Collaborate with client project teams in understanding APD requirements specifically related to As Needed APDs</li><li>
Participate in and/or facilitate engagement with Centers for Medicare and Medicaid Services (CMS) State Representative to deepen or further develop a collaborative working relationship</li></ul></li><li>
Manage Client relationship and expectation management including working daily with key client leadership</li><li>
Develop client deliverables in accordance with project requirements and company documentation standards</li><li>
Provide recommendations to the client on critical business and project decisions</li></ul><ul><li>
Ensure that all project identified processes and methodologies are executed and followed as applicable</li><li>
Participate in meetings and communicate complete and accurate project status reports, risks and issues to the Client Partner and Client, as appropriate</li><li>
Participate in project and other stakeholder meetings, as needed</li><li>
Develop and submit reports as needed to the client and federal government (as required)</li></ul> 

Required Qualifications: 
<ul><li>
Minimum of 6 years' experience as a business analyst with, or consultant to, State Health Programs (e.g. Medicaid)</li><li>
Minimum 3 years of experience supporting large, complex Medicaid system implementation projects and/or Medicaid business operations</li><li>
Minimum 3 years of experience with elicitation and verification of business requirements</li><li>
Minimum of 5 years Medicaid Management Information System (MMIS) APD development and maintenance processes federal grant, or federal funding requests, management, or status reporting experience with a state or federal agency</li><li>
Undergraduate degree or 4 years additional relevant experience</li><li>
Strong customer service attitude</li><li>
Experience with cost benefit analysis</li><li>
Expertise in MS Office, especially MS Excel</li></ul> 

Preferred Skills: 
<ul><li>
Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director's Letters, and APD Submission Requirements</li><li>
Three or more years' experience working collaboratively with CMS State Representative or equivalent federal agency</li><li>
Prior experience with Advance Planning Documents (APDs)</li></ul><ul><li>
Understanding of State procurement processes</li><li>
Ability to communicate succinctly and accurately in written and verbal English
</li></ul><ul><li>Experience and skill in the development and maintenance of Microsoft Project schedules</li><li>
Ability to review deliverables and processes for quality and completeness</li><li>
PMI Certified Associate in Project Management (CAPM) or Project Management Professional (PMP)</li></ul>
