construction contracts and procurement</li><li>Strong knowledge of AIA contracts, public works procurement, and subcontract agreements</li><li>Strong negotiation and analytical skills</li><li>Understanding of risk allocation, indemnification, and insurance requirements</li><li>Possess superb written and oral communication skills</li><li>Possess intermediate to advanced level computer skills in Outlook, Excel, PowerPoint, Word, and Procore</li><li>Must demonstrate key competencies in the areas of communication, planning, organizing, flexibility, adaptability, customer service, problem solving, attention to detail, and teamwork</li><li>Must be organized, curious, proactive and efficient in daily tasks</li><li>Must be able to meet deadlines and be results-driven</li></ul>Job Type: Full-timeWork Location: In person
