Pursuant to G.L. c. 12, &sect; 11E, ERA advocates on behalf of the customers of Massachusetts&rsquo; electric, gas, and water companies. ERA&rsquo;s mission includes holding utilities accountable for providing just and reasonable rates; advocating for a smart, cost-effective, and equitable clean energy transition; and protecting consumers from predatory energy companies.</p><p></p><p>
Primary Duties: The Assistant Attorney General will be responsible for performing legal work for ERA, which includes serving as lead or co-counsel in litigation before the Massachusetts Department of Public Utilities, the Federal Energy Regulatory Commission, and federal and state courts; preparing briefs and other associated litigation and regulatory documents; conducting in-depth analysis and preparing legal memoranda regarding energy, water, or other regulatory-related topics; hiring and working with subject matter experts; interpreting laws and regulations; providing legal advice; strategizing and developing case-related action plans; and investigating and prosecuting civil energy enforcement cases.</p><p></p><p>

<p>Attorney General Andrea Joy Campbell is looking for a highly motivated attorney to join her team as an Assistant Attorney General in the Constitutional &amp; Administrative Law Division within the Government Bureau. The Government Bureau represents state agencies and officials in a broad range of appeals and civil litigation in state and federal courts. As part of that effort, the Constitutional &amp; Administrative Law Division defends constitutional and other legal challenges to state statutes and regulations; suits that challenge the implementation of state policies and programs; and suits for judicial review of the decisions of state administrative agencies. The Division also initiates litigation on behalf of state agencies to support their programs or assist their regulatory activities.<br>
</p><p></p><p>Litigation in the Constitutional &amp; Administrative Law Division reflects the breadth of state governmental activity. Recent case examples have included defending the state&rsquo;s various affordable housing laws and policies, defending state gun-safety laws against Second Amendment challenges, defending state policies and rules against various forms of First Amendment challenges, and handling litigation involving education reform, health care, campaign finance, environmental permitting, transportation, and child welfare and human services programs. The Division&rsquo;s cases often involve constitutional issues, questions of statutory interpretation, and claims concerning the authority of state administrative agencies. In addition to a substantial trial-court caseload, Division attorneys handle about 80 appeals each year, in the Appeals Court, SJC, and the U.S. Court of Appeals for the First Circuit.<br>
</p><p></p><p>Primary Duties : Assistant Attorneys General in the Constitutional &amp; Administrative Law Division represent state officials and agencies in appeals and litigation in state and federal courts regarding state statutes, regulations, policies, and agency adjudicatory decisions.<br>

</p><ul><li>Must be a member of the Massachusetts bar or have a pending application for admission.
</li><li>Must be a member of the bar of the United States District Court for Massachusetts or be eligible for admission in short order.
</li><li>At least three (3) to five (5) years of relevant legal experience is preferred.
</li><li>Familiarity with constitutional law, administrative law, civil and appellate procedure, and trial practice.
</li><li>Effective legal writing skills and the ability to independently handle litigation in the trial and appellate courts.

