This position leads and oversees the team focusing on utilization management inpatient medical necessity reviews and transitions of care (TOC) efforts, including post-discharge outreach and onsite facility engagement, to support safe, timely, and effective transitions across care settings. 
 
This leader partners closely with the broader Utilization Management team, network facilities, and vendors to develop and optimize workflows that ensure regulatory compliance, operational efficiency, and high-quality member outcomes. The role plays a key part in driving performance across clinical quality, timeliness, and care coordination while strengthening relationships with providers and improving the overall member experience.

To be successful in this role, you:

<li>Hold a current, unrestricted RN license in the State of Washington.</li>
<li>Have a bachelor&rsquo;s degree in nursing or an advanced clinical degree, or additional advanced clinical training, preferred.</li>
<li>Have a minimum of three (3) years UM or CM experience required.</li>
<li>Have a minimum of three (3) years leading teams required, experience working with remote workers desired OR a minimum of three (3) years in a supervisory or management role required.</li>

Essential functions and Roles and Responsibilities:
<ul>
<li>Lead and manage the daily operation of the department, including staffing and scheduling, ensuring timely completion of UM reviews and Transition of Care activities (post-discharge calls and onsite facility visits).</li>
<li>Oversee TOC workflows, including 72-hour post-discharge outreach, member engagement, and coordination with inpatient and community providers to support safe transitions and reduce readmissions.</li>
<li>Support and operationalize onsite facility engagement, partnering with hospitals and facilities to facilitate discharge planning, remove barriers, and improve follow-up care compliance.</li>
<li>Ensure staff are trained and equipped to meet UM, TOC and engagement performance targets including clinical quality and financial outcomes.</li>
<li>Establish and monitor individual and team performance goals, providing coaching and taking appropriate action to ensure that goals are achieved.</li>
<li>Collaborate with the Director of Clinical Utilization Management to develop and implement initiatives, develop tactical plans, drive performance, and achieve targets.</li>
<li>Ensure staff members maintain competency in UM reviews, TOC processes, and regulatory requirements.</li>
<li>Promote on-going staff development through education and opportunities for professional development.</li>
<li>Monitor departmental performance against key metrics (e.g timeliness, TOC compliance, readmission, quality of reviews) and implement process improvement.</li>
<li>Lead and participate in departmental and interdepartmental workgroups to continually enhance the delivery of programs and services and proactively respond to changing client and market expectations.</li>
<li>Ensure that all services are delivered consistently with applicable internal policies and procedures, regulatory agency requirements, and standards of practice for utilization management and transitions of care.</li>
<li>Ensure processes and documentation meet NCQA and all regulatory requirements.</li>
<li>Occasional travel for on-site visits may occur for staff onboarding, facility support, or leadership meetings in the Seattle office.</li>

This is a functional service provider (FSP) Clinical Research Associate (CRA) opportunity, you will be dedicated to one sponsor, monitoring seven days a month, 50% onsite and 50% remotely based on business needs. This position is targeted to travel regionally, travel can be national if needed. Ideal candidates will have one to two years of onsite pharmaceutical CRA experience.

Performs and coordinates all aspects of the clinical monitoring and site management process. Conducts remote or on-site visits to assess protocol and regulatory compliance and manages required documentation. Manages procedures and guidelines from different sponsors and/or monitoring environments. Acts as a site processes specialist, ensuring that the trial is conducted in accordance with the approved protocol, ICH-GCP guidelines, applicable regulations and SOPs to guarantee subjects rights, well-being and data reliability. Ensures audit readiness. Develops collaborative relationships with investigational sites. Detailed tasks and responsibilities assigned to role are outlined in the task matrix.
A Day in the Life<ul><li>
Monitors investigator sites with a risk-based monitoring approach: applies root Functions cause analysis (RCA), critical thinking and problem-solving skills to identify site processes failure and corrective/preventive actions to bring the site into compliance and decrease risks. Ensures data accuracy through SDR, SDV and CRF review as applicable through on-site and remote monitoring activities. Assess investigational product through physical inventory and records review. Documents observations in reports and letters in a timely manner using approved business writing standards. Escalates observed deficiencies and issues to clinical management expeditiously and follow all issues through to resolution. May need to maintain regular contact between monitoring visits with investigative sites to confirm that the protocol is being followed, that previously identified issues are being resolved and that the data is being recorded in a timely manner. Conducts monitoring tasks in accordance with the approved monitoring plan. Participates in the investigator payment process. Ensures a shared responsibility with other project team members on issues/findings resolution. Investigates and follows-up on findings as applicable.</li><li>
Participates in investigator meetings as necessary. Identifies potential investigators in collaboration with the client company to ensure the acceptability of qualified investigative sites. Initiates clinical trial sites according to the relevant procedures to ensure compliance with the protocol and regulatory and ICH GCP obligations, making recommendations where warranted. Performs trial close out and retrieval of trial materials.</li><li>
Ensures that required essential documents are complete and in place, according to ICH-GCP and applicable regulations. Conducts on-site file reviews as per project specifications.</li><li>
Provides trial status tracking and progress update reports to the Clinical Team Manager (CTM) as required. Ensures study systems are updated per agreed study conventions (e.g. Clinical Trial Management System).</li><li>
Facilitates effective communication between investigative sites, the client company and the PPD project team through written, oral and/or electronic contacts.</li><li>
Responds to company, client and applicable regulatory requirements/audits/inspections.</li><li>
Maintains &amp; completes administrative tasks such as expense reports and timesheets in a timely manner.</li><li>
Contributes to the project team by assisting in preparation of project publications/tools, and sharing ideas/suggestions with team members.</li><li>
Contributes to other project work and initiatives for process improvement, as required.</li></ul>
Keys to Success
Education and Experience
Bachelor's degree in a life sciences related field or a Registered Nursing certification or equivalent and relevant formal academic / vocational qualification.
Valid driver's license where applicable.
CRA Level II
Previous experience that provides the knowledge, skills, and abilities to perform the job (comparable to 1+ years as a clinical research monitor).
In some cases an equivalency, consisting of a combination of appropriate education, training and/or directly related experience, will be considered sufficient for an individual to meet the requirements of the role

The salary range estimated for this position based in Washington is $66,800.00&ndash;$112,938.00.

Responsibilities:

Qualifications:

5+ years of experience in oncology clinical research, regulatory operations, clinical trial management, monitoring, or research quality/compliance.</li><li>
Experience managing complex projects in a clinical or research environment.</li><li>
Experience managing staff.</li><li>
Strong understanding of oncology clinical trial operations, including investigator‑initiated studies, cooperative group trials, and industry-sponsored studies.</li><li>
Demonstrated knowledge of ICH GCP, FDA regulations, NCI requirements, HIPAA, and institutional research policies.</li><li>
Experience designing and delivering training for adult learners.</li><li>
Excellent communication, facilitation, and cross‑functional collaboration skills.</li></ul>
