 ORGANIZATIONAL BACKGROUND
 
 
 
 WFP Pakistan is in the second year of its Country Strategic Plan 2023-2027 in which WFP is aiming to consolidate its role as a partner of choice for the Government in critical operational and policy areas. This CSP highlights WFP&rsquo;s plan to continue to shift its focus from direct implementation to institutional capacity strengthening and the provision of technical assistance. The CSP outlines priority areas of support including emergency preparedness, early action and emergency response, strengthening resilience through community asset creation and livelihoods support, and policy and capacity support to strengthening Pakistan&rsquo;s food systems.
 
 
 In areas of human capital development WFP Pakistan also implements one of the largest stunting prevention programmes in the world, for the Government of Pakistan, which provides nutritional and financial support through the first 1000 days, targeting pregnant and breastfeeding women and children less than 2 years of age. In addition, WFP is currently engaging with provincial governments to design and pilot school meals programmes as per the different contexts and needs.
 
 
 Within all of the programme activities and objectives, gender and inclusion are at the forefront of WFP&rsquo;s objectives of reaching the most vulnerable. In the 2022 Gender Policy, WFP envisions a world with zero hunger where everyone has equal opportunities, equal access to resources and an equal voice in the decisions that shape their lives, including as individuals within households, communities and societies. The pursuit of gender equality and women&rsquo;s empowerment is central to WFP&rsquo;s mission of saving lives and changing lives and supporting countries in their quest to achieve the Sustainable Development Goals.
 
 
 The policy has three objectives to address the gender inequalities that continue to exacerbate food insecurity and poor nutrition outcomes:
 
 
 I. Achieve equitable access to and control over food security and nutrition
 
 
 II. Address the root causes of gender inequalities that affect food security and nutrition
 
 
 III. Advance the economic empowerment of women and girls in food security and nutrition
 
 
 Given the unique operations undertaken by WFP Pakistan, including direct implementation and technical support, WFP Pakistan is seeking to establish a roster for the position of Programme Policy Officer &ndash; Gender, Inclusion and Protection from Sexual Exploitation and Abuse focal point to not only support the Country Office in meeting and documenting global commitments to gender equality, women&rsquo;s empowerment and inclusion, but also to work with programme teams to design women-focused programmes that support those commitments, as well as support emergency responses.
 
 
 
 Job Purpose
 
 
 
 In line with the WFP Gender Policy 2022 and WFP guidance on inclusion, the position will focus on ensuring compliance with corporate and global training, documentation and reporting requirements on gender equity, women&rsquo;s empowerment and inclusion, the position will also be required to work with programme teams to develop a portfolio of targeted activities that promote gender equity, empowerment, inclusion and ensure that issues related to Protection from Sexual Exploitation and Abuse are prevented and/or addressed.
 
 
 
 KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
 
 
 
 The incumbent will be responsible for the following tasks:
 
 
 Reporting to the Head of Programme (HoP) and with technical support from the Regional Bureau and Headquarters, the Gender and Inclusion Officer will provide strategic and technical support for WFP&rsquo;s work in Gender Equality and Women&rsquo;s Empowerment (GEWE) and Inclusion as outlined in the Country Strategic Plan (2023-2027). Based in Islamabad, the incumbent may be required to travel to WFP offices within Pakistan and to visit programme activities in the districts.
 
 
 
 Coordination, capacity development and advocacy around gender and inclusion
 
 
 
 <ul>
 <li>
 Provide strategic and technical support to the CO for the implementation of the corporate gender, disability, PSEA and GBV policies and procedures, and integrate cross-cutting themes into WFP Operations
 </li>
 <li>
 A - Lead systematic gender, PSEA, and disability analyses to support programme design and implementation.
 </li>
 <li>
 B - Capacity development and support to WFP staff in the implementation of gender, disability, and PSEA commitments,
 </li>
 <li>
 Lead the Country Office in the annual gender and age markers (GaM) exercise, disability and PSEA country assessments and follow-up with the Regional Bureau and the HQ for final submission and approval.
 </li>
 <li>
 Liaise with RBB advisors, provide updates, and contribute towards various requests and products related to gender and inclusion.
 </li>
 <li>
 Take the lead in conducting the regular PSEA assessment of cooperating partners in close coordination with the CP unit, build CPs&rsquo; capacities, develop CSIPs (Capacity Strengthening Implementation Plan) and coordinate with relevant UN agencies for joint PSEA assessments.
 </li>

