Position Summary 
 
Reporting to the Executive Director, Public Affairs, the Director, Public Affairs will drive Bristol Myers Squibb's integrated public affairs strategy at the federal and state levels and in key priority markets, advancing the company's policy agenda, enterprise priorities, and reputation with critical government, political, and stakeholder audiences. 
 
Based in Washington, D.C., this role sits at the intersection of politics, policy, and corporate strategy. The Director will serve as a strategist and operator, collaborating on and executing sophisticated public affairs campaigns that build support for BMS's positions, educate and engage stakeholders on harmful public policy, and strengthen the company's standing among influential decision-makers in and around the nation's capital. 
 
This position requires a seasoned political and public affairs professional who brings deep experience with high-stakes, multi-stakeholder campaigns, and who understands how to leverage digital engagement, coalition building, third-party advocacy, and strategic communications to advance a complex legislative and regulatory agenda. Experience in the health care sector, pharmaceutical industry, or business community is strongly preferred. 
 
Key Responsibilities<ul><li>
Implement Strategic Public Affairs Campaigns: Identify and develop integrated public affairs strategies to advance BMS's public policy priorities, protect enterprise interests, and build political support for the company's positions with Members of Congress, state legislators, Administration officials, and other key stakeholders.</li><li>
Advocacy &amp; Digital Strategy: Execute advocacy programs that activate key constituencies, utilizing digital engagement best practices to amplify BMS's policy positions, and expand the company's political footprint in priority regions and markets.</li><li>
Cross-functional Collaboration: Partner closely with U.S. Policy &amp; Government Affairs teams to ensure alignment between public affairs strategy and broader business and policy objectives.</li><li>
Political Intelligence &amp; Landscape Analysis: Monitor, analyze, and provide guidance on the federal and state political environments, legislative developments, regulatory activity, and election dynamics that may create risk or opportunity for BMS. Translate complex political and policy intelligence into clear, actionable strategic recommendations for senior leadership.</li><li>
Stakeholder Engagement &amp; Coalition Building: Work cross-functionally with BMS teams to identify, cultivate, and manage relationships with key political, policy, and advocacy stakeholders-including patient groups, professional associations, business coalitions, think tanks, and community organizations to build durable support for BMS's policy agenda.</li><li>
Campaign Planning &amp; Execution: Develop and manage comprehensive public affairs campaign plans, including message development, paid media strategy, digital engagement, and field operations, to advance BMS's enterprise priorities and policy positions.</li><li>
Reporting &amp; Metrics: Track and evaluate the effectiveness of public affairs programs and campaigns, providing regular reporting to the Executive Director on progress, outcomes, and strategic adjustments.</li></ul>
Qualifications &amp; Experience<ul><li>
A minimum of 8-10 years of demonstrated experience in political campaigns, corporate public affairs, advocacy, or a related field-with a proven track record of designing and executing successful strategic campaigns at the state, federal or national level.</li><li>
Familiarity with the federal legislative and regulatory process, as well as federal and state political landscapes.</li><li>
Experience in the health care sector, pharmaceutical or biotechnology industry, or the broader business community strongly preferred; a working understanding of U.S. health policy, drug pricing, and patient access issues is a significant asset.</li><li>
Demonstrated success in stakeholder engagement, coalition building, and managing complex, multi-party relationships toward a defined strategic outcome.</li><li>
Strong political instincts and judgment-ability to read political environments quickly, identify opportunities and threats, and advise senior leadership with confidence and clarity.</li><li>
Expertise in integrated campaign strategy and vendor management, including earned and paid media, digital and social advocacy, grassroots and grasstops mobilization, and stakeholder communications.</li><li>

The Director, US Policy Research &amp; Economics will serve a critical role in generating evidence to support federal and state policy and advocacy priorities in the broader Global Policy &amp; Government Affairs organization. Position Summary 
 
The Director, International Policy Analytics will lead analytical assessments of ex U.S. pharmaceutical policy and pricing reforms, translating complex international policy developments into decision-ready insights that inform enterprise strategy, policy research evidence generation, and external policy engagement. This role will focus on evaluating the impact of policies related to government pricing, reimbursement, and trade policies across priority international markets, including Europe, Asia -Pacific, and other key geographies. 
 
The individual will partner closely with the International Policy and Government Affairs team and other cross functional stakeholders to assess portfolio and enterprise implications of diverse policy frameworks-such as health technology assessment (HTA) reforms, external reference pricing, price controls, budget impact policies, managed entry agreements, and -trade related measures-and synthesize insights for senior leadership. This role plays a critical part in ensuring BMS leadership understands the global and cross market implications of international policy developments in a rapidly evolving environment. 
 
