The HSE Manager will be responsible for overseeing and managing all aspects of Health, Safety, and Environmental compliance within our oil and gas operations, ensuring alignment with Client's (KNPC) regulations and standards.

Qualifications 
What you will need to have:
<ul><li>A four-year full- time degree in Bachelor of Science in Engineering/Bachelor of Technology Degree in Engineering (B.Tech)/ Bachelor of Engineering (BE)Science.</li><li>
At least fifteen (15) years&rsquo; experience in the field of HSE/EPC Projects within the Oil &amp; Gas sector/ refineries, petrochemicals, fertilizers or heavy chemicals.</li><li>
Exposure to large- scale Oil &amp; Gas and Marine Projects.</li><li>
Excellent command (written and oral) of the English language (knowledge of Arabic will be beneficial).</li></ul>

 Specific Accountabilities

 Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.

 Ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan.

 Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations.

 Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.

 <li>
 Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
 </li>
 <li>
 Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.

 <li>
 Review EPC contractor Safety Management System and advise of required changes. Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.
 </li>
 <li>
 Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.
 </li>
 <li>
 Other key activities shall include but not be limited to the following:

 Pro-actively visit site and with the EPC contractor implement safety measures- promote/ensure safe work practices.

 Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings.

 Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.

 Maintain a HS&amp;E audit and assessment program for the location.

Lead Design Engineer I - Process Safety (Principal Safety Engineer)

We are constantly growing and are currently looking for a resourceful Procurement Civil Engineer to join a top-qualified and knowledgeable Project Procurement Team in one of our projects in Kuwait. 
Job Description 
<ul><li>
Support procurement activities for marine and topside EPC packages within an oil &amp; gas environment, ensuring alignment with client specifications and approved procurement strategy.</li><li>
Source, prequalify, and propose bidders from the approved vendor list, with strong focus on marine contractors, offshore fabrication yards, and specialized oil &amp; gas suppliers.</li><li>
Ensure all Supplier Pre-Qualification and Technical Evaluations are conducted in full compliance with client procedures and project requirements.</li><li>
Coordinate with Engineering, QA/QC, HSE, Marine, and Project Controls teams to ensure RFQ packages include complete technical, commercial, contractual, and HSE requirements with proper flow-down.</li><li>
Prepare, issue, and manage RFQs for marine works (e.g., piling, dredging, jetty/pier structures, offshore installation) and topside materials/equipment, ensuring clarity and compliance.</li><li>
Challenge and optimize procurement requirements based on market conditions, marine logistics constraints, and project execution needs.</li><li>
Maintain and update the Project Procurement Plan, with particular attention to long-lead and critical marine/offshore items.</li><li>
Interface with technical stakeholders and suppliers to manage technical and commercial clarifications effectively.</li><li>
Participate in commercial, contractual, and schedule evaluation of bids, incorporating inputs from Engineering, QA/QC, HSE, and Project Controls, with focus on marine and offshore execution risks.</li><li>
Prepare and finalize Comparison Statements (CS), ensuring recommendations are technically compliant, commercially sound, and fully documented.</li><li>
Identify procurement-related risks (logistics, marine operations, supplier capability, lead times) and propose mitigation measures.</li><li>
Prepare, review, and obtain approval for Purchase Orders and Subcontracts in line with the authorization matrix and contractual requirements.</li><li>
Manage all commercial and contractual correspondence, ensuring proper documentation and audit compliance.</li><li>
Coordinate with Expediting, Inspection, and Logistics teams to ensure timely delivery, especially for offshore transportation, heavy-lift, and marine installation activities.</li></ul> 

Qualifications 
<ul><li>
BSc / MSc in Civil Engineering or related discipline (Marine/Structural background preferred).</li><li>
Minimum 8 years of Procurement experience in EPC Oil &amp; Gas projects, including at least 3 years in engineering/design environment.</li><li>
Proven experience in marine and offshore projects (jetties, piers, dredging, offshore structures, or similar).</li><li>
Strong familiarity with KNPC standards and procedures (experience with KNPC is highly preferred; ADNOC/ARAMCO experience also valuable).</li><li>
Demonstrated experience handling marine subcontractors, offshore fabrication yards, and specialized suppliers.</li><li>
Solid understanding of contractual terms (FIDIC/EPCC), commercial evaluations, and risk management in large-scale EPC projects.</li><li>
Hands-on experience with ERP procurement systems (e.g., SAP, Oracle, or equivalent).</li><li>
Strong knowledge of logistics and supply chain challenges related to marine/offshore works.</li><li>
Excellent command of English (written and verbal).</li><li>
Advanced computer literacy, especially in MS Office (Excel for commercial analysis is essential).</li></ul>
