Position Description

Harmonia is seeking an experienced Information System Security Officer (ISSO) to support a mission-critical operations environment at the Department of State in Washington, DC. The ISSO will be responsible for ensuring compliance with government security policies and standards while providing oversight of system security, assessing risks, and implementing necessary security controls to safeguard classified systems and data. This position requires an active Top Secret clearance with SCI eligibility and U.S. citizenship.

Responsibilities:

<li>Implement and maintain security controls in accordance with government regulations, such as NIST 800-53, FISMA, and DoD Risk Management Framework (RMF).</li>
<li>Monitor, evaluate, and maintain the security posture of systems, ensuring compliance with Security Technical Implementation Guides (STIGs) and other relevant security requirements.</li>

<li>Serve as the point of contact for all system security-related matters and provide guidance to system owners on maintaining compliance with security regulations.</li>
<li>Conduct regular security briefings and training to staff on the importance of maintaining security best practices within the SCIF environment.</li>
<li>Respond to and manage security incidents, coordinating with relevant stakeholders to perform root cause analysis and remediation.</li>
<li>Ensure that systems and networks comply with the Continuous Monitoring Program (CMP) and Incident Response Plan (IRP) for rapid detection and response to security events.</li>

Required Qualifications
<ul>
<li>Active Top Secret clearance with SCI eligibility is required.</li>
<li>5 years hands-on experience with security controls and compliance frameworks (e.g. Risk Management Framework (RMF), NIST, FISMA, etc.), developing and maintaining System Security Plans (SSPs), Plan of Action and Milestones (POA&amp;Ms) and other security documentation.</li>
<li>Strong understanding of Security Technical Implementation Guides (STIGs) and hardening of systems.</li>

Job Description 
The Target Hiring Range for this position is: $102,759-$104,000
The Senate Sergeant at Arms is seeking a Senate Operations Center (SOC) Watch Analyst with experience in the collection and processing of information, from a variety of sources, to provide situational awareness updates and incident management analysis to Directorate and Organizational leadership. This position requires a minimum of 1-3 years of experience in an Operation Center or a similar field with a concentration in critical incident management and information sharing among stakeholders. This position requires the ability to obtain and maintain a Top-Secret security clearance.
Key Accountabilities/Essential Job Duties 
Assists the Watch Officer in coordinating with other Command, Operations, and Fusion centers and designated stakeholders for clarifying information on potential incidents impacting Senate Members, staff, facilities or operations. Assists the Watch Officer in the collection and analysis of information from a variety of sources, information feeds and contacts to facilitate the development of Senate-specific situational awareness. Supports the Watch Officer in developing and maintaining situational awareness of planned events and incidents that may affect the Senate. Supports the operations of the SOC and other programs during daily operations, planned events, or incidents. Develops and delivers training on SOC operations for non-Watch Desk individuals. Undertakes research and planning projects, which address SOC mission requirements under the direction of the SOC Manager. Other duties as assigned.
JOB SPECIFICATIONS
Required Education 
HS/GED with 3-5 years of relevant work experience, or Bachelor's with 1-3 years of relevant work experience. 
Other Duties/ Responsibilities<ul><li>
Provides emergency/crisis support and is subject to recall to the Senate Operations Center primary location, an alternate Continuity of Government facility, or telework site during emergency operational support conditions, training, or exercises. Such incidents may require the employee to work extended hours and days outside the normal work schedule.</li></ul>
Required Work Experience<ul><li>
 1-3 years of experience in an operations or intelligence center setting.</li></ul>
Required Special Skills/ Knowledge<ul><li>
Ability to remain calm and provide accurate details during stressful situations.
</li><li>Ability to communicate effectively both orally and in writing.
</li><li>Ability to gather and analyze data.
</li><li>Ability to effectively interact with staff members representing all levels of the organization.
</li><li>Ability to accurately prepare and process a variety of reports, records, and documents.
</li><li>Ability to conduct professional presentations and present training to a variety of participants.
</li><li>Ability to develop instructional material and select most effective instructional method.
</li><li>Ability to obtain Incident Command Systems (ICS)- 100, 200, 700, and 800.</li></ul>
Desired Qualifications<ul><li>
Bachelor&rsquo;s degree in emergency management, homeland security, public administration, political science, or a related field.
</li><li>Experience monitoring and synthesizing data from classified and open-source intelligence, situational awareness platforms, and emergency alert systems.
</li><li>Strong skills in drafting and delivering timely situation reports (SITREPs), briefings, and notifications to internal and external stakeholders.
</li><li>Ability to work effectively in high-pressure, time-sensitive situations and adapt to rapidly changing operational environments.
</li><li>Demonstrated experience working in 24/7/365 operations, including shift work, holidays, and weekends. Excellent verbal and written communication skills; ability to clearly convey complex information to leadership and peers.
</li><li>Strong organizational skills, attention to detail, and proficiency in relevant tools and systems (HSIN, Microsoft Office Suite, mass notification platforms).
</li><li>Familiarity with the operations, geography, and security posture of the U.S. Capitol complex or prior experience supporting Congressional or federal agency missions.</li></ul>
Working Conditions<ul><li>
Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during a lapse, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.

As such, this position requires the employee be available and prepared to work during a lapse, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. Security Clearance<ul><li>
This position requires that the applicant obtain and maintain a Top-Secret U.S. Government security clearance.</li><li>

 CONDITIONS OF EMPLOYMENT
To be employed by a Senate employing office in a paid position in the continental United States an individual must: 
1. Be a U.S. citizen; 
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. &sect; 1324b(a)(3)(B); 
3. Be (i) admitted as a refugee under 8 U.S.C. &sect; 1157 or granted asylum under 8 U.S.C. &sect; 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or 
4. Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
