</b></p><div><ul><li><p>Pakistan faces long-standing and complex challenges related to irregular migration, Trafficking in Persons (TIP), and Smuggling of Migrants (SOM). These issues are driven by a multitude of interrelated factors, including socio-economic disparity, limited livelihood opportunities, porous borders, natural disasters, and increasing unemployment, particularly among youth in migration-prone areas such as Punjab. As a result, Pakistan continues to serve as both a source and transit country, with significant irregular outflows to the Gulf, Europe, and other regional destinations via high-risk migration routes.
</p><p>In response, the Government of Pakistan (GoP) has undertaken significant efforts to address these challenges. Notably, in 2018, dedicated laws on TIP and SOM were enacted, followed by the launch of the National Action Plan (NAP) 2021&ndash;2025, which provides a strategic framework anchored on five core pillars: Prevent, Protect, Pursue, Prosecute and Partnership.
</p><p>The project activities include two TIP Coordination Committee workshops and six service delivery sector trainings to strengthen institutional coordination and enhance survivor-centered responses aligned with national frameworks and IOM standards.

<p>
Over the years, the Pakistan Poverty Alleviation Fund (PPAF) has organized numerous capacity-building initiatives aimed at bridging performance gaps and enhancing the professional capabilities of its staff. In continuation of these efforts and considering the evolving fiscal landscape and recent amendments in taxation laws, PPAF intends to conduct a two-day customized training on Tax Management and Latest Changes in Tax Laws. The training will cater to staff from the Administration, Finance, Internal Audit, and Procurement Units, who are directly involved in tax-related transactions and compliance matters.</p>

The proposed training is expected to enhance participants&rsquo; understanding of income tax and sales tax regulations and their application in PPAF&rsquo;s operational context.</p>

3.</b><b> Objectives</b></p>

The overall objective of this assignment is to enhance the understanding and capacity of relevant PPAF staff on taxation systems, compliance, and management of recent amendments in tax laws.</p>

<p><b>5 Testing, Quality Assurance, and Deployment</b></p>

<li>Execute a structured test plan: unit, integration, end-to-end, performance/load, security testing, and UAT.</li>
<li>Conduct UAT in the two newly onboarded provinces and ensure the NDHH is ready to for routine use.</li>
<li>Establish monitoring and operational procedures; configure alerts and routine checks (operational sustainability).</li>
</ul>
<p><b>6 Documentation, Training, Capacity Building, and Handover</b></p>
<ul>
<li>Produce comprehensive technical documentation (NDHH architecture, APIs, interoperability mechanisms, and end to end data flows), user guides, and training materials and conduct structured training sessions.</li>
<li>Strengthen NIH/NHDC operational capacity through hands-on administration, supervised operations, and progressive handover.</li>
</ul>
<p>Focal points nominated by the Director General (Health) and NIH will be actively engaged in the activity. Staff of HPSIU and the Ministry will also be engaged in the activity.</p>

Sustainability: Capacity Building, Institutionalisation, and/or Transition Planning
</b></p><p><b><i>Capacity Building:</i></b> Targeted trainings, on-the-job mentoring, and practical guidance will strengthen NIH/NHDC and provincial capacity to operate, maintain, and routinely use NDHH, including interoperability, analytics, and decision-support functions.</p>
<p><b><i>
Institutionalisation: </i></b>NDHH to be embedded within existing government HIS structures through formal governance arrangements, standard operating procedures, data-sharing agreements, and alignment with national data and interoperability standards.</p>
<p><b><i>
Transition Planning:</i></b> A phased handover will transfer full operational ownership to NIH/NHDC and provinces, supported by complete documentation, system access transfer, and formal validation of government readiness at the end of Phase II.</p>
