Job Summary:
</b></p><p>The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.</p>
<p>Established in January 2022, the CAO&rsquo;s House Digital Service (HDS) helps solve the unique technology challenges experienced by Member, Committee, and Leadership offices in Congress. From application design and development to data analysis and identifying the latest technological solutions, HDS's mission is to make sure the People&rsquo;s House is working efficiently for the American people.</p>
<p>HDS interns will assist the small and agile HDS team in their work, including research, design, implementation, coding, and testing of various technology solutions for congressional offices. HDS interns will learn what it's like to work with a modern, agile, user-focused, transparent, and collaborative development team.</p>

<p><b>** The CAO standard business hours are 8:30 a.m.- 5:30 p.m. Monday through Friday. This is a full-time, 40-hour-per-week internship that will require onsite attendance in Washington, D.C.</b></p>

<p><b>Primary Duties/Responsibilities:
 </b></p><ul><li>Design and build rapid prototypes of AI-driven web applications to demonstrate feasibility and value</li><li>
Integrate AI tools and libraries into existing web application products by building dashboards, chatbots, or backend components</li><li>
Explore large language models and other tools for tasks like text generation, summarization, chat interfaces</li><li>
Connect web chat clients to internal data sources by customizing Model Context Protocol (MCP) configurations</li><li>
Evaluating the effectiveness and validity of ML product outputs (accuracy, precision, recall, etc.)</li><li>
Conduct research on foundational and emerging ML/NLP methodologies, and provide strategic guidance to the team on optimizing key configuration parameters&mdash;including vector similarity metrics, decoding strategies, embedding dimensionality, and tokenization limits for improved performance and scalability in applied AI systems.</li><li>

The Vice President, Rural & Agricultural Policy, is a member of the ICBA Congressional Relations department with specific responsibility for legislative efforts related to rural and agriculture policy initiatives. This role works closely with ICBA’s Sr. VP, Agriculture & Rural Policy, particularly in lobbying the House and Senate Agriculture Committees. This individual will attend and speak to ICBA state associations’ ag lenders’ conferences; attend ag meetings and conferences and similar events when needed to help increase ICBA’s visibility at agricultural and industry events. This individual will interact with relevant federal agencies to help guide agricultural regulations impacting the ag banking sector. This person will contribute news items as needed for ICBA’s NewsWatchToday.

Duties & Responsibilities

<li>Play a key role in ICBA lobbying efforts to congressional agriculture committees, maintaining ongoing contact with members of Congress and their staffs regarding issues impacting rural America and agriculture that impact community banks.</li>
<li>Attend PAC events for members of Congress both in-town and occasionally out-of-town.</li>
<li>Participate in outreach to federal agencies including the USDA; Farm Credit Administration; CFTC and other agencies as needed.</li>

Qualifications

<li>Bachelor’s degree in agriculture, economics, or other related field required.</li>
<li>Minimum 3 years of Capital Hill experience required, with experience in the agricultural policy arena preferred.</li>
<li>Strong communications and relationship building skills with the ability to think proactively to cultivate relationships with members of Congress and their congressional staff.</li>
<li>Establish and maintain relationships with other lobbyists, trade associations and coalitions.</li>
<li>Work with association members for lobbying and informational purposes.</li>

Compensation and Benefits
<br>ICBA offers competitive compensation and benefits and is conveniently located in the nation’s capital. The target annual salary range for this role is currently $120,000 to $180,000 based on a regular, full-time schedule. The amount of compensation offered will be determined by several factors, including but not limited to experience, qualifications, market data and internal equity.
