 Purpose / Mission:
 
 
 
 Serve as the owner's mechanical discipline authority for the 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. Lead all mechanical engineering aspects of the project from pre-FID through FEED, EPC tender, construction and commissioning. Provide technical direction, assurance and review across rotating equipment, static equipment, piping, pressure systems, and mechanical structures.
 
 
 
 Key Responsibilities:
 
 
 
 <ul>
 <li>
 Lead the owner's mechanical engineering review, approval and assurance process across all plant areas including the DRI/HBI plant, Balance of Plant, utilities, and supporting infrastructure.
 </li>
 <li>
 Provide mechanical discipline input to specifications, tender documentation, technical evaluations and award recommendations for EPC and equipment packages.
 </li>
 <li>
 Review and approve mechanical deliverables from the Owner's Engineer and EPC contractors, including P&amp;IDs, equipment datasheets, piping specifications, material selection, and mechanical drawings.
 </li>
 <li>
 Interface with process, electrical, instrumentation, civil and structural disciplines to ensure integrated plant design and construction.
 </li>
 <li>
 Lead mechanical input to HAZID, HAZOP and other process safety reviews.
 </li>
 <li>
 Support cost estimate development for mechanical scope to the level of accuracy required for FID.
 </li>
 <li>
 Interface with the process technology licensor on mechanical battery limits, equipment interfaces and package integration.
 </li>
 <li>
 Review and ensure compliance with international mechanical design codes (ASME, EN, API) and applicable Omani regulatory requirements.
 </li>
 <li>
 Provide mechanical technical leadership during factory acceptance testing, construction supervision, mechanical completion, and commissioning activities.
 </li>
 <li>
 Contribute to the development and mentoring of mechanical engineering resources as the in-country team grows from pre-FID into execution.

 Requirements / Skills / Experience:
 
 
 
 <ul>
 <li>
 Minimum 15 years' experience in mechanical engineering on large heavy industrial process plants.
 </li>
 <li>
 Strong preference for direct experience on DRI, ironmaking, steelmaking, petrochemical, fertilizer, refinery or analogous gas-based heavy process plant projects.
 </li>
 <li>
 Experience across the full project lifecycle: FEED, detailed design, procurement, construction supervision and commissioning.
 </li>
 <li>
 Strong command of rotating equipment (compressors, pumps, blowers, fans), static equipment (vessels, heat exchangers, reactors), piping design, and pressure systems.
 </li>
 <li>
 Demonstrated familiarity with ASME, EN and API mechanical design codes.
 </li>
 <li>
 Experience specifying equipment, evaluating bids, and managing vendor and contractor mechanical engineering deliverables.
 </li>
 <li>
 Prior GCC or extreme-environment project experience is a strong plus.
 </li>
 <li>
 Demonstrated ability to work as a senior technical authority in a lean owner's team environment.
 </li>
 <li>
 Strong communication, technical writing, and review skills.
 </li>
 <li>
 Comfortable operating within a multi-package contracting environment and managing interfaces across contractors.

 Lead and direct the in-country owner's project team through pre-FID, FEED, EPC award, construction and commissioning of a greenfield 2.5 Mtpa green Direct Reduced Iron (DRI / Hot Briquetted Iron (HBI) plant in Duqm, Oman. Accountable for engineering definition, cost estimate accuracy, schedule integrity, HSE performance, contractor management, and all local stakeholder and authority interfaces required to deliver the project on time, on budget and to the required quality.
 
 
 
 Key Responsibilities:
 
 
 
 <ul>

 Lead the in-country owner's project team, providing day-to-day direction and decision-making authority across all project workstreams.
 </li>
 <li>
 Direct and manage the Owner's Engineer (OE) and EPC contractors across the DRI/HBI process plant, Balance of Plant, and Materials Handling packages, ensuring scope, schedule, cost and quality are delivered against contractual commitments.
 </li>
 <li>
 Own and drive the project master schedule, including interdependencies between engineering, procurement, construction, commissioning, utility connections and port readiness.
 </li>
 <li>
 Own the project cost estimate to a level of accuracy sufficient to support Final Investment Decision and lender due diligence.

 Represent the Company in-country with all host country authorities, port development partners, utility providers, industrial zone authorities, and other project counterparties.

 Minimum 20 years' experience in major capital projects in heavy industry, with project director-level accountability on at least one greenfield plant of capex value USD 500 million or above.

 Direct experience in integrated steel, Direct Reduced Iron (DRI), ironmaking, or analogous gas-based process plants is strongly preferred. Experience in petrochemical, fertilizer, ammonia or methanol megaprojects will be considered.
 </li>
 <li>
 Demonstrated accountability across the full project lifecycle: feasibility, FEED, EPC tender and award, construction, commissioning and early operations.
 </li>
 <li>
 Proven ability to manage multi-package EPC programs with separate technology, balance of plant, materials handling and civil contractors.
 </li>
 <li>
 Strong commercial and contractual acumen, including FIDIC-based EPC contracts, PMC arrangements, and owner's engineer structures.
 </li>
 <li>
 Middle East or GCC project delivery experience strongly preferred. Prior experience in Oman is an advantage.
