</p><p>Leidos has an immediate career opportunity for a <b>Program Finance Analyst, Lead</b> to join our Undersea Systems Division. In this role, you will provide program finance support for multiple programs in the US West Coast, including planning, tracking, analysis, and reporting on projects of various contract type, size, complexity, and level of risk. This role has significant interface with Project Managers, Contracts, Senior Technical Personnel, as well as other organizations. You will work directly with the program manager to help define the program's goals; create and maintain a program's budget, schedule and prepare EAC. Additionally, you will prepare and present financial forecasts, reports and help with new business proposals for the customer.</p><p></p><p><b>
Primary Responsibilities:</b></p><ul><li>
Budgeting, forecasting, and analysis of all contract cost and financial data</li><li>
Ownership of monthly closing process, validating awards/bookings, backlog, revenue &amp; op income for each program you support</li><li>
Variance analysis and reporting of actual program financial performance against AOP and quarterly forecast</li><li>
Accountable for program billing (in coordination with Leidos Billing Team), cash collection, analysis and clearing of unbilled receivables</li><li>
Responsible and accountable for program financial forecast including development and overall management of program EAC</li><li>
Program start-up and maintenance &ndash; ensure project setup process is executed correctly</li><li>
Analyzes contract actuals for accuracy, identifies errors, ensures errors are corrected timely</li><li>
Creating and presenting monthly internal and external customer reports</li><li>
Responsible for program financial customer deliverables (CDRLs)</li><li>

Required Qualifications:</b></p><ul><li>
Bachelor's degree and 4+ years of prior relevant experience in program financial control. Additional relevant program financial control experience may be considered in lieu of degree</li><li>

Experience in defense contracting industry with knowledge of multiple contract types: CPAF, CPFF, FFP, T&amp;M</li><li>
Strong MS Office skills, in particular MS Excel</li><li>

The <b>Local Government Division (LGD)</b> partners with local governments, public entities, nonprofits, and others to strengthen the ability of local governments and community-based organizations to fund and develop critical services to their citizens. The division provides access to state and federal resources through grants and loans to plan, develop and build needed infrastructure and capital facility projects across the state. Efforts are made to make financial resources more accessible to applicants and recipients, and to prioritize the most critical projects and needs; LGD resources create jobs and grow business by initiating new opportunities for economic development. The division also supports communities with research and project management expertise, including technical assistance on a variety of subjects including, but not limited to, capital project development, infrastructure project funding strategies, local studies, and implementation of the growth management act (GMA). LGD is responsible for helping Washington grow sustainably by supporting local governments with planning and implementation of the GMA, encouraging smart growth and protecting our communities. This position provides expert, senior-level budget and program planning analysis for the Community Infrastructure and Assistance unit within the Local Government Division. The Local Government Budget team supports program operations by assisting them to secure adequate financial resources and to efficiently manage those financial resources in a manner consistent with state mandated budget requirements. This support is critical to the department in securing and safeguarding funding so we can achieve our mission. This position performs independent budget and program analysis for the operating and capital budgets and will serve as the primary analyst for their assigned portfolio.</div><p></p>