Key Responsibilities<ul><li>
Lead analytical assessments of international pharmaceutical policy reforms across priority ex U.S. markets, including pricing, reimbursement, access, HTA, and -trade related- policies.</li><li>
Develop, maintain, and apply analytical frameworks and models to assess the portfolio and enterprise impact of international government pricing and reimbursement policies.</li><li>
Monitor and interpret international statutes, regulations, policy guidance, and HTA processes, translating complex and market specific- policy developments into actionable insights.</li><li>
Support policy research evidence generation by producing robust analyses that inform international policy positions, evidence packages, and advocacy narratives.</li><li>
Partner with the international policy team to provide analytics that support external policy engagement with governments, regulators, HTA bodies, and other policy stakeholders.</li><li>
Assess cross market- and spillover effects of international policy reforms (e.g., reference pricing, trade dynamics, global affordability initiatives) and their implications for enterprise strategy.</li><li>
Prepare clear, executive ready- presentations and written materials that communicate analytical findings, uncertainties, and strategic tradeoffs to senior leadership.</li><li>
Collaborate cross-functionally -with Global Health Systems Analytics, Global Pricing, Global Market Access (MAx), Regional Market Access teams, Legal, HEOR, Finance, and Business Insights &amp; Technology (BIT).</li><li>
Track emerging international policy trends and identify potential risks and opportunities, escalating insights and recommendations as appropriate.</li><li>
Leverage digital tools and AI e-nabled analytics to enhance analytical rigor, efficiency, and scalability across international policy assessments.</li><li>
Provide guidance, prioritization, and quality oversight for international policy analytics deliverables.</li><li>
Mentor and develop team members and contribute to broader Global Policy Analytics capability-building.</li></ul>
Qualifications<ul><li>
Advanced degree preferred (e.g., MPH, MPP, MBA, PhD, PharmD, or equivalent).</li><li>
7-10+ years of experience in international health policy, pricing, reimbursement, HTA, or policy analytics.</li><li>
Strong understanding of international pharmaceutical policy frameworks, including government pricing, reimbursement systems, HTA processes, and access policies.</li><li>
Experience analyzing cross-market policy dynamics and understanding how international reforms impact global portfolio strategy.</li><li>
Demonstrated ability to synthesize complex, heterogeneous policy environments into clear, actionable insights.</li><li>
Strong written and verbal communication skills, with experience supporting executive-level discussions.</li><li>
Ability to operate effectively in ambiguous, fast-moving international policy environments.</li><li>
Experience working in cross-functional, matrixed organizations.</li><li>

Ensure DCPL is in compliance with the Language Access Act, including the placement of appropriate signage informing customers of the availability of translation services through the official Language Access Line.</li><li>
Develop and submit quarterly and annual reports.</li><li>
Develop DCPL&rsquo;s Language Access plan.</li><li>
Serve as DCPL&rsquo;s liaison with the Mayor&rsquo;s Office on Language Access Services and the Mayor&rsquo;s constituent services offices, including the Mayor&rsquo;s Offices on Latino Affairs, African Affairs, Asian Affairs, and Caribbean Affairs.</li><li>
Conduct language access and cultural sensitivity training, including training on communication skills and customer service techniques for interactions with customers of various cultural backgrounds.</li><li>
Ensure that the cultural nuances of DCPL&rsquo;s diverse multicultural community are taken into consideration in the agency&rsquo;s customer experience strategies, customer education campaigns, community engagement, and other public-facing initiatives.</li><li>
Collaborate with DCPL&rsquo;s Communications Team to ensure DCPL&rsquo;s communications materials and campaigns, including print, electronic, social media and websites, resonate with a culturally diverse audience.</li><li>
Create and maintain a process for ongoing engagement with stakeholders in the District&rsquo;s Multicultural Community.</li><li>
Convene and lead DCPL&rsquo;s Multicultural Advisory Committee &ndash; a team of internal and external stakeholders who will guide and support outreach to the agency&rsquo;s multicultural customer base, including Diaspora organizations and Embassies.</li><li>
Advise DCPL&rsquo;s Events and Exhibits, Public Services, Adult Learning, and other departments throughout the agency, in the design of programs, exhibits, and events that reflect the District&rsquo;s cultural diversity.</li><li>
Support the Director of Customer Experience in customer journey mapping, monitoring, and measuring the quality of the agency&rsquo;s customer service delivery, customer data collection, identifying trends and patterns in customer feedback, evaluating customer-facing processes throughout the agency, and making recommendations for process improvements.</li><li>
Collaborate with the Communications and Collections Departments to design collection display standards and develop a collection display calendar.</li><li>

 MINIMUM QUALIFICATION REQUIREMENTS<ul><li>
Bachelor's degree in Business Administration from an accredited college and/or university</li><li>
1-2 years of experience in Customer Service or Customer Experience Role in a public sector/government environment</li><li>
1-2 years of experience in developing customer education campaigns</li><li>
1-2 years of experience in conducting language access, cultural sensitivity, and customer service training</li><li>
Comprehensive knowledge of Language Access Compliance and/or working with culturally diverse community stakeholders throughout the District.</li><li>

LICENSES AND CERTIFICATIONS

WORKING CONDITIONS/ENVIRONMENT
The work is, generally, sedentary in nature; however, there may be local travel (within the District) to meetings, events, and activities, as well as walking, standing, and bending.

Tour of Duty/Schedule: This position primarily works during standard business hours with flexibility to perform duties during evenings and weekends to support operational needs.

Appointed Salary - The selected incumbent will be appointed at the appropriate salary rate of CS 13 based on the DPM's guidelines.
Budgeted Salary - This position is budgeted for a minimum salary of $106,763 to a maximum salary of $120,451.

RESIDIENCY REQUIREMENT
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment. 
EMPLOYMENT BENEFITS
Selectee will be eligible for health and life insurance, annual (vacation) and sick leave, and will be covered under the District of Columbia government's retirement plan. However, if the selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
