<p>Attorney General Andrea Joy Campbell is looking for a highly motivated attorney to join her team as an Assistant Attorney General in the Constitutional &amp; Administrative Law Division within the Government Bureau. The Government Bureau represents state agencies and officials in a broad range of appeals and civil litigation in state and federal courts. As part of that effort, the Constitutional &amp; Administrative Law Division defends constitutional and other legal challenges to state statutes and regulations; suits that challenge the implementation of state policies and programs; and suits for judicial review of the decisions of state administrative agencies. The Division also initiates litigation on behalf of state agencies to support their programs or assist their regulatory activities.<br>
</p><p></p><p>Litigation in the Constitutional &amp; Administrative Law Division reflects the breadth of state governmental activity. Recent case examples have included defending the state&rsquo;s various affordable housing laws and policies, defending state gun-safety laws against Second Amendment challenges, defending state policies and rules against various forms of First Amendment challenges, and handling litigation involving education reform, health care, campaign finance, environmental permitting, transportation, and child welfare and human services programs. The Division&rsquo;s cases often involve constitutional issues, questions of statutory interpretation, and claims concerning the authority of state administrative agencies. In addition to a substantial trial-court caseload, Division attorneys handle about 80 appeals each year, in the Appeals Court, SJC, and the U.S. Court of Appeals for the First Circuit.<br>
</p><p></p><p>Primary Duties : Assistant Attorneys General in the Constitutional &amp; Administrative Law Division represent state officials and agencies in appeals and litigation in state and federal courts regarding state statutes, regulations, policies, and agency adjudicatory decisions.<br>

</p><p>Primary Duties: The Division Chief, along with a Deputy Chief, is responsible for supervising and directing the activities of a division of approximately 23 employees, including Managing Attorneys, Assistant Attorneys General, Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison and an Administrative Assistant.</p><p></p><p><br>
The primary responsibilities of the Division Chief include day-to-day supervision of all aspects of ERA&rsquo;s ratepayer advocacy at the Massachusetts Department of Public Utilities (DPU), ISO New England and New England Power Pool (NEPOOL), and the Federal Energy Regulatory Commission (FERC), as well as ERA&rsquo;s consumer protection enforcement practice related to retail electric suppliers and solar companies. This includes providing regular guidance regarding legal strategy and the review and approval of all regulatory filings, public comment letters, civil investigative demands, civil complaints, and settlement agreements. The Division Chief is responsible for the development and implementation of ERA&rsquo;s strategic policies, including its policy with respect to the Commonwealth&rsquo;s statutorily mandated clean energy goals, and regularly engages with the Legislature regarding Massachusetts energy policy and proposed legislation.</p><p></p><p><br>
The Chief also is responsible for maintaining relationships and lines of communication with key external stakeholders, and regularly attends and presents at conferences, convenings, and other events to ensure ERA&rsquo;s representation of ratepayers in every venue in which the Commonwealth&rsquo;s energy policy is discussed and considered. The Division Chief also is responsible for the overall administration of the Division, including hiring and all other personnel matters, drafting periodic reports of the Division&rsquo;s work, attending regular meetings with the Attorney General and other senior staff, and organizing Division outings as well as occasional gatherings to celebrate milestones in the Division. As time permits, the Division Chief personally handles significant or sensitive matters.</p><p>

