Tender Manager

Role Overview

The role involves end-to-end management of tenders through GeM Portal and INFRACON for NHAI and MoRTH highway and infrastructure projects, including tender identification, documentation, compliance, bid submission, and coordination with internal and external stakeholders.

Key Responsibilities

Tender Identification & Portal Management

  • Identify and track tender opportunities on INFRACON, GeM Portal, CPP Portal, and NHAI/MoRTH websites.
  • Register and manage company profiles on GeM and INFRACON.
  • Monitor corrigenda, amendments, and tender updates.

Tender Evaluation & Feasibility

  • Study RFP/RFQ, DPR references, MoRTH specifications, and contract conditions.
  • Evaluate eligibility criteria related to technical experience, financial turnover, and INFRACON scoring.
  • Prepare feasibility notes and obtain management approvals.

Technical & Commercial Bid Preparation

  • Coordinate with engineering, estimation, finance, legal, and HR teams.
  • Prepare and compile technical proposals, commercial bids, BOQs, and price bids.
  • Ensure compliance with MoRTH specifications, NHAI guidelines, EPC/HAM/BOT contract conditions.
  • Upload bids accurately on GeM and INFRACON within timelines.

INFRACON & Credential Management

  • Update company credentials, project experience, key personnel, and equipment details on INFRACON.
  • Ensure correct scoring and eligibility mapping as per NHAI/MoRTH requirements.
  • Coordinate with JV partners for credential linking and approvals.

Documentation & Compliance

  • Arrange EMD, Bid Security, BGs, affidavits, undertakings, power of attorney, and declarations.
  • Prepare compliance matrices and tender checklists.
  • Attend pre-bid meetings and submit clarifications through portals.

Coordination & Follow-up

  • Liaise with NHAI, MoRTH, consultants, and authorities for clarifications.
  • Track bid evaluation status and support negotiations.
  • Assist in LOA/LOI acceptance and contract signing.

Reporting & Record Management

  • Maintain tender trackers, submission logs, and bid outcome reports.
  • Prepare MIS reports on tender performance and win ratio.
  • Archive tender documents for audit and future reference.

Qualifications

  • Bachelor’s degree in Civil Engineering (preferred) / Engineering / Commerce / Management.
  • Knowledge of highway standards and government procurement procedures.

Experience

  • Minimum 10 years of relevant experience in tendering for NHAI / MoRTH projects.
  • Hands-on experience with GeM and INFRACON portals is mandatory.

Key Skills & Competencies

  • Strong understanding of MoRTH specifications, NHAI tendering norms, EPC/HAM/BOT models.
  • Expertise in GeM bidding process and INFRACON credential evaluation.
  • Proficiency in MS Excel, Word, and online tender portals.
  • Strong coordination, documentation, and analytical skills.
  • Ability to work under tight deadlines.

Key Performance Indicators (KPIs)

  • Number of tenders successfully submitted on GeM & INFRACON.
  • Compliance accuracy and zero bid rejections.
  • INFRACON score optimization and eligibility success rate.
  • Tender win ratio and timely submissions.

Job Type: Full-time

Pay: From ₹40,000.00 per month
