Job Description:
Parsons is looking for a talented Senior Planning Manager to join our team! In this role you will lead the planning and project controls functions for a major development program in Qatar, overseeing integrated scheduling, cost monitoring, and performance reporting to ensure effective program delivery.
As Senior Planning Manager, you will work closely with program leadership and project teams to establish and manage integrated project controls frameworks aligned with project delivery strategy, contractual obligations, and program milestones.
Job Responsibilities:
<ul><li>Lead the development and management of the integrated master schedule for a large-scale development program in Qatar.</li><li>
Oversee all project controls functions including planning, scheduling, cost monitoring, risk management, change management, and reporting.</li><li>
Develop and maintain baseline schedules, progress measurement systems, and performance monitoring frameworks.</li><li>
Coordinate closely with PMCM leadership and client teams to ensure alignment between project planning, delivery strategy, and contractual commitments.</li><li>
Lead schedule analysis and provide recommendations to mitigate delays and optimize program performance.</li><li>
Manage project performance reporting, including executive dashboards, milestone tracking, and KPI monitoring.</li><li>
Coordinate with commercial and cost management teams on cost plans, budget breakdown structures, and commitment registers.</li><li>
Monitor program financial performance including cash flow forecasts, actual vs. budget tracking, and cost performance indices (CPI).</li><li>
Support value engineering initiatives and schedule optimization strategies across project packages.</li><li>
Lead change management processes including schedule impact assessments and mitigation strategies.</li><li>
Ensure project controls governance is aligned with international project management standards and local practices in Qatar.</li><li>
Lead and mentor planning engineers and project controls personnel across the program.</li><li>
Utilize project management software including Primavera P6 and MS Project to manage planning and reporting activities.</li></ul>
What Required Skills/Qualifications You'll Bring:<ul><li>
Bachelor&rsquo;s Degree in Engineering, Construction Management, Project Management, or Quantity Surveying from an accredited university.</li><li>
15&ndash;20 years of experience in project planning, scheduling, and project controls on large-scale development programs.</li><li>
At least 7 years in a senior planning or project controls leadership role within a PMC/PMCM or engineering consultancy environment.</li><li>
Minimum 5 years of GCC project experience, preferably on major infrastructure or mixed-use development programs.</li><li>
Demonstrated experience managing integrated project controls for programs exceeding QAR 1 billion in cumulative value.</li><li>
Strong expertise in planning and scheduling, cost forecasting, risk management, change management, and project performance reporting.</li><li>
Experience coordinating project controls activities across multiple contractors, consultants, and project packages.</li><li>
Strong analytical and reporting capabilities with the ability to present schedule and performance data to senior stakeholders.</li><li>
Advanced proficiency in Primavera P6, MS Project, and project controls reporting tools.</li></ul>

Professional certifications such as PMP&reg;, PMI-SP&reg;, or AACE certifications.</li><li>

 We are seeking an experienced Digital Government Transformation Expert to lead the development and implementation of digital government strategies. The ideal candidate will have deep expertise in digital government indices, including the United Nations E-Government Development Index (EGDI), and a proven track record in assessing and designing digital government services, architectures, and platforms. This role requires a strong understanding of the latest digital technology trends such as AI, IoT, Mixed Reality, Cloud Computing, and their implications on government operations. The candidate will leverage these technologies to identify and design feasible yet innovative use cases that drive public sector transformation. Additionally, this role will require extensive experience in developing digital government policies, guidelines, and standards, enabling governments to drive innovation while maintaining effective governance.

 Leverage Global Indices: Utilize a deep understanding of global digital government indices (e.g., UN EGDI) to help governments enhance their rankings and achieve global leadership in digital governance.
 
 
 Strategic Goal Setting: Define and implement strategic goals for digital transformation, ensuring clear alignment with government objectives and international standards.
 
 
 Assess and Design Digital Government Services, Architecture, and Platforms: Lead the assessment and design of comprehensive digital architectures across all layers, including digital government services, customer journeys and experiences, digital platforms, systems integrations, data management, and infrastructure. Ensure that the architecture is scalable, secure, and aligned with strategic goals.
 
 
 Digital Platform Innovation: Design and recommend digital platforms that support government objectives, ensuring interoperability, scalability, and alignment with best practices in digital service delivery.

 Educational Background: A degree in a relevant field such as Computer Science, Information Technology, Engineering, or related disciplines. Graduates in other fields can apply, provided that they have a proven experience in IT / Digital Consulting practice with relevant certifications
 
 
 A postgraduate degree such as an MBA or a Master's in Public Policy or Digital Transformation is desirable.
 
 
 Certifications (Optional but Highly Preferred): Certifications in PMP, TOGAF, Innovation and Emerging Technologies, Digital Transformation are an advantage.
 
 
 Bilingual Communication: Use fluency in spoken and written English and Arabic to effectively communicate complex ideas and solutions to diverse stakeholders across the Middle East region.

 The candidate should possess post-qualification relevant work experience of at least 7 years of working in a Consulting firm

 Architecture and Platform Design: Proven experience in assessing and designing digital government architectures and platforms that support strategic goals, improve service delivery, and ensure seamless systems integrations.
 
 
 Emerging Technology Trends Expertise: In-depth knowledge of AI, IoT, Mixed Reality, Cloud Computing, and other emerging technologies. Ability to translate these technologies into innovative yet practical use cases for government transformation.
