Project Control

Job Purpose
The Specialist HVAC Engineer is responsible for providing specialist engineering support for the design, review, coordination, and execution of HVAC systems for offshore oil and gas facilities. The role involves ensuring that all HVAC engineering activities comply with ADNOC standards, international codes, project specifications, safety requirements, and project quality objectives throughout the FEED and EPC phases.
Key Responsibilities

Key Roles &amp; ResponsibilitiesPlanning1 Establish an HSE management system.2 Ensure that the HSE management system in properly implemented and performing to requirements in all locations and spheres of operation within the organization.3 Prepare HSE plan &amp; safe work procedures for all in charge work sites.4 Plan, priorities, allocate, and supervise duties of subordinates involved in HSE activities to ensure the company&rsquo;s standards and project specifics HSE management system international standards implemented.5 Develop a Zero Accident strategy in all staff minds and monitor it every week.6 Develop, seek approval for and implement emergency plans and ensure operational effectiveness through the conducting compliance checks.7 Ensure that the HSE policy objective is communicated to all concerned.8 Manage, coordinate and conduct accident and incident investigations and safety audits by accepted international codes of practice and methodologies.9 Establish &amp; maintain process for communication regarding the effectiveness of the HSE system.10 Identify risk, to ensure all preventive actions are available and prepare a sufficient precautions action to avoid any accident.11 Update all new local &amp; int&rsquo;l standards to sync with all projects.12 Responsible for HSE audits.13 Identify and provide support to the development of environmental management processes and policies in accordance with country law and international standards.14 Develop materials and methodologies to promote safety awareness on projects and throughout the organization.15 Contribute in the development of corporate and country policy and the development of associated documentation.Resource Allocation1 Assign project workforce budgets and completion period2 Ensure a proper mobilization of workforce, materials and tests for each stage of the project3 Ensure that detailed plans are developed commensurate with the overall project plan in order that material/resources/supply chain can be prepared and scheduled appropriatelyStaff Management1 Identify training needs and develops and deliver training materials &amp; resources for safety personnel and employees covering key safety and safety management issues.2 Develop and implement multi-lingual HSE training and induction programs covering all staff levels and labor force to ensure the spread and reinforcement of HSE awareness and compliance with client and the company&rsquo;s requirements.3 Plan, motivate, and review performance of own staff in line with the HR system.4 Participates in the selection and interview of safety personnel for the safety department and projects.5 Provide weekly basis training to ensure safety awareness of all staff available on work sites.6 Conduct safety meetings with task performers and providing safety guidelines in their day-to-day operations.7 Supervise onsite to insure all safety procedures are well implemented.Client/Consultant Management1 Manage the business aspects of the unit including report functions and the activities of safety engineers.2 Provide services and acting as a supporting resource to projects and clients on all matters relating to safety and safety awareness.3 Provide presentations and attend clients&rsquo; meetings to clarify and negotiate positions on HSE issues.Reporting1 Prepare accident/incident property damage reports (PDR) and forward them to management.2 Ensure that reports on the performance of the HSE management system are presented to top management for review as a basis for improvement.3 Response to report or highlight to project and management functional management any failings in the implementation of HSE corporate policies and management system.4 Ensure that accurate HSE statistics are reported, documented and analyzed and mitigation measures are identified as per the statistics reporting procedures.5 Issue reports on possible trends and discrepancies and identifies areas of concern.3.
