Job Purpose
The Quality Manager is responsible for developing, implementing, and managing the Project Quality Management System (PQMS) for ADNOC Offshore projects. The role ensures that all engineering, procurement, fabrication, construction, installation, commissioning, and handover activities comply with ADNOC requirements, project specifications, contractual obligations, international standards, and regulatory requirements.

 Lead and supervise all day-to-day procurement activities across assigned categories and projects. Ensure the effective execution of sourcing, bid evaluation, purchase order (PO) management, and expediting processes in line with Procurement Policy, Delegation of Authority (DoA), and governance frameworks. Manage the Buyer/Expediter teams to achieve timely, compliant, and cost-effective procurement outcomes.

 Enforce adherence to the procurement governance model, ensuring all activities comply with DoA, Export Control, ITAR/EAR, DGSM, and other regulatory requirements. Review sourcing documentation, bid evaluations, and POs for completeness, accuracy, and correctness prior to approval routing. Guarantee transparency, traceability, and full audit readiness for all procurement records.

 Strategic-to-Operational Alignment:

 Translate strategic category strategies into executable operational plans. Collaborate with Strategic Procurement to ensure that supplier frameworks, contracts, and sourcing guidelines are properly implemented within operational activities.

 PR&ndash;PO Workflow Supervision:

 </ul>
 Oversee the entire PR-PO process, ensuring efficient cycle times, proper approvals, and documentation. Validate Purchase Requisitions (PRs) for completeness, accuracy, and compliance with governance standards before sourcing initiation.

 Supplier and Stakeholder Management:

 Act as the key interface between internal stakeholders and suppliers. Ensure effective communication of requirements, status updates, and risk escalations. Lead supplier performance reviews, addressing recurring issues in quality, delivery, or responsiveness.

 Issue Escalation and Problem Resolution:

 </ul>
 Manage escalation of critical procurement or delivery issues, including late deliveries, supplier non-compliance, and claim disputes. Coordinate cross-functional efforts with Quality Assurance, Warehouse, and Finance to ensure swift issue resolution.

 PUBLIC Manage E2E procurement contracts, ensure all contract comply with DOA, Export control and the required standards, like quality.

 Savings and Performance reporting: Track and report cost savings, SCM performance and KPI&rsquo;s results on daily, weekly and monthly basis.
 
 
 </li>
 </ul>
 
 Experience
 
 
 
 <ul>
 <li>
 8&ndash;12 years of experience in procurement, supply chain, or operations, including at least 3 years in a supervisory or managerial role
 </li>
 <li>
 Proven experience in managing operational sourcing teams and PR&ndash;PO lifecycles
 </li>
 <li>
 Strong background in ERP-based procurement environments (SAP, Oracle, or similar)
 </li>
 <li>
 Familiarity with export control, DGSM, and defense procurement governance frameworks EDUCATION
 </li>
 <li>
 Bachelor&rsquo;s or Master&rsquo;s degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related field
 </li>
 <li>
 Professional certifications such as CIPS Level 5&ndash;6, CPSM, or CSCP are advantageous

Your Tasks
 
Elevator, Escalator and Cradle Inspection and Certification: 
Execute the responsibility of inspection services and activities of Elevator Department as per the scope of work.
 To carry out the Inspection, Testing and Certification of personnel Lifting Equipment, Elevator, Escalator and Cradle according to TUV SUD Quality and Operation Procedures, Applicable Statutory Requirements, Standards and Code of practice under his authorized scope of inspection.
 To carry out the inspection and testing services in conformance with TUV SUD Middle East Quality, Health and Safety, Environmental Management Systems Procedures (IMS), Methods & Operation Procedure, International and National Standards, Code of Practice, and Applicable Statutory Requirements.
 Awareness and adherence with TUV SUD Middle East Policies, Objectives, Code of Ethics and Quality, Health & Safety, and Environmental Management Systems Procedures.
 To maintain good rapport with customers both internal and external as per TUV SUD Middle East Code of Ethics.
 To prepare report / certificate of inspected equipment with relevant inspection records (checklist, timesheet and HSE risk assessment) and submit these records through ICCS system.
 To follow the Health and Safety Procedure while performing inspection on the client site and report any new hazards observed on the work site or office to the Team leader /Operation Manager and to stop any unsafe activities.
 Improving personal performance and qualifications whenever required and practicing good interpersonal skills during his job assignment.
 To ensure that all inspection activities are carried out as per the requirements of IMS and ISO/IEC 17020 Standard and accreditation requirements.
 Reporting any incompliance during the job assignment to reporting manager.
 To observe hazard free and environmentally friendly working environment.
 Coordinate and complete independently assigned projects.
 Ensure independence, impartiality, integrity, and confidentiality are maintained during all inspection activities
 
Your Qualifications and Skills
 
Bachelor’s degree in electrical, mechanical or in relevant field.
 Minimum two LEEA certificates.
 Minimum 3-4 years of experience in Inspection of Elevator
 Proficiency in MS Office Suite (Excel, Word, PowerPoint).
 Valid UAE Driving License,
 Experience in coordinating with multiple stakeholders and managing operations.
 Excellent communication and interpersonal skills.
 Ability to adapt and respond effectively
