The Appellate Section plays a crucial role in defending the integrity and constitutionality of DOJ's investigations and prosecutions. Job Description
<br><br>
As a Trial Attorney in the Appellate Section, the incumbent will:
<br><br>
Handle criminal cases in the U.S. Courts of Appeals, including briefing and oral arguments. Cases include those prosecuted by U.S. Attorneys' Offices and other litigating sections in the Criminal Division.
<br>Draft briefs in merits cases before the Supreme Court, either as a party or an amicus, for the Solicitor General. This includes attending moot courts and oral arguments with attorneys from the Solicitor General's Office.
<br>Write memoranda recommending whether to seek further review of adverse decisions in criminal cases.
<br>Draft briefs for the Solicitor General in opposition to certiorari petitions in the Supreme Court.
<br>Prepare and argue pleadings in significant district court cases.
<br>Provide advice to Department leadership and U.S. Attorneys' Offices on a variety of complex substantive issues.
<br>Qualifications
<br><br>
<b>Required Qualifications:</b> Interested applicants must possess a J.D., or equivalent, degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing.

<b>Grade Specific Qualifications:</b><br>
To qualify at the GS-13 grade level, applicants must have at least one and a half (1.5) years post J.D. legal experience, one of which was specialized experience at, or equivalent to, the GS-12 grade level. The OAG enforces the laws of the District, defends, and provides legal advice to the District&rsquo;s government agencies and protects the interests of the District&rsquo;s residents. This position is located in the Public Safety Division within the Domestic Violence &amp; Special Victims Section.

 The Public Safety Division handles all cases where young people commit a law violation in the District of Columbia and prosecutes selected adult misdemeanor cases. The Domestic Violence and Special Victims Section and the Mental Health Sections protect victims of domestic violence, incapacitated adults who are being abused, and mentally ill adults who need emergency psychiatric care. The Restorative Justice Section facilitates conferences between the young people who commit crime and the victim, where the victim is interested. The Public Corruption Section prosecutes offenses related to fraud that undermine the public trust.

 The Domestic Violence &amp; Special Victims Section is seeking a Trial Attorney for its civil protection order practice. The attorney&rsquo;s primary responsibility will be prosecuting criminal contempt actions for violations of civil protection orders. The attorneys vertically prosecute their cases so each attorney is responsible for investigating reports of violations; making charging decisions; fulfilling discovery obligations; resolving cases through declination, diversion, plea agreement or trial; and monitoring compliance with any post-conviction conditions.

 The attorney will also represent survivors obtaining civil protection orders in all aspects of civil litigation involving the order. The caseload will include intimate partner, dating violence, family violence, stalking, and sexual assault cases. The attorney will be expected to work closely with colleagues from public and private agencies in seeking a broad range of remedies for survivors.

<div><div><p>The position includes overseeing the legal operations associated with several correctional institutions: Federal Correction Complex Beaumont, Beaumont, Texas (4 separate institutions to include the Federal Prison Camp, Bryan, Texas). The incumbent will be expected to provide advice and guidance to all levels of staff at these correctional facilities, including members of the Executive Staff. The incumbent will be significantly involved in preparing litigation reports and pleadings to various litigation filed against staff and the United States, as well as handle the adjudication of administrative tort claims. The incumbent will also be expected to communicate with defense attorneys, prosecutors, federal courts, and agency officials. The incumbent must have thorough knowledge of all aspects of BOP policy and practice as he/she may be required to appear in District Court on short notice to explain and advocate the agency's rationale for its correctional management decisions.<br>

This is a primary law enforcement position. In accordance with 5 U.S.C. 3307, the maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons correctional institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you must submit an SF-50 to verify prior coverage. Qualified Preference Eligible Veterans may be exempt from meeting the maximum age. The duties of this position may at times require frequent and direct contact with individuals in confinement who are suspected or convicted of serious criminal offenses. It has also been determined that the duties of this position require experience and knowledge of the on-the-job responsibilities of a primary law enforcement officer working in a detention facility. A prerequisite requirement of this position is the successful completion of &ldquo;Institution Familiarization&rdquo; and, the satisfactory completion of a mandatory course in &ldquo;Introduction to Correctional Techniques.&rdquo;<br>

Because of the nature and mission of this position, it requires &quot;hands-on&quot; understanding of the issues encompassed in working within an institution.
