This innovative Unit within the Civil Rights Division protects the civil rights of people who interact with local police departments and other law enforcement agencies.<br>
</p><p></p><p>Primary Duties : The Assistant Attorney General will work closely with the PAU Director to pursue the Unit&rsquo;s mission to investigate and redress patterns or practices of racially biased or otherwise unlawful policing, provide support to law enforcement agencies regarding civil rights compliance, and protect the civil rights of incarcerated people. Responsibilities include:
</p><ul><li>Screening and developing new matters.
</li><li>Conducting comprehensive investigations involving interviews, data analysis, and retaining and working with experts.
</li><li>Drafting written recommendations including legal analyses.
</li><li>Litigating cases in state and federal court related to PAU&rsquo;s enforcement authority, including negotiating, monitoring, and enforcing settlement agreements.

</p><ul><li>Must be a member of the Massachusetts bar or eligible for admission in short order.
</li><li>At least three (3) years of full-time legal experience, preferably including complex civil litigation and/or criminal justice experience, such as litigation or advocacy involving law enforcement practices or experience as a prosecutor or criminal defense attorney.
</li><li>Experience working directly with or on behalf of members of the public, especially historically marginalized communities.
</li><li>Demonstrated commitment to ensuring the trust and confidence of communities in law enforcement agencies and ensuring accountability when law enforcement officers commit misconduct.

Position Summary:</b></p><p>
DCAMM is looking for an attorney to join DCAMM's Office of the General Counsel (OGC). This team member will provide the highest quality legal advice to OGC to enable it to efficiently perform its statutory functions. This position seeks an experienced commercial real estate attorney for sophisticated multi-party complex transactions, including acquisition and disposition of Commonwealth real property, permitting and licensing and the certification of eligible contractors to perform work on public projects. This enables OGC to perform a critical and active role in developing and implementing DCAMM&rsquo;s policies with respect to all real estate, construction, certification and associated actions.</p><p>

This essential leadership role focuses on protecting the public by helping guide a high-impact investigative and inspection program that supports 22 professional health and human services licensing boards whose licensees interact with millions of people every day. Working closely with the Chief of Investigations, this role ensures the smooth daily operation of a complex investigations unit, balancing strategic oversight with hands-on expertise. The position offers the opportunity to influence enforcement priorities, shape investigative policy, and ensure that the most serious and time-sensitive matters are addressed efficiently and fairly across a wide range of regulated professions.</p><p></p><p><b><i><br>
Duties and Responsibilities (these duties are a general summary and not all inclusive):</i></b></p><ul><li> Provide strategic and operational leadership for the Investigations Unit, ensuring effective daily oversight of investigative and inspection activities across all supported boards.</li><li> Administer and maintain the unit&rsquo;s complaint intake, case management, and tracking systems to ensure timely and consistent case progression.</li><li> Assign, supervise, and review investigations and inspections, with particular responsibility for matters involving commercial boards and high-risk cases.</li><li> Ensure alignment with Bureau enforcement priorities by expediting serious, complex, or high-impact cases and balancing investigative resources and caseloads.</li><li> Conduct or complete high-priority investigations as needed to support operational efficiency and maintain workload manageability.</li><li> Evaluate investigative and inspection policies and recommend program improvements and long-range initiatives to support organizational growth and public protection goals.</li><li> Oversee the Inspection Program, including development of inspection policies and performance measures that promote health care quality, compliance, and public safety.</li><li> Represent the Enforcement Division at board meetings and in policy discussions to ensure appropriate deployment of personnel and resources.</li><li> Ensure investigators are properly trained, equipped, and compliant with investigative standards, safety protocols, ethics requirements, public records law, and administrative procedures.</li><li> Provide guidance and technical expertise on investigative planning, legal and procedural questions, and priority-based case management.</li><li> Coordinate with board counsel, prosecutors, and external partners to monitor case status, promote interagency collaboration, and ensure efficient use of enforcement resources.</li><li> Manage and support investigative staff through performance oversight, workforce planning, hiring and labor-related input, outreach efforts, and public-facing education regarding the Bureau&rsquo;s mission and enforcement role.</li></ul><p></p><p><b><i><br>
Preferred Qualifications:</i></b></p><ul><li> Demonstrated excellence in written communication, investigative analysis, and professional judgment, with the ability to produce clear, accurate, and well-supported work products.</li><li> Significant experience in administrative law, regulatory enforcement, and compliance, supported by extensive management experience in state, local, or federal government; knowledge of health care regulatory boards is beneficial.</li><li> Proven supervisory and leadership experience, including the ability to manage teams effectively and lead in high-stress or time-sensitive environments.</li><li> Strong interpersonal, customer service, and collaboration skills, with the ability to communicate effectively with internal staff, boards, stakeholders, and the public.</li><li> Advanced planning, critical thinking, research, and organizational skills, with familiarity in investigative, inspectional, and prosecutorial methods and processes.</li><li> Ability to work independently while managing competing priorities, coupled with proficiency in standard business software such as Microsoft Word, Excel, and Adobe.</li></ul><p></p><p><b><i><br>