<div><div><b>LGD Unit level budget analyst activities</b><br>
<b>Tasks include:</b><br>
<ul><li>Provide expert level advice, review and analysis of assigned program&rsquo;s allotments, budget development and other budget tasks.</li><li>Monitor unit revenue and expenditures monthly and work with managers to identify, make recommendations and correct any issues.</li><li>Work closely with other members of the division budget team, central budget office staff and accounting office staff to establish roles and responsibilities to maximize staff resources and eliminate duplication, while ensuring sound financial management.</li><li>Independently lead all aspects of assigned program&rsquo;s operating and capital position management.</li><li>Develop and maintain a staffing file of all funded and unfunded positions for assigned portfolio.</li><li>Maintain staffing files with the most current payroll information and reflect position information as shown in HRMS.</li><li>Ensure staffing file balances to the allotted FTEs and maintain a reconciliation of staffing to AFRS data.</li><li>Utilize current staffing file information to update the Compensation Impact Model Analysis (CIMA) in the Salary Projection System (SPS) as requested by OFM.</li><li>Develop features to link source data to be centrally managed. Grant/Contract/Expenditure Tracking</b><br>
<b>Tasks include:</b><br>
<ul><li>Prepare and maintain monthly fiscal status reviews. Using Enterprise Reporting System reports, review actual expenditures against planned allotments and projections; review expenditure coding and submit correction requests for any inaccurate cost coding; create budget reports as tools to assist assigned program managers and answer inquiries.</li><li>Create and maintain a grant/contract tracking sheet for the assigned programs. This worksheet is to be used to monitor that expenditures are on track with available project balances, projected spending plans, and remain within appropriation balances. These worksheets are used in conjunction with the monthly budget status report process and when providing advice to program staff.</li><li>Running monthly projection/expenditure reports to verify contracts are within project/appropriation balance. Work with program managers to update projections as payments are submitted/approved.</li><li>Schedule monthly meetings with the assigned program&rsquo;s managing director and program managers to review the tracking worksheets, verify and update projections, and address any concerns or questions.</li></ul></div><div><b><br>
Budget Development and Fiscal Notes</b><br>
<b>Tasks include:</b><br>
<ul><li>Review operating and capital Budget Bills and Expenditure Authority Reports to accurately gather the funding information and ensure accurate coding is set up for all funding within the budget analyst&rsquo;s assigned units. This involves working with the Division Budget Manager, Central Budget Office, and Accounting Office if any issues with appropriate funding or codes.</li><li>Use Division spending plan templates, populate coding, staffing, and other object costs by Project/Subproject for assigned units.</li><li>Develop and make recommendations on the assigned portfolio&rsquo;s control numbers.</li><li>Develop control numbers using statistical methods, current spending patterns, program information, and research methods to arrive at allotments that represent program needs, are directly related to the agency strategic plan and performance management goals.</li><li>Effectively communicate recommendations and methodologies through budget briefs, narratives and visual displays of data that are clear and understandable.</li><li>Ensure the allotments represent the program priorities and focus on the budget outlook and planning.</li><li>Verify program spending plan roll-ups are within the appropriated funding by Expenditure Authority code whether for fiscal year appropriations or biennial appropriations.</li></ul>
 o Effectively note issues resulting in a unit being over the control numbers or if programs have fully planned for staffing and other program costs<br>
 o Verify remaining funding and work with program managers to resolve issues.<br>
 o Provide information to the Budget Manager to work with Division management and/or the CBO team if resolution cannot be agreed to remain with the appropriate funding level, or excess funds available for Division use.<br>
 o Document those appropriations and type (state, federal, capital).<br>
<ul><li>Prepare periodic allotment adjustments as priorities of the program change which include:</li></ul>
 o Developing features so that they are linked to source data and centrally managed.<br>
 o Building in automated features to gain the greatest efficiency after development and during maintenance periods.<br>
<ul><li>Provide cost estimates and reviews expenditure narrative information to ensure alignment with the fiscal note cost calculation tool for fiscal notes and decision packages.</li><li>Provide modeling, analysis and forecasting of dedicated funds and/or revolving loan accounts. This work is done at the beginning of each biennium, and as needed based on new funding during the supplemental budget timeframe.</li><li>Prepare and review A-19 invoices and contract payments.</li><li>Prepare journal vouchers for coding changes and corrections to ensure accurate costs.</li><li>Assist with federal grant modifications and closeout reporting for assigned portfolio.</li></ul></div><p></p>

Reporting to the Director of Inside Sales, this role is vital to the operations of our sales team and, ultimately, the growth of our business. Working collaboratively with our Sales and Marketing teams, your role is to identify potential leads and conduct business intelligence research that will fully equip them for client and prospective client meetings. From creating sales materials, presentations, and proposals that effectively communicate the value of Kharon to assisting with SOP implementation and the development of proposals and RFPs, you will be essential to the success of our team&rsquo;s existing initiatives, while paving the way for discovering future opportunities.</div><div><br>

RESPONSIBILITIES:</p><div><ul><li>
Support the Sales team in preparation for both client and prospective client meetings.</li><li>
Conduct business intelligence research on companies, industries, and geographies in the US, with a focus on sanctions, forced labor exposure and financial crime regulatory matters.</li><li>
Landscape and identify potential leads and entry points for business development purposes at banks, law firms, and most other commercial industries based in the US.</li><li>
Collaborate with Kharon marketing and research teams to support Kharon participation and attendance at industry events and conferences, to include drafting and editing of related proprietary material and collateral.</li><li>
Provide support on the development of proposals and RFPs.</li><li>
Assist our Sales Team with training and SOPs implementation.</li><li>
Support business development meetings, calls, and presentations by driving slide decks and taking notes.</li><li>
Identify opportunities to continuously improve and streamline business development and sales initiatives and operations.</li></ul></div><p>
QUALIFICATIONS:</p><div><ul><li>
A Bachelor&rsquo;s degree, preferably in Business, International Relations, Political Science, or a related field.</li><li>
Academic or professional exposure to global security, international relations, financial crime, compliance, or regulatory environments.</li><li>
A foundational understanding of compliance frameworks such as anti-money laundering, financial crime and illicit financing, sanctions regimes, and environmental, social and governance standards.</li><li>
2+ years of professional experience in a business development, sales support, research analyst, or operations role, preferably in B2B, SaaS, professional services, or federal/public sector.</li><li>
Strong research and analytical skills with experience conducting company, industry, or regulatory research, especially related to sanctions, forced labour, financial crime, or ESG.</li><li>
Proficiency in tools such as PowerPoint (or Google Slides), Excel (or Sheets), and CRM systems (e.g., Salesforce, HubSpot).</li><li>
Excellent written and verbal communication skills with demonstrated experience drafting proposals, pitch decks, and/or sales collateral.</li><li>
Highly organised with strong attention to detail and the ability to juggle multiple tasks and deadlines across teams.</li><li>
Keen sense of judgment, initiative, ownership, and follow-through, and high level of credibility, trust, and integrity.</li></ul></div><p>
