The Impact You Will Make
In this role, you&rsquo;ll oversee analytics and data science work across some of our biggest clients and help develop new data-driven solutions to power more effective campaigns across advertising and strategic communications.
You&rsquo;ll lead targeting and measurement work across the entire lifecycle of campaigns, managing the work from our data science team and serving as a strategic counselor to both internal teams and our clients. About ISW:

As the world continues to witness the devastating impact of armed conflict, the need for objective, real-time, unbiased analysis has never been greater. When decision-makers need information&mdash;from policymakers to humanitarian aid organizations to military leaders on the ground&mdash;time and time again, they turn to the Institute for the Study of War. 
ISW has a unique, dual mission: to provide real-time intelligence to help leaders make informed decisions in conflict zones around the world and educate the next generation of national security leaders. This work is carried out through the General Jack Keane Center for National Security and the General David H. Petraeus Center for Emerging Leaders. 
Position Summary:

Reporting to the Director of Development of the Institute for the Study of War (ISW) and serving as an integral member of the ISW team, the Major Gifts Officer (MGO) will initiate, manage, nurture, and enhance relationships with a portfolio of 75-100 philanthropic prospects capable of making gifts of $25,000 or more from individuals, foundations, and corporations. As a predominantly prospect-facing member of the ISW team, the MGO will be charged with ensuring effective identification, qualification, cultivation, solicitation, and stewardship of prospects, as well as acquiring new major gift donors and improving the probability of continued and increased support among existing donors. Job Duties and Responsibilities:

Overview: IBTCI is seeking a Security Assistance Data Analyst to support a proposed task order aimed at enhancing the Office of Security Assistance (PM/SA)&rsquo;s capacity to provide effective program management, design, monitoring and security assistance oversight. PM/SA oversees U.S. foreign assistance programs aimed at building partner military capacity to advance U.S. foreign policy. The Office currently manages three security assistance accounts: Foreign Military Financing (FMF), International Military Education and Training (IMET), and the National Security Engagement Account (NSEA) (formerly Peacekeeping Operations (PKO)). Additionally, the Office provides concurrence authority for the U.S. Department of War (DOW)&rsquo;s security assistance programs under U.S.C. Title 10 (&ldquo;Title 10 programs&rdquo;). The PM Bureau&rsquo;s need to provide consistent oversight of U.S. security assistance programs is vital. In a context of scarce resources, the need to demonstrate clear alignment with U.S. Foreign policy through effective program management is paramount.
General Duties and Responsibilities: The Security Assistance Data Analyst (serves as the office&rsquo;s primary data analyst, responsible for managing, analyzing, and optimizing data and information to support budget tracking and responses to Requests for Information (RFIs) in coordination with program managers and the Defense Security Cooperation Agency (DSCA). This role requires expertise in data management and visualization, leveraging the Microsoft suite of applications to develop workflows, dashboards, and other tools that enhance operational efficiency and decision-making. The Data Analyst will ensure data accuracy, streamline reporting processes, and provide actionable insights to support program objectives. Additionally, the analyst will collaborate with stakeholders to identify data-driven solutions, maintain compliance with relevant policies, and contribute to the continuous improvement of security assistance operations. The Security Assistance Data Analyst shall:
<ul><li>Support PM/SA program officers in the budgeting and execution process of the office's multi-billion-dollar accounts, including general accounting; data entry and validation; reconciliation; and reporting from the data management systems in use.</li>
<li>Liaison with the Defense Security Cooperation Agency (DSCA) and account examiners at the Office of Management and Budget, as directed.</li>
<li>Track the funding approval process for over $6 billion in security assistance programming annually, including the clearance process within State, the U.S. Department of War, and the Office of Management and Budget.</li>
<li>Provide budgetary research, data collection, validation, analysis, modeling and reporting of country program activities for a variety of briefings and products, optimize current data management systems.</li>
<li>Provide timely responses to requests for budgetary and financial data and information pertaining to the funding approval process.</li>
<li>Support program officers to assist with and provide budget formulation and analysis support for all PM/SA programs, and incorporating strategic planning elements as related to the Department&rsquo;s various and relevant strategy documents, as well as metrics and performance measures in the budget formulation exercise.</li>
<li>Perform analytical, forecasting and interpretive functions for the management and control of budgetary and financial resources, including tracking current and prior year funds for programs supported by the office.</li>
<li>Perform studies and audits on control, allocation and allotment of funds throughout the year, assuring that allocations and allotments are in accordance with pertinent laws, e.g., Appropriations Laws, Foreign Assistance Act, the Arms Export Control Act, and other financial and legislative regulations.</li>

Minimum Education/Experience:

Working Days and Hours: This position will be based in Washington, DC. Regular hours for the positions will be the regular hours for the Washington, DC metropolitan area, 8:15 am &ndash; 5:00 pm EST; however, positions may be permitted to work alternative work schedules (AWS) as needed and approved, while adhering to the PM Bureau&rsquo;s core hours, currently 10:00 am to 3:00 pm, and in-person requirements for PM/SA. Working schedules must be approved and must comply with all applicable access and security requirements of the facility where the work is performed.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