 Support WFP Provincial Offices to lead PSEA provincial chapters and implement provincial network plans.
 </li>
 <li>
 Represent WFP in various interagency and other relevant forums some of these include but are not limited to INGAD, GTG, PSEA Group, DI, GBV and UNSDCF Outcome 2 (Gender Equality) and take the lead in reporting results and partnering with UN agencies for joint programming;

 Coordinate the Gender Results Network (GRN) and lead activities to celebrate International Women&rsquo;s Day and the 16 Days of Activism against Gender-based Violence.

 Programme Support for Gender Equality and Women&rsquo;s Empowerment
 
 
 
 <ul>

 In partnership with programme teams, develop projects that focus on creating gender equality and empowering women.

 Translate projects into funding proposals with support from other Programme units, the Head of Programme and Budget and Programming Team.

 Support the programme teams in implementing the activities focusing on gender equity and women empowerment within larger programmes.

 Lead development of programmes with gender equality and women empowerment as key outcomes, such as rural women&rsquo;s livelihoods, capacity strengthening on digital and financial literacy, and social behaviour change communication on gender issues

 Work with the Head of Programme and food security analysis teams to develop concepts for research and special studies focusing on vulnerable or marginalized groups, and contribute to the analysis, reporting and use of study findings for advocacy, government policy discussions and programme design.

 Technical Support and Advocacy for Protection from Sexual Exploitation and Abuse

 Technical Support &amp; Rollout: Support the technical implementation of WFP's PSEA framework by developing context-specific risk mitigation strategies, action plans, and tailored capacity-building modules.

 Inter-Agency Coordination: Represent WFP in inter-agency PSEA networks, Protection Clusters, and Gender-Based Violence (GBV) Area of Work to ensure harmonized reporting and response mechanisms.

 Education:
 
 
 
 Advanced university degree (Master&rsquo;s Degree) or equivalent in Gender, Development Studies, Economics, Political Science, Anthropology or any other relevant Social Science discipline, or first university degree (Bachelor&rsquo;s degree) with 2 additional years of relevant postgraduate professional work experience.
 
 
 
 Experience:

 A minimum of three years of relevant post-graduation professional-level work experience in areas around human development, including gender equality, women&rsquo;s empowerment, PSEA or inclusion.

OUR TEAM

The Media &amp; Communications Team ensures that Human Appeal Pakistan and its impact are effectively communicated to Human Appeal UK's internal and external stakeholders through a variety of materials and channels. The team currently comprises a Media &amp; Communications Manager, supported by two Media &amp; Communications Officers.

JOB PURPOSE

We are looking to expand our team by hiring a Media &amp; Communications Assistant to support content production, content management, and content writing.

Under the supervision of the Media &amp; Communications Manager, the Media &amp; Communications Assistant will contribute to the effective and timely communication of Human Appeal Pakistan's activities to relevant stakeholders through videos, photos, and written content. The role will ensure consistent branding across the organisation's communications and will involve significant travel to project areas across Pakistan to capture field content and beneficiary stories. 


POSITION SUMMARY
<ul>
<li>Content Production: Regularly visit field locations to capture high-quality photos and videos of Human Appeal's activities, and produce human-interest stories that document both need and impact in our project areas.</li>
<li>Content Management &amp; Sharing: Organise, label, and upload produced content to Human Appeal's internal content library with detailed captions and relevant metadata, and share with the UK and Pakistan office teams as required. (Training will be provided on the content library system.)</li>
<li>Content Design: Produce basic digital and print communications materials, primarily banners, on Canva in line with Human Appeal's branding guidelines.</li>
<li>Relationship Building &amp; Training: Cultivate strong working relationships with Human Appeal staff across departments and field locations, and provide informal guidance to field staff on photography and videography best practices.</li>

