Job Purpose &amp; Scope:

</li><li>Participating consistently in ongoing HSSEQ performance and progress reviews
</li><li>Addressing Contractor non-compliance with HSSEQ requirements immediately and firmly.
</li><li>Participating actively in onsite HSE inspections, safety committee meetings, Toolbox talk meetings, safety leadership training, incident investigations, QA/QC internal/external Audits and pre-task planning sessions.
</li><li>Monitoring the timely implementation of corrective actions identified by HSSEQ assessments.
</li><li>Actively monitoring the Project to identify any unexpected subtasks or scope changes that involve the potential for performing hazardous waste services.
</li><li>Ensuring the tracking and transferring the status of appropriate HSSEQ activities (e.g., obtaining permits incorporating permit conditions into the Project Execution Plan from the design team to the construction team.
</li><li>Monitoring changes in the Project scope or design that may affect HSSEQ issues and activities.
</li><li>Ensuring identification of HSSEQ requirements including design criteria, process systems engineering, managing the environmental impact assessment (EIA) and/or assisting the Owner with environmental permitting and approvals (as appropriate to the job).

</li><li>Ensuring EPC / FEED Contractor complies with warranty requirements.

</li><li>Administering the EPC / FEED Contract so as to ensure the terms and conditions stated therein are fulfilled.
</li><li>Managing Change by controlling the EPC / FEED Contract: scope, cost, schedule and quality of the Project through scope changes and Contract change documents e.g. Change Orders, Variations, Amendments, etc.
</li><li>Managing Project risks minimizing Owner&rsquo;s exposure to financial and legal liabilities.
</li><li>Reviewing EPC / FEED Contractor reports for areas of concern and potential claims, delays, etc.
</li><li>Attends weekly EPC / FEED Contract Administration meeting.
</li><li>Prepare and issue, on a monthly basis, the Subcontract Administration Monthly Report for each Subcontract (SAMR).
</li><li>Prepares and issues to the Owner, the EPC / FEED Contract Administration Monthly Report.
</li><li>Reviewing and checking the adequacy of the Project records management system and ensuring the Owner&rsquo;s and PMC team, together with the EPC / FEED Contractor use it to furnish a written record of the chronology of the Project execution.
</li><li>In conjunction with PMC Project Manager, reviews, evaluates and prepares recommendations to Owner regarding EPC / FEED Contractor; claims for delay, back charges, prolongation, disruption, etc.
</li><li>Managing the Project consistent with Owner and PMC policies and legal guidelines concerning good business practice for contract management.
</li><li>Ensures documents of commercial sensitivity are secured at the end of each working day and &ldquo; CLEAN DESK &rdquo; policy is observed at close of business each day.

</li><li>Ensure comprehensive implementation of the EPC / FEED Contract Close-out procedures; Final Account, EPC / FEED Contract Closure Certificates, etc.
</li><li>Ensuring EPC / FEED Contractor complies with warranty requirements.
</li><li>Ensuring the EPC / FEED Contract is properly managed and administered.
</li><li>Administering the EPC / FEED Contract so as to ensure the terms and conditions stated therein are fulfilled.
</li><li>Managing Change by controlling the EPC / FEED Contract: scope, cost, schedule and quality of the Project through scope changes and Contract change documents e.g. Change Orders, Variations, Amendments, etc.
</li><li>Managing Project risks minimizing Owner&rsquo;s exposure to financial and legal liabilities.
</li><li>Reviewing EPC / FEED Contractor reports for areas of concern and potential claims, delays, etc.
</li><li>Attends weekly EPC / FEED Contract Administration meeting.
</li><li>Prepare and issue, on a monthly basis, the Subcontract Administration Monthly Report for each Subcontract
</li><li>Prepares and issues to the Owner, the EPC / FEED Contract Administration Monthly Report.
</li><li>Reviewing and checking the adequacy of the Project records management system and ensuring the Owner&rsquo;s and PMC team, together with the EPC / FEED Contractor use it to furnish a written record of the chronology of the Project execution.
</li><li>In conjunction with PMC Project Manager, reviews, evaluates and prepares recommendations to Owner regarding EPC / FEED Contractor; claims for delay, back charges, prolongation, disruption, etc.
</li><li>Managing the Project consistent with Owner and PMC policies and legal guidelines concerning good business practice for contract management.
</li><li>Ensures documents of commercial sensitivity are secured at the end of each working day and &ldquo;CLEAN DESK&rdquo; policy is observed at close of business each day.
</li><li>Performing Construction Site Contract Administration for the EPC / FEED Contract as follows:

</li><li>Must have at least five (5) years of experience in a similar position on major Oil &amp; Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.

Job Scope
The Lead Construction Engineer responsibility for providing construction support, ensuring that all project work is carried out according to client&rsquo;s fabrication and installation specifications. Coordinate with client to ensure proposed construction and work methods are clearly understood and fit for purpose. Support to the Project Engineers in understanding the construction process throughout all phases of the life-cycle of the project.
Ensure work is performed per plans and specifications via coordination with client to expedite review comments on documents/drawings. Review of design packages early in the course of project to eliminate rework and optimise construction.
Chair constructability reviews and be the interface with client for all fabrication and construction related queries.
Responsibilities

</li><li>Develop and maintain a familiarity and appreciation of capability and ongoing work load with client Construction support providers / contractors.

</li><li>Effectively work within a multi-discipline collaborative environment to deliver results within expectations.
</li><li>Promote cost reduction and productivity enhancing initiatives.
</li><li>Assess effectiveness of working practices and systems with a view of continuously improving.
</li><li>Chair and participate in constructability reviews.
</li><li>Build and maintain a professional, constructive relationship with client&rsquo;s procurement and construction groups.
</li><li>Ensure that constructability is inherent within the design by being involved at the early stage of work scope and workpack compilation / development.
</li><li>Involved in workpack preparation including testing requirements, specialist tools and equipment, also identify specialists / vendors to perform identified tasks.
</li><li>Ensure contents of workpacks meet with scope requirements.
</li><li>Ensure logic of work is updated on the plan and supporting systems.
</li><li>Conduct offshore surveys with design team as required.
</li><li>Address fabrication and installation queries and revert with solutions in a timely manner.
</li><li>Liaise with project engineers to ensure priorities are maintained.
</li><li>Liaise with engineering disciplines to effect solutions to fabrication, construction and implementation queries.
</li><li>Liaise with vendors and sub-contractors, as required.
</li><li>Ensure any (all) shutdown requirements are clearly identified in workpack and advance notice given to client.
</li><li>Ensure fabrication details are clear and complete.
</li><li>Obtain feedback from fabrication contractor and offshore installation team to continuously improve workpacks.
</li><li>Ensure timely IFC construction comments received from client.
</li><li>Responsible for transport and installation plans.
</li>Ensure (as required) commissioning strategy is prepared and included in workpack deliverables.
