<div><p><b>JOB DESCRIPTION:</b></p><div>
Pinao Consulting is seeking a Congressional Support Analyst / Management Analyst (Senior) to serve as senior advisor on legislative affairs; lead complex responses and briefings to external stakeholders. This role will provide a variety of high-level support and analysis to the F-35 JPO community by supporting the drafting, development, and coordination and preparation of staffing papers and packages in response to Congressional Staff and Congressional inquiries; providing quick turn analysis on F-35 programmatic/financial impacts of Congressional bills; and attending Congressional hearings and briefings with the F-35 staff.</div><div></div><p><b><br>
DUTIES and RESPONSIBILITIES:</b></p><ul><li>
Lead development of executive‑level briefings and formal replies to committees and staffers.</li><li>
Provide strategic counsel to JPO leadership on legislative risks/opportunities; advise on engagement strategies.</li><li>
Coordinate multi‑office inputs; ensure technical and financial elements are consistent and defensible.</li><li>
Mentor journeyman analysts; enforce quality standards and SLAs.</li></ul><div></div><div><b><br>

Skills / Qualifications:</b></div><ul><li>
Deep knowledge of DoD policy, appropriations/authorization processes, and Hill protocol.</li><li>
Senior‑level communication and negotiation.</li><li>
Experienced in Microsoft Office Suite</li></ul><div></div><div><b><br>
Education:</b></div><ul><li>
Minimum Bachelors degree in related subject or discipline OR equivalent combination of education and work experience</li></ul><div></div><div><b><br>
Security Clearance:</b></div><ul><li>
Must be a U.S. Citizen and hold a Secret Clearance</li></ul><div></div><div><b><br>
Work Experience:</b></div><ul><li>
Minimum 10 years performing duties described in the description above; at least 5 years of experience working on or with Capitol Hill, in a legislative affairs or policy role within a federal agency, or in a government relations role, with a mix of government and defense or private sector experience.</li></ul><div></div><div><b><br>
