We are a premier Building Maintenance and Decor firm in the UAE, known for blending design excellence with seamless project delivery. As we prepare for a strategic expansion across the Emirates, we are seeking a high-caliber HR & Operations Specialist. This is not just a desk job; it is a foundational role designed for a professional who can build systems, secure talent, and drive the company’s organizational growth.

The Opportunity: HR Leadership & Growth

In this role, you will be the backbone of our operations. You will move beyond basic administration to become a strategic partner, responsible for scaling our workforce and designing the structural "blue print" for our expansion into other UAE cities.

Key Responsibilities

1. Talent Acquisition & Rapid Scaling

  • Skilled Labor Recruitment: Take immediate ownership of hiring a full team of skilled laborers within your first 30 days.
  • End-to-End Recruitment: Manage the full cycle for all office and field staff, from sourcing and interviewing to final onboarding.
  • Manpower Planning: Forecast staffing needs to support upcoming projects in new territories.

2. Government Relations & Compliance (Portals)

  • Portal Management: Expertly navigate and manage MOHRE, ICP, and TAMM portals for visa processing, work permits, and corporate licensing.
  • Contract Management: Review, update, and maintain employment contracts and client/subcontractor agreements to ensure they meet the latest UAE Labor Laws.
  • Legal Compliance: Ensure the company remains in 100% compliance with WPS, occupational health and safety standards, and local regulations.

3. Strategic Development & Expansion

  • Organizational Blue Print: Develop and issue a formal company structure, defining reporting lines and departmental roles.
  • Expansion Strategy: Create the operational methods and "playbook" for expanding our services into other cities across the UAE.
  • Performance Systems: Implement KPIs and review processes to maintain high productivity across all sites.

Requirements

  • UAE Construction Experience: Minimum 3–5 years of HR experience specifically within the UAE Construction, Contracting, or Fit-out industry.
  • Portal Expert: Proven, hands-on experience using TAMM, MOHRE, and ICP portals.
  • Recruitment Prowess: A proven track record of hiring high volumes of skilled laborers and technical staff under tight deadlines.
  • Strategic Mindset: Experience in organizational design and drafting company policies or structural charts.
  • Language: Native or professional fluency in English; is a significant advantage for government liaison tasks.
  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