JOB DESCRIPTION

1. Content Production (50%)
<ul>
<li>Travel regularly to Human Appeal Pakistan's field locations, including remote and difficult-to-access areas, to capture photo and video content of distributions, interventions, and programme activities.</li>
<li>Identify and approach beneficiaries for human-interest stories, obtaining informed consent before conducting recorded interviews and capturing images.</li>
<li>Conduct structured, in-depth video interviews with beneficiaries, community members, and programme staff using professional camera equipment and accompanying accessories.</li>
<li>Capture footage and photographs that accurately represent both the humanitarian need in communities and the tangible impact of Human Appeal's interventions.</li>
<li>Edit captured content to a high standard, producing material that meets the specifications and deadlines agreed upon with the line manager.</li>
<li>Proactively identify storytelling opportunities in the field and bring content ideas to the team that reflect the humanitarian, development, and advocacy dimensions of Human Appeal's work.</li>
<li>Ensure all field content &mdash; interviews, footage, and photography &mdash; is captured in accordance with Human Appeal's safeguarding, consent, and ethical content guidelines.</li>

2. Content Management &amp; Sharing (30%)
<ul>
<li>Sort, label, and organise all captured media content systematically upon return from field visits, ensuring files are accurately named and categorised.</li>
<li>Transcribe and translate recorded video interviews from Urdu (or other local languages) into English as required.</li>
<li>Upload all content to Human Appeal's online media library in a timely manner, with accurate captions, contextual information, and relevant metadata.</li>
<li>Develop and maintain an offline backup library of media resources to ensure content is accessible and retrievable on demand.</li>
<li>Write clear, accurate, and contextually rich captions for photos and videos to help the global comms team understand the project and activity in depth.</li>
<li>Share content with the UK and Pakistan office teams as directed, coordinating with the line manager and programme staff to ensure accuracy and obtain necessary approvals before distribution.</li>
<li>Support the team in pulling together content packages for reports, donor communications, and campaigns as and when required.</li>
</ul>
3. Content Design (5%)
<ul>
<li>Design basic digital and print communications materials &mdash; primarily banners and similar assets &mdash; using Canva, in strict accordance with Human Appeal's brand guidelines.</li>
<li>Maintain a log of design requests received from programme colleagues, tracking status and ensuring timely delivery.</li>
<li>Review designed materials submitted by field colleagues and provide feedback to ensure brand consistency across all produced assets.</li>
</ul>
4. Relationship Building &amp; Training (15%)
<ul>
<li>Build and maintain strong working relationships with Human Appeal colleagues across departments, particularly with field staff and programme teams, to stay informed of upcoming activities and field visits.</li>
<li>Act as a reliable point of contact for field teams on communications-related matters, including content needs, consent procedures, and branding queries.</li>
<li>Provide informal, practical training and guidance to field staff on photography and videography, including composition, lighting, and ethical content capture, to improve the quality of content gathered across the organisation</li>

5. REQUIREMENTS
<ul>
<li>At least a bachelor's degree in media studies, journalism, mass communication, development studies, or a related field. Candidates with a degree in a different discipline but a strong portfolio and demonstrable relevant experience will also be considered.</li>
<li>A minimum of 1&ndash;2 years of experience in a media production company, advertising agency, NGO communications team, or a similar role. Freelance experience can also be considered, given the nature of work is relevant.</li>
<li>Hands-on experience operating a DSLR or mirrorless camera and accompanying equipment (lenses, gimbal, mic).</li>
<li>Experience conducting on-camera video interviews, particularly with diverse groups including women, youth, and vulnerable populations.</li>
<li>Proficiency in photo and video editing software, including Adobe Lightroom and Adobe Premiere Pro.</li>
<li>Competence in content writing in English, with a strong command of grammar and an ability to write clearly and accurately for different audiences.</li>
<li>Experience in transcribing and translating video interviews, particularly from Urdu to English.</li>
<li>Strong organisational skills, with the ability to manage and archive large volumes of media content systematically.</li>
<li>Ability and willingness to travel frequently to remote areas of Pakistan, sometimes at short notice and for extended periods.</li>
<li>Flexibility to adapt priorities and respond to shifting demands in a fast-paced humanitarian environment.</li>
<li>Full professional proficiency in Urdu and English (written and verbal) is essential. Proficiency in Sindhi, Saraiki, Punjabi, or Pashto is an advantage.</li>

 To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

 Provide guidance for cooperating partners on WFP operational practices, monitor tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.