<p>Attorney General Andrea Joy Campbell seeks an experienced leader to join her management team as Chief of the Energy &amp; Ratepayer Advocacy Division (ERA). Pursuant to G.L. c. 12, &sect; 11E, ERA advocates on behalf of the customers of Massachusetts&rsquo; electric, gas, and water companies. ERA&rsquo;s mission includes holding utilities accountable for providing just and reasonable rates; advocating for a smart, cost-effective and equitable clean energy transition; and protecting consumers from predatory energy companies.<br>
</p><p></p><p>Primary Duties: The Division Chief, along with a Deputy Chief, is responsible for supervising and directing the activities of a division of approximately 23 employees, including Managing Attorneys, Assistant Attorneys General, Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison and an Administrative Assistant.<br>
</p><p></p><p>The primary responsibilities of the Division Chief include day-to-day supervision of all aspects of ERA&rsquo;s ratepayer advocacy at the Massachusetts Department of Public Utilities (DPU), ISO New England and New England Power Pool (NEPOOL), and the Federal Energy Regulatory Commission (FERC), as well as ERA&rsquo;s consumer protection enforcement practice related to retail electric suppliers and solar companies. This includes providing regular guidance regarding legal strategy and the review and approval of all regulatory filings, public comment letters, civil investigative demands, civil complaints, and settlement agreements. The Division Chief is responsible for the development and implementation of ERA&rsquo;s strategic policies, including its policy with respect to the Commonwealth&rsquo;s statutorily mandated clean energy goals, and regularly engages with the Legislature regarding Massachusetts energy policy and proposed legislation.<br>
</p><p></p><p>The Chief also is responsible for maintaining relationships and lines of communication with key external stakeholders, and regularly attends and presents at conferences, convenings, and other events to ensure ERA&rsquo;s representation of ratepayers in every venue in which the Commonwealth&rsquo;s energy policy is discussed and considered. The Division Chief also is responsible for the overall administration of the Division, including hiring and all other personnel matters, drafting periodic reports of the Division&rsquo;s work, attending regular meetings with the Attorney General and other senior staff, and organizing Division outings as well as occasional gatherings to celebrate milestones in the Division. As time permits, the Division Chief personally handles significant or sensitive matters.<br>

</p><ul><li>Must be a member of the Massachusetts Bar.
</li><li>At least seven (7) years of legal experience, with at least five years of regulatory or administrative law experience relevant to ERA&rsquo;s work.
<ul><li>Ability to litigate on both policy and technical issues, with emphasis on those involving economic, financial, and accounting issues.
</li></ul></li><li>Demonstrated management skills and the ability to demonstrate effective communication, writing, legal-analytical, negotiation, oral advocacy skills, and sound judgment.
</li><li>Ability to collaborate and represent the Office with internal and external stakeholders, including constituents, press, and other state, federal, and municipal officials.
</li><li>Demonstrated ability to understand diverse perspectives and interact with constituents and community members with empathy and sensitivity.

CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, child welfare, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.</div><div></div><div><br>

The Youth Advocacy Division (YAD), the juvenile defender division of CPCS, is committed to ensuring that every indigent child in Massachusetts has access to zealous legal representation in delinquency, GCL Revocation, juvenile murder, juvenile appeals, and youthful offender cases from a diverse and ever improving community of juvenile defenders consisting of both private assigned counsel and staff public defenders. YAD provides leadership, training, support, and oversight to the indigent juvenile defense bar in Massachusetts. As youth in Massachusetts have a right to jury trials, an Attorney in Charge (AIC) oversees a trial office which integrates the work of Trial Attorneys, a social service advocate (SSA), and an administrative assistant (AA) to fully address the legal and developmental needs of our clients.</div><div></div><div><b><br>

Roxbury is one of 23 official neighborhoods of Boston, which states that Roxbury serves as the &quot;heart of Black culture in Boston.&quot; Roxbury was one of the first towns founded in the Massachusetts Bay Colony in 1630. Today Roxbury is home to a diverse community which includes African American, Hispanic, Asian, and White families. The neighborhood has a total population of nearly 60,000 people. The MBTA provides subway and bus services to the Roxbury community. The YAD Roxbury Office is comprised of an AIC, six staff attorneys, a Social Services Advocate, and an Administrative Assistant.</div><div></div><div><b><br>
RESPONSIBILITIES</b></div><div></div><div><br>
Trial Attorneys provide zealous legal representation on delinquency and youthful offender cases using the Positive Youth Development Approach, as well as using all the same criminal defense skills needed to practice in district and superior courts. They also provide post-dispositional advocacy and support to DYS committed youth, as well as school-based advocacy. Trial Attorneys also work on projects related to improving legal representation and outcomes for court involved children. In addition, Trial Attorneys play a leadership role in working towards reducing the racial and ethnic disparities in the juvenile legal system.</div><div></div><div><br>
Trial Attorneys may be assigned cases in other counties as needed.</div><div><br>

A Trial Attorney must be committed to serving a culturally diverse, low-income population and must be eligible to practice law in Massachusetts, either as a member of the Massachusetts bar in good standing, as a law school graduate under Supreme Judicial Court Rule 3:03, or as the member of the bar of another jurisdiction eligible to engage in limited Massachusetts practice under Supreme Judicial Court Rule 3:04;</li><li>
Access to an automobile in order to travel to courts, clients, and investigation locations that are not easily accessible by public transportation; and,</li><li>
Access to home internet access sufficient to work remotely.</li></ul><div><b>
