About the role
Qualifications and Experience
Candidates should meet the qualification and experience requirements specified in the attached job analysis form:
- Master’s degree in Data Management, Information Technology, Computer Science, Information Systems, Data Science, Statistics, or another closely related discipline, with approximately 10–13 years of total experience, including 8–10 years of relevant Data Management experience and 2–3 years of supervisory or lead experience; or
- Bachelor’s degree in a relevant discipline, with approximately 12–15 years of total experience, including 9–11 years of relevant experience and 3–4 years of supervisory or lead experience.
- Strong professional communication capability is required. Arabic and English capability is strongly preferred, particularly for candidates expected to prepare governance documentation and engage with government stakeholders.
Core Data Management Expertise
Candidates should demonstrate proven consulting and implementation experience across several of the following areas:
- Enterprise Data Governance framework design and operationalization
- Current-state and Data Management maturity assessments, gap analysis, and improvement roadmaps
- Data Quality frameworks, dimensions, business rules, controls, scorecards, monitoring, root-cause analysis, and remediation planning
- Metadata Management, including business glossaries, data dictionaries, data catalogues, lineage, ownership, and stewardship
- Master Data Management (MDM), reference data, Golden Record, matching, survivorship, deduplication, and authoritative data sources
- Enterprise Data Modelling, including conceptual and logical models
- Data classification, privacy, security, risk, retention, and regulatory compliance
- Data exchange and interoperability, including APIs, data contracts, integration standards, and cross-system data flows
- Data strategy, operating models, annual roadmaps, KPIs, governance controls, risk registers, and executive reporting
- Development of policies, standards, procedures, SOPs, governance playbooks, and formal documentation suitable for organizational approval
Emerging and Strategic Capabilities
Priority should be given to candidates who can support emerging Digital Dubai requirements, particularly:
- AI-ready data, including data readiness assessments, fitness-for-purpose and quality for AI, metadata, lineage and provenance, ownership, privacy-by-design, and ongoing governance
- Dubai Registers and authoritative data sources, including register governance, ownership models, unified definitions, Data Quality, metadata, unique identifiers, interoperability, and single-source-of-truth principles
- Government-wide data exchange, including entity onboarding, data inventory and prioritization, classification, metadata onboarding, data contracts, compliance monitoring, and ongoing data maintenance
- Automation of Data Management controls, including automated profiling, validation, Data Quality monitoring, workflow tracking, and management dashboards
- Experience translating strategies and frameworks into practical operating models, implementation roadmaps, governance controls, measurable KPIs, and sustainable operational processes
- Ability to bridge business, governance, policy, and technical teams, rather than being limited to either policy documentation or technical implementation alone
Government and Stakeholder Experience
The preferred candidate should have:
- Strong experience in government, public-sector, regulated, or complex federated environments
- Experience working across multiple entities and coordinating business owners, data owners, stewards, legal, compliance, information security, architecture, engineering, and platform teams
- Ability to facilitate workshops, achieve stakeholder alignment, present recommendations to senior leadership, and manage competing priorities
- Strong executive writing, presentation, negotiation, advisory, and change-management skills
- Experience building internal capability through structured knowledge transfer, training, governance playbooks, and mentoring
Preferred Frameworks, Certifications, and Tools
Preference may be given to candidates with:
- CDMP, DCAM, Certified Data Governance Professional, Certified Data Quality Professional, or equivalent professional credentials
- Practical knowledge of DAMA-DMBOK, DCAM, ISO 8000, and recognized Data Management maturity or governance frameworks
- Experience with enterprise Data Governance, Data Quality, metadata, or data catalogue platforms such as Ataccama, Collibra, Alation, Informatica, or equivalent platforms
- Working knowledge of SQL, data profiling, Power BI or Tableau, and modern data platforms
- Project or programme management certification or experience, such as PMP, particularly for candidates who have led or managed enterprise-wide data transformation initiatives