</p><p>Attorney General Andrea Joy Campbell seeks an experienced leader to join her management team as Chief of the Energy &amp; Ratepayer Advocacy Division (ERA). Pursuant to G.L. c. 12, &sect; 11E, ERA advocates on behalf of the customers of Massachusetts&rsquo; electric, gas, and water companies. ERA&rsquo;s mission includes holding utilities accountable for providing just and reasonable rates; advocating for a smart, cost-effective and equitable clean energy transition; and protecting consumers from predatory energy companies.</p><p>
</p><p>Primary Duties: The Division Chief, along with a Deputy Chief, is responsible for supervising and directing the activities of a division of approximately 23 employees, including Managing Attorneys, Assistant Attorneys General, Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison and an Administrative Assistant.</p><p></p><p><br>
The primary responsibilities of the Division Chief include day-to-day supervision of all aspects of ERA&rsquo;s ratepayer advocacy at the Massachusetts Department of Public Utilities (DPU), ISO New England and New England Power Pool (NEPOOL), and the Federal Energy Regulatory Commission (FERC), as well as ERA&rsquo;s consumer protection enforcement practice related to retail electric suppliers and solar companies. This includes providing regular guidance regarding legal strategy and the review and approval of all regulatory filings, public comment letters, civil investigative demands, civil complaints, and settlement agreements. The Division Chief is responsible for the development and implementation of ERA&rsquo;s strategic policies, including its policy with respect to the Commonwealth&rsquo;s statutorily mandated clean energy goals, and regularly engages with the Legislature regarding Massachusetts energy policy and proposed legislation.</p><p></p><p><br>
The Chief also is responsible for maintaining relationships and lines of communication with key external stakeholders, and regularly attends and presents at conferences, convenings, and other events to ensure ERA&rsquo;s representation of ratepayers in every venue in which the Commonwealth&rsquo;s energy policy is discussed and considered. The Division Chief also is responsible for the overall administration of the Division, including hiring and all other personnel matters, drafting periodic reports of the Division&rsquo;s work, attending regular meetings with the Attorney General and other senior staff, and organizing Division outings as well as occasional gatherings to celebrate milestones in the Division. As time permits, the Division Chief personally handles significant or sensitive matters.</p><p>

Attorney General Andrea Joy Campbell is seeking a highly motivated person to join the Victim Services Division as a Victim Witness Advocate. Members of the Victim Services Division (VSD) are the primary liaisons for victims and witnesses in cases, investigations, and post-conviction federal habeas matters handled by the Attorney General&rsquo;s Office.</p><p>
</p><p>The primary goals of the VSD are: (1) to provide crisis assessment and intervention to crime victims and witnesses; (2) to reduce the level of secondary victimization associated with victims&rsquo; and witnesses&rsquo; involvement in the criminal justice system and other collateral systems; (3) to assist in the investigation and prosecution of crimes by fostering an effective, supportive, and positive relationship with victims and witnesses; and (4) to ensure that crime victims and witnesses are provided with the rights and services mandated by M.G.L. c. 258B. The Victim Witness Advocates (VWA&rsquo;s) aid in investigations, prosecutions, and post-conviction hearings by working closely with victims and witnesses throughout the criminal justice process. VSD works with all the divisions within the Criminal Bureau, as well as other select divisions across the Office.</p><p></p><p>
Primary Duties: The Victim Witness Advocate is responsible for providing information, support, and advocacy services to victims, witnesses, and their families throughout the criminal justice process at the District Court level. The ability to work with victims and witnesses on criminal cases. Duties include, but are not limited to:</p><p>
</p><ul><li> Working with Assistant Attorneys General, investigators, law enforcement partners, support service providers, and Trial Court personnel in the district court to ensure that victims receive rights they are entitled to as established in the Massachusetts Victim Bill of Rights (M.G.L. c. 258B).</li><li> Providing daily in-court support during all hearings and trials. This includes providing daily information, updates, and advocacy services to victims, witnesses, and their families throughout the criminal justice process at the district court level.</li><li> Reading daily ASCISS reports in anticipation of arraignments that may be coming into the district court for the day. Reach out to victims and witnesses prior to arraignments.</li><li>Assisting victims with filling out 209A/258E restraining/harassment order applications and providing in court support through those processes.</li><li>Placing victims on Bail Notification when necessary.</li><li> Providing crisis intervention, safety planning, and support service referrals for victims to other state and community agencies.</li><li> Responding to victim/witness inquiries, assess needs, and determine necessary support resources.</li><li>Coordinating interpreter services for victim and witnesses.</li><li>Providing victims and witnesses with post disposition services such as notification of release, CORI certification, SORB registration, and Probation information.</li><li> Maintaining an assigned caseload, physical case files, and updates in OnBase with victim/witness information.</li><li> Communicating with Superior Court Advocates on cases that will be considered for indictment.</li></ul><p></p><p>

This new Office serves as a central resource for litigation strategy, case development, trial preparation and presentation. The Office&rsquo;s work also involves leading or joining civil litigation teams that challenge federal actions that harm the Commonwealth and its residents.<br>
