We are looking for a qualified professional to
lead and manage the end-to-end tendering process
for large-scale real estate development projects. The role covers everything from
RFP development and contractor pre-qualification to bid evaluation, negotiation, and contract award
. You will ensure full compliance with procurement policies, company standards, and applicable laws — while driving
cost efficiency, value creation, and strategic impact
across our projects.
Roles & Responsibilities:
1- Tendering Leadership

Manage the tendering process across multiple projects simultaneously, ensuring alignment with procurement policies and procedures.

Oversee the preparation, issuance, and evaluation of tender documents, ensuring completeness and compliance with project and legal requirements.

Supervise and guide junior staff/tender coordinators in day-to-day tendering activities.
2- Pre-qualification & Vendor Management

Lead pre-qualification of consultants, contractors, and suppliers, classifying them by expertise and performance history.

Maintain and expand a robust database of vendors and service providers (local and international).

Assess market trends, vendor capabilities, and pricing benchmarks to ensure competitive sourcing.
3- Tender Evaluation & Award

Review and approve technical and commercial evaluation criteria to ensure fairness and transparency.

Liaise with project management, design, finance, procurement, and legal teams for bid evaluation and clarifications.

Evaluate commercial proposals with the support of cost estimation teams.

Lead commercial negotiations with bidders to secure best value while minimizing risk exposure.

Finalize recommendations and prepare reports for management approval.
4- Contracts & Compliance

Ensure contract terms are aligned with company policies, legal standards, and project objectives.

Provide input during drafting and finalization of Letters of Intent (LOIs), contract documents, and award notifications.

Support risk management through contractual analysis and mitigation strategies.
5- Stakeholder Engagement

Collaborate with internal departments to align procurement and tendering with project strategies.

Facilitate site visits, pre-bid meetings, and clarifications between bidders and internal stakeholders.

Provide advisory support to management on tendering strategies and procurement decisions.
Qualifications & Experience:

Bachelor’s degree in Engineering, Quantity Surveying, Architecture, or Business Administration.

7–10 years of experience
in tendering and procurement, with at least 3 years in a supervisory/managerial role within a
real estate developer/client-side organization
.

Proven track record of managing large and complex tenders (consultants, contractors, and service providers).

Strong commercial and contractual knowledge with the ability to lead negotiations.

Familiarity with suppliers in UAE and international markets.

ERP/Oracle systems experience is a strong advantage.
