<li>Propose redactions in accordance with FOIA exemptions, the Privacy Act, and applicable DHS/ICE policies.</li>
<li>Prepare draft responses for FOIA requests, appeals, fee waivers, and litigation-related actions for Government review.</li>
<li>Ensure protection of Personally Identifiable Information (PII), procurement-sensitive, and law-enforcement&ndash;sensitive information.</li>
<li>Track FOIA requests from receipt through closure using Government-provided tracking systems.</li>
<li>Archive records and determine proper disposition in accordance with approved records management procedures.</li>
<li>Identify sensitive or high-visibility requests and alert Government personnel when coordination with other offices is required.</li>
<li>Assist Government personnel by preparing summaries, background materials, and draft explanations regarding FOIA applicability to acquisition records (without providing legal advice).</li>
<li>Propose updates to FOIA-related guidance and internal procedures as requested.</li>
</ul>
Procurement &amp; Acquisition Support
<ul>
<li>Review contract files and acquisition documentation for completeness and responsiveness.</li>
<li>Coordinate with acquisition, contracting, and data management teams to locate and manage responsive records.</li>
<li>Support responses to procurement-related data calls, audits, and Congressional inquiries.</li>
<li>Maintain awareness of milestones, deadlines, and reporting requirements related to acquisition transparency.</li>
<li>Prepare reports summarizing FOIA activity, trends, and workload metrics.</li>
<li>Participate in Integrated Product Teams (IPTs), as appropriate.</li>
</ul>
Required Qualifications:
<ul>
<li>Bachelor&rsquo;s degree from an accredited U.S. college or university.</li>
<li>Degree in business, contracting, information management, public administration, or law preferred.</li>
<li>In lieu of a bachelor&rsquo;s degree, six (6) years of relevant federal procurement or FOIA experience may be substituted.</li>
<li>Minimum of four (4) years of documented experience performing procurement analyst or FOIA specialist functions supporting a Federal Government agency.</li>
<li>Demonstrated experience reviewing acquisition and contract files.</li>
<li>Functional expertise in preparing documentation and responses for FOIA and Privacy Act requests.</li>
<li>Ability to work directly with clients and minimal direct supervision.</li>
<li>Ability to obtain and maintain Public Trust Clearance.</li>
</ul>
Knowledge &amp; Skills:
<ul>
<li>Working knowledge of the Federal Acquisition Regulation (FAR).</li>
<li>Working knowledge of FOIA, the Privacy Act, and federal transparency requirements.</li>
<li>Ability to analyze complex records and apply appropriate exemption logic.</li>
<li>Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint).</li>
<li>Strong written and verbal communication skills.</li>
<li>Strong analytical, organizational, and records management skills.</li>
<li>Demonstrated ability to safeguard sensitive, procurement-sensitive, and law-enforcement&ndash;sensitive information.</li>
</ul>
Preferred Qualifications:
<ul>
<li>Experience supporting the Department of Homeland Security or Immigration and Customs Enforcement acquisition organizations.</li>
<li>Experience handling Congressional inquiries related to procurement actions.</li>
<li>Experience managing FOIA cases involving acquisition, source selection, or contract administration records.</li>
<li>Familiarity with government contract writing or acquisition systems (e.g., PRISM).</li>
