The Accounting Operations Manager is responsible for supervising, administering, evaluating, and coordinating assigned financial programs, operations, and activities involving expenditures from appropriated and non-appropriated funds. The Accounting Operations Manager provides leadership and direction to employees engaged in financial activities for payroll, travel, cash advances, and payments for other purchases and contracts. The manager ensures compliance with federal financial regulations, the Prompt Payment Act, GAAP, and internal controls.Key Responsibilities:&middot; Manage end-to-end accounts payable processes (sorting, coding matching and entering), subledger reconciliations, lead month-end/year-end closing, maintain vendor database, resolve all budget funding errors, and expense accruals for appropriated and non-appropriated payments.&middot; Manages electronic transfers, ACH, wires, and check runs, ensuring all payments are accurate and timely within various platforms, such as Secure Payment System (SPS) and International Treasury Services (ITS), etc.&middot; Supervises and executes bi-weekly payroll for federal and donated employees by maintaining various time-keeping systems, funding employee benefit accounts, and identifying and resolving payroll-related issues in collaboration with HR, third party payroll processors, and payroll administration.&middot; Direct all financial activities related to employee travel and travel credit card programs, ensuring travel policy compliance in coordination with the Finance Data Center.&middot; Supervises staff by planning tasks, assigning work, and evaluating performance against established standards.&middot; Responds to written and verbal inquiries and requests from external and internal customers.&middot; Supports financial statement audits by preparing and responding to Prepared By Client (PBC) requests and other audit inquiries.&middot; Assists Controller with cash management for appropriated and non appropriated payments.&middot; Ensures compliance with federal/state/local tax and other financial regulations for appropriated and non-appropriated funding payments.&middot; Develops recommendations for improvements in internal controls and develops justification for financial/accounting policy to prevent waste, fraud and abuse, and discourage errors and irregularities.&middot; Conducts research, analyzes data, and resolves discrepancies as assigned. The Accelerator provides critical services in career advancement, financial empowerment,family support, and housing stabilization.The Career Specialist will spend much time in the office on a Hybrid Schedule, completing their daily programmatic requirements and tasks and supporting the Career Mobility Action Plan (Career MAP) program participants and Career MAP Service Coordinators. The Career Specialist is responsible for supporting program participants in creating a comprehensive employability plan that can be achieved by the end of the program. Serve as the operational backbone of the Growth Office, ensuring consistent execution of business development processes and workflows.
 
Own maintenance and accuracy of BD trackers, pipeline tools, and reporting systems to ensure leadership visibility into all active opportunities.
 
Manage and organize business development materials, templates, and internal knowledge repositories to ensure consistency and accessibility.
 
Drive coordination across capture, proposal, and account management teams to ensure alignment, readiness, and timely execution of actions.
 
Capture Support & Opportunity Coordination
 
Coordinate capture operations including scheduling, logistics, and cross-functional alignment to ensure execution readiness for all capture activities.
 
Conduct research and intelligence gathering using primary and secondary sources, including GovWin and related GovCon tools, to support opportunity evaluation.
 
Support development of materials for capture reviews, gate decisions, and internal pursuit discussions.
 
Track and drive follow-up on action items from capture and BD meetings, ensuring accountability and closure across stakeholders.
 
Coordinate engagement with technical SMEs and functional leads to support readiness for capture sessions and working groups.
 
Tools, Systems & Data Management
 
Serve as a power user of GovWin, CRM systems, SharePoint, and other government contracting business development platforms.

Support continuous improvement of BD workflows, templates, and tracking systems to improve efficiency, data integrity, and visibility.
 
Leverage AI-enabled tools and automation workflows to accelerate opportunity research, synthesize intelligence, streamline tracking updates, and improve capture readiness outputs.
 
Association & Industry Engagement Operations
 
Manage organizational memberships across key government and industry associations.
 
Maintain and operate an Associations Calendar, including events, attendees, and engagement tracking.
 
Monitor association updates, newsletters, and industry intelligence sources to identify relevant engagement and opportunity signals.
 
Coordinate internal attendance at events and support decision-making on participation.
 
Track association budgets, renewals, and expenditures.

Required Qualifications

Responsible for the management of the law library systems, personnel, services and physical space.