 Follow set emergency response processes and procedures for emergency food assistance.
 </li>

5. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations. 
6. Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance. 
7. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.

JOB PURPOSE
To perform specialized and/or standardized policy and programme-related 
processes and activities to support the effective delivery of assistance packages.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
1. Support programmatic needs and manage all data activities related to beneficiary identity management (IDM). 
2. Perform all the activities related to the beneficiary registration, enrolment, verification, approval, creation of PAF and reconciliations in SCOPE, ensuring high data quality, segregation of duties and compliance with corporate requirements. 
3. Coordinate with POs on data related tasks and the timely cash disbursement to the eligible beneficiaries. Train the focal staff on data collection and data quality and address the inconsistencies and anomalies found in the data. 
4. Puts in place the mechanism for data quality assurance which includes identifying and addressing data issues through the programme cycle. Review data submitted by POs, applying data cross checks and flagging overlaps in assistance or duplications and clean data sets accordingly. 
5. Review and update projects output/outcome level data base including village profiles, activity profiles, and participants profiles against the planned vs achieved target of the completed cycle activities of each district and province. 
6. In coordination with POs, maintains separate records of households/beneficiaries who were initially selected but then excluded due to different reasons i.e., doesn&rsquo;t fall on criteria, not willing to participate or didn&rsquo;t complete the required conditionality to receive assistance.
7. Conduct data analysis and prepare dashboards, infographics and summaries/reports for internal/external units and other stakeholders. 
8. Perform field visits to support focal points on all the previous points. 
9. Assist in designing and implementing innovative projects that promote financial inclusion focusing on improving access and usage of digital payments and digital financial services. 
10. Assist in preparing brief writeups, concept notes/proposals, reports, and program strategies. 
11. Any other task assigned by supervisor.
EDUCATION &amp; EXPERIENCE
Education:
Completion of secondary school education. A post-secondary certificate or bachelor&rsquo;s degree in social sciences, public health, business administration, economics in the related functional area is desirable.
Experience:

<div>SEZ Incentives Phase Out &amp; Transition Plan &ndash; Institutional Analysis Expert
Background
The Revenue Mobilisation, Investment and Trade (REMIT) Programme, funded by the UK's Foreign, Commonwealth &amp; Development Office (FCDO) and implemented by Adam Smith International (ASI), provides technical assistance to the Government of Pakistan to improve the business environment, attract investment, and support sustainable economic growth.
Pakistan's Special Economic Zones (SEZs) framework has delivered limited results due to a range of institutional, governance, and coordination challenges. Fragmented responsibilities across federal and provincial authorities, weak monitoring mechanisms, overlapping mandates, and inconsistent implementation arrangements have constrained the effectiveness of the SEZ regime. These institutional weaknesses have contributed to delays in zone development, investor grievances, underutilisation of land and infrastructure, and limited progress toward achieving intended investment, industrialisation, and export objectives.
In response to these challenges, and in line with commitments under Pakistan's IMF programme, the Government of Pakistan is undertaking a comprehensive SEZ Phase-Out Implementation Plan to transition away from profit-based incentives toward a rules-based, fiscally sustainable framework anchored in cost- and performance-based facilitation. This transition requires a detailed assessment of the institutional architecture governing SEZs to identify governance gaps, coordination constraints, and implementation bottlenecks, while defining an effective institutional framework for the transition process.
As part of this effort, REMIT seeks to engage an SEZ Institutional Analysis Expert (Workstream-I Lead) to lead the institutional and governance assessment of Pakistan's SEZ regime and support the development of practical and implementable institutional reform recommendations.
Job Summary
The objective of the assignment is to provide technical expertise to support the Government of Pakistan in assessing and strengthening the institutional and governance arrangements required for the implementation of the SEZ Phase-Out and Transition Plan, with a focus on Phase A (Planning and Assessment) of the IMF-mandated reform programme.
The SEZ Institutional Analysis Expert will support the Board of Investment (BoI) and the Special Investment Facilitation Council (SIFC) by conducting a comprehensive assessment of the institutional landscape governing SEZs at the federal and provincial levels. The Expert will examine governance structures, mandates, coordination mechanisms, regulatory processes, stakeholder roles, and implementation arrangements to identify institutional strengths, weaknesses, and reform opportunities.
The Expert will work closely with the SEZ Policy &amp; Governance Lead, Fiscal &amp; Incentives Expert, Legal &amp; Contractual Expert, and other members of the technical team to ensure that the proposed transition framework is institutionally feasible, effectively coordinated, and aligned with broader investment and economic reform objectives. Through rigorous institutional analysis and stakeholder engagement, the Expert will help develop practical recommendations for improving governance, accountability, coordination, and implementation capacity within the SEZ ecosystem.

