Catholic Charities is seeking a Case Manager in the Weinberg Housing and Resource Center. The Case Manager assesses household needs, coordinates resources based on goals, and provides advocacy, information, and referral services. The work schedule Saturday-Wednesday 9 AM - 5 PM.

The Weinberg Housing and Resource Center (WHRC) houses individuals faced with challenges including mental health and substance use issues. Individuals present on a frequent basis with crisis needs related to trauma, mental health, addiction, and housing.
JOB DUTIES &amp; RESPONSIBILITIES:
<ul>
<li>Work with clients to primarily focus on improving quality of life in obtaining stable and permanent housing, goal setting, case planning and personal development</li>
<li>Maintain casework files on each client according to policies and procedures and organize and record information into ETO and HMIS in a timely manner</li>
<li>Provide support, advocacy, information and referral services to Clients of Sarah's House</li>
<li>Participate in and accurate track case management progress for 30/60/90 team meetings in HMIS</li>
<li>Motivate and empower clients to establish and reach goals, including obtaining information from clients such as: client&rsquo;s interests, aptitudes, and abilities for developing case plans</li>
<li>Ensures client confidentiality is maintained in accordance with HMIS guidelines and requirements.</li>

Program Specific Duties:

WHRC:
<ul>
<li>Crisis Prevention Services:
<ul><li>Provide crisis management services to clients to promote stability and referral to appropriate resources.</li>
<li>Coordinate with team members on difficult clients including making recommendations for ongoing services.</li>
<li>Assist individuals with crisis needs related to trauma, mental health, addiction, and housing.</li>
<li>Assist in helping clients navigate through intense feelings while providing an anchor in reality.</li>
</ul></li><li>Housing Services:
<ul><li>Ensures compliance with the U.S. Department of Housing and Urban Development (HUD) rules and regulations and passing annual HUD audits and other privately funded programs.</li>
<li>Coordinates housing leased to or for clients, negotiates leases with the landlords and occupancy agreements with residents; maintains ongoing contact with realty representatives and property managers to ensure good relations.</li>
<li>Inspects the property and/or apartments at specific intervals.</li>
<li>Reinforces occupancy policies and procedures by initiating procedures for non-payment of rent.</li>
<li>Monitors the upkeep of the property, including snow &amp; trash removal, landscaping, and routine maintenance and repairs.</li>

The Civic Works YouthBuild program engages Baltimore City youth and young adults, between the ages of 16-24, to complete their high school education while earning construction industry-related skills certifications, training, and work experience. Students help construct housing for low-income families and develop leadership, job readiness, and academic skills to support pathways to full-time employment paying a family-sustaining wage. The program offers intensive wrap-around support services to help participants address barriers to success and achieve their education and career goals.
Position Summary

Primary Responsibilities:
1. Case Management Services

2. Partnerships<ul><li>
Establish and nurture partnerships with service providers/organizations offering resources in areas such as housing, finance, education, medical care, substance abuse prevention, and counseling.

3. Tracking Participant Progress and Documentation<ul><li>
Track and support participants' progress on their ISS throughout enrollment and for at least twelve (12) months following their exit.

Previous experience as a residential maintenance manager and supervising a team required. Experience as a Building engineer preferred.

As a Senior Service Manager, some of your responsibilities will include:<ul><li> 
Maintenance Management: Planning and executing comprehensive preventive maintenance programs for all building systems, including HVAC, plumbing, electrical, and structural elements. This also involves conducting regular property inspections to identify needs and prioritize repairs.</li><li>

POSITION SUMMARY:
The Assistant Property Manager is responsible for assisting the Property Manager with managing a property (or group of properties) and fulfilling the manager&rsquo;s obligations under the property&rsquo;s management agreement. The Assistant Property Manager will support the property manager with the budget development, preparation of monthly operating reports and client deliverables, tenant billings, collection of rent, processing of property payables, lease abstracting and administration. 
It is also the responsibility of the Assistant Property Manager not only to exhibit legendary customer service when communicating with tenants, prospective tenants, owners, and vendors but also to focus on productivity and results. 
ESSENTIAL JOB FUNCTIONS<ul><li>
Assist with the activities associated with a property or group of properties.</li><li>
Assist with all lease administration duties.</li><li>
Supervise vendors (landscaping, janitorial, etc.) and maintenance staff.</li><li>
Perform regular property inspections and complete inspection report. Recommends alterations, maintenance and reconditioning as necessary.</li><li>
Assist Property Manager with the development and controlling of operating and capital budget.</li><li>
Assist Property Manager in preparation of monthly reports for owners.
</li><li>Work with the Property Manager to coordinate tenant improvement and capital projects.</li><li>
Respond to tenant needs, ensuring that administrative and building technical staff resolve problems promptly. Ensures services are provided in compliance with policies, procedures, regulations and contractual obligations and standards.</li><li>
Represent and communicate clearly and accurately, in person, over the phone, and in writing the authority of the Property Manager based on legal agreements in effect and TW policies.</li><li>
Initiate and execute day-to-day operational procedures.</li><li>
Assist the Property Manager in order to initiate, contract, and administer all necessary services to maintain and enhance the value, operating efficiency, and physical appearance of the property.</li><li>
Prepare all Service Agreement and Construction Agreement documents (including work authorizations, addendum's, amendments and contract approval forms).</li><li>
Track and maintain Energy Star benchmarking data so information is current and accurate.</li><li>
Conduct tenant training meetings to improve building efficiencies.
</li><li>Maintain ongoing tenant contact/relations program to constantly assess needs and help assure the problems are being resolved and are to the satisfaction of the tenants and owners.</li><li>
Resolve problems to the mutual benefit of the tenant and the owner.</li><li>
Implement and monitor tenant needs assessments.</li><li>
Administer all leases to assure compliance with provisions/agreement.</li><li>
Determine and execute on timely basis escalations, reconciliations, and rent collections.</li><li>
Maintain current certificates of insurance for all tenants; ensure coverage complies with lease requirements.</li><li>
Show space to prospective tenants (requires real estate license where required by state).</li><li>
Communicate clearly and on a timely basis with project accounting personnel using and/or providing the appropriate documentation.
</li><li>Prepare monthly ownership reporting (including variance reports, executive summaries, aging reports, etc.).</li><li>
Manage and coordinate day-to-day financial transactions including accounts receivables, accounts payable, collection of rents and charges.</li><li>
Maintain compliance with all TW personnel policies and procedures.</li><li>
Miscellaneous duties or projects as assigned by the property manager.</li></ul> 
POSITION REQUIREMENTS<ul><li>
A bachelor&rsquo;s degree in Business Management, Finance, Accounting, or a Human Resource Management related discipline.</li><li>
RPA designation in progress preferred.</li><li>
Possess Real Estate License where required by state law.</li><li>
A minimum 3 years of property management experience, preferably in commercial /Class A Office management.</li><li>
Must have intermediate to advanced MS 365 Word, Excel and Outlook proficiencies.</li><li>
Angus and accounting software such as MRI, Yard or CTI preferred proficiencies.
</li><li>Ability to keep information strictly confidential.</li><li>
Strong desire to succeed in an entrepreneurial environment.</li><li>
Must be able to handle multiple projects, changing priorities and a continually heavy workload.</li><li>
Exceptional oral and written communication skills.</li><li>