Key duties and responsibilities include:<ul><li>Conduct a comprehensive institutional assessment of the SEZ governance framework at federal and provincial levels, including the roles and responsibilities of BoI, Provincial SEZ Authorities, developers, regulators, and other stakeholders.</li><li>Review existing governance arrangements, decision-making processes, coordination mechanisms, and accountability structures affecting SEZ planning, development, and management.</li><li>Undertake stakeholder mapping and institutional diagnostics to identify key actors, interests, incentives, and implementation challenges across the SEZ ecosystem.</li><li>Assess institutional bottlenecks, governance constraints, capacity gaps, and regulatory coordination issues affecting SEZ performance and investment facilitation.</li><li>Analyse the effectiveness of current monitoring, reporting, and performance management systems governing SEZs.</li><li>Evaluate the institutional implications of transitioning from profit-based incentives to cost- and performance-based facilitation mechanisms.</li><li>Support the preparation of the SEZ Transition Concept Note by providing inputs on governance reforms, institutional arrangements, stakeholder engagement, and implementation mechanisms.</li><li>Facilitate consultations and engagement sessions with federal and provincial governments, SEZ authorities, developers, enterprises, and other relevant stakeholders.</li><li>Develop recommendations for strengthening institutional coordination, governance arrangements, accountability frameworks, and implementation oversight.</li><li>Contribute to the design of governance and institutional arrangements for pilot implementation and future rollout of the transition framework.</li><li>Prepare institutional assessment reports, governance diagnostics, stakeholder mapping outputs, and policy recommendations.</li><li>Provide technical quality assurance for institutional and governance-related deliverables and ensure alignment with IMF requirements and international good practice.</li><li>Work closely with other technical experts and the REMIT team to ensure consistency between institutional, legal, fiscal, and policy reform recommendations.</li></ul> 
Qualifications and Experience<ul><li>Advanced university degree in Public Policy, Governance, Economics, Public Administration, Development Studies, or a related discipline.</li><li>Demonstrated expertise in institutional analysis, governance assessments, public sector reform, investment promotion, and regulatory frameworks.</li><li>Around 10 years of professional experience in conducting organisational reviews, stakeholder mapping, governance diagnostics, and institutional reform assessments.</li><li>Strong understanding of government systems, investment facilitation mechanisms, and SEZ governance arrangements.</li><li>Experience advising governments, development partners, or donor-funded programmes on institutional strengthening and governance reforms.</li><li>Experience conducting stakeholder consultations and translating analytical findings into practical policy and institutional recommendations.</li><li>Familiarity with investment climate reforms, economic governance, and public sector institutional development.</li><li>Knowledge of SEZ governance models and international good practices in investment facilitation and economic zone management will be an advantage.</li><li>Strong analytical, report-writing, and presentation skills.</li><li>Excellent analytical and stakeholder engagement skills, with the ability to work effectively in multidisciplinary technical teams.</li></ul>
Reporting line<ul><li>The SEZ Institutional Analysis Expert will work closely with the REMIT team and will report to the REMIT Team Lead and Investment Climate Lead.
